STATEMENT of WORK
Immigration and Customs Exchange (ICE) Marketing and Recruitment Support

1. Scope of Work The contractor shall provide recruitment outreach services in support of Immigration and Customs Enforcement (ICE) efforts to attract qualified candidates and increase public awareness of ICE career opportunities. These services will include the full-time deployment of personnel to coordinate and participate in events, collaborate with existing ICE recruiters, and engage directly with educational institutions, military installations, and community organizations.
ICE requires support to enhance its regional and national recruiting capabilities through comprehensive, on-the-ground outreach. The contractor will assist in the planning and execution of recruitment campaigns, attendance at hiring fairs, and the distribution of branded promotional materials. Activities will be geographically dispersed to ensure strategic coverage of key regions across the United States.
The contractor shall also support logistical functions, including coordination of travel for recruiters, transportation of materials, and event setup. Services will align with ICE’s national recruitment strategy and branding standards while ensuring local adaptability and engagement.
Key areas of support The contractor shall provide support in the following areas:

· Event Participation: Facilitation and participation in regional recruitment events
· Logistical support: Coordination of travel, transportation of materials, and event setup
· Communication Coordination: Support for promotional efforts and messaging
· Management oversight: Reporting functions and overall project coordination
This effort will be implemented across designated regions in the United States and may involve travel and coordination for in-person activities.
2. Objectives The objective of this effort is to support the agency’s mission through coordinated marketing and recruiting initiatives. The contractor will provide services that enhance visibility, promote key messages, and support the agency’s workforce development goals across multiple regions. All activities will be aligned with overarching federal priorities and executed under the direction of the government.
Key areas of objectives may include, but are not limited to:
· Event Support The contractor shall provide comprehensive event support services as part of the recruitment outreach effort. This includes pre-event planning, coordination with venue and partner organizations, on-site management, technical and logistical setup, audience engagement, and post-event follow-up. Event support will also encompass the provision of necessary equipment, ensuring compliance with ICE branding guidelines, managing promotional activities during events, and gathering feedback to improve future engagement efforts.
· Marketing Support Increase public awareness through participation in outreach events and promotional Increase public awareness through participation in outreach events and promotional campaigns. Assist in the dissemination of branded materials and messaging aligned with agency guidelines. Support communication efforts that inform and engage stakeholders, partner agencies, and the general public. Help maintain consistency with national marketing strategies while adapting outreach to local needs. Promote understanding of agency programs and priorities through a variety of media and engagement channels.
· Recruiting Support Dedicated support will be provided to enhance recruitment operations across geographically dispersed regions. This includes collaborating with internal teams and partners to identify and engage potential candidates, as well as assisting with event coordination, logistics, and maintaining a presence at hiring fairs, campus visits, and other recruitment functions. Efforts will be focused on strengthening institutional relationships with schools, military installations, and other organizations to fulfill staffing needs in alignment with federal hiring initiatives and workforce planning directives.
Program/Project Management Review and Plan (PMP):
The contractor shall develop and submit a comprehensive Program/Project Management Plan (PMP) within fifteen (25) business days of contract award. The PMP will be developed collaboratively alongside the federal team to ensure alignment with ICE’s mission requirements and objectives. This plan will outline the approach, timelines, deliverables, and performance metrics for all activities required by ICE. By working closely with the federal team, the contractor will build the best approach to meet mission requirements, ensuring the PMP reflects the agency’s priorities and provides a clear framework for managing and reviewing the execution of the contract.
Period of Performance The contract includes a Base Period followed by four (4) Option Periods. . Each Option Period may be exercised at the Government's discretion based on funding availability and contractor performance.
3. Unusual and Compelling Urgency Justification FAR CLAUSE 6.302-2 The U.S. Immigration and Customs Enforcement (ICE) requires immediate recruitment outreach and event support services to address critical workforce shortages. These vacancies are significantly impacting ICE’s ability to meet mission requirements, particularly in high-priority operational areas. The ability to quickly recruit and onboard qualified personnel is essential to sustaining law enforcement capabilities, ensuring border security, and fulfilling other critical federal mandates.
Urgency of Requirement The need for these services is both unusual and compelling due to the following factors:
1. Imminent Mission Risk – Without immediate contractor support, ICE will be unable to effectively participate in upcoming recruiting events and outreach opportunities, many of which occur on fixed dates (e.g., career fairs, campus events, military base visits). Missing these events will delay filling critical vacancies, increasing operational risk.
2. Time-Sensitive Events – The recruitment calendar includes numerous events scheduled within the next 30–90 days. These events are essential for reaching specialized candidate pools and cannot be postponed or replicated without substantial loss of opportunity.
3. Operational Impact – Delays in acquiring support services will directly hinder ICE’s ability to maintain adequate staffing levels. This would negatively impact public safety operations, investigations, and other law enforcement functions.
4. No Feasible Alternative Timeline – Standard competitive procurement timelines would not allow services to be in place before key events occur. Immediate action is required to ensure contractor personnel and logistical support are available in time.
Rationale for Limited Competition Pursuant to FAR 6.302-2, full and open competition is not practicable because:
· The government’s need for the services is of such unusual and compelling urgency that ICE would be seriously injured unless it is permitted to limit the number of sources from which it solicits offers.
· The lead time necessary to conduct a full competitive procurement would result in unacceptable delays to mission-critical recruitment activities.
· A delay would cause ICE to miss scheduled events, extend vacancy durations, and impair operational readiness.
Contract Extension Clause:
This contract includes an extension clause allowing for up to eight (8) additional option periods, contingent upon the agency's ongoing requirements, funding availability, and satisfactory performance by the contractor. Each extension period will be subject to mutual agreement and approval.
Applicable FAR Clauses:
This contract is subject to the following Federal Acquisition Regulation (FAR) clauses:
· FAR Clause 52.217-8, Option to Extend Services:
· The Government may require continued performance of any services within the limits and at the rates specified in the contract.
· The option to extend services may be exercised more than once, but the total extension period under this clause shall not exceed six (6) months.
· The Government will provide written notice to the contractor prior to exercising this option.
· FAR Clause 52.217-9, Option to Extend the Term of the Contract:
· The Government may extend the contract term by written notice to the contractor within the timeframe specified in the contract.
· Preliminary notice of the Government's intent to extend will be provided within the time specified in the contract, but this notice does not commit the Government to an extension.
· The total duration of the contract, including extensions, shall not exceed the maximum period specified in the contract terms.
