July 24, 2023
1. Please confirm that cover pages, cover letter, table of contents, and appendix(es) for all volumes will not be counted against the page limits.
Government Response: Confirmed. Cover pages, cover letter, table of contents, and appendix(es) for all volumes will not be counted against the page limits. Information contained in these pages will not be used for evaluation purposes either.
2. Please confirm that key personnel resumes for Journeyman Intelligence Analyst and
Senior Forensic Accountant LCATs are required for Phase 2 submission within Volume 2, Phase 2 - Factor 2: Technical Competency and Staffing. Please confirm that the resumes will not be counted towards the three (3) page limit.
Government Response: Key Personnel is not an evaluation factor under this solicitation.
Offerors should not submit resumes for evaluation under Factor 2, they will not be evaluated. The Government will evaluate in accordance with the evaluation criteria listed in the solicitation. Key personnel resume review will occur during contract administration.
3. PWS states "Additionally, due to the global scope of financial investigations, the Contractor must acquire information from their international sources, resources, commercial databases, and opensource research that is necessary to advance required investigations. Contractors are required to possess a minimum of two different blockchain analysis licenses to support the requirements within this PWS."
In order to require the necessary sources, resources, databases, and licenses to conduct these analyses, will the government include an ODC line item? So that vendors are evaluated consistently, would the government add an ODC line item for $20,000 per year?
Government Response: Government response: The Government anticipates that vendors who can perform the tasks in the PWS will have access to a minimum of two different blockchain analysis licenses. An “Other Direct Cost (ODC) line item will not be added to the price matrix. See also PWS Section 2.2 Description of Services that states, “The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items for non-personal services necessary to perform Financial Forensics Support Services as defined in this Performance Work Statement (PWS), except for those items specified as Government furnished property and services.”
4. The government included the following language, “Small Business Subcontracting Plan instructions: All large businesses submitting proposals as the prime contractor shall submit a Small Business Subcontracting Plan in accordance with FAR 52.219- 9, Small Business Subcontracting Plan (Oct 2022). Failure to submit a Small Business Subcontracting Plan that is acceptable to the contracting officer will result in an offeror being ineligible for award. Small Business Subcontracting Plans are due with Phase 2 proposals."
Will the government confirm what format the small business subcontracting plan should be submitted it and if the small business subcontracting page counts again the page count?
Government Response: Contractor format is acceptable. All plans must include the required information described in FAR 52.219-9(d). The submitted Small Business Subcontracting Plan will not count toward the page limits in any Phase 2 factors. This is a separate submission that will be reviewed by the contracting officer for acceptability.
5. Attachment 3, Price Matrix – 7/21: On July 21, the Section (ii) of the solicitation was amended to allow for a hybrid contract type. “The contract type will be a Hybrid, allowing task orders to be placed using Firm Fixed Price (FFP), Time and Materials (T&M) and Labor Hour (LH) contract types.” The price matrix, in attachment 3, however, does not seem to have been updated to allow a firm, fixed price model. Can offerors add a firm, fixed price line for any firm, fixed price costs?
Government Response: The Government intends to award FFP-type tasks at the order level and fixed pricing is not required for the evaluation of this award.
