Government Responses to Industry Questions 70CMSD23R00000008 Financial Forensic Support Services IDIQ
July 21, 2023
1. Industry Question: Does HSI currently utilize and off the shelf tracing tool like Reactor or TRM Labs? If not, does the contract support any bandwidth to purchase licenses?
Government Response: Yes, the government utilizes multiple tracing tools which includes both Chainalysis (reactor) and TRM Labs. Within HSI, the Cyber Crimes Center controls the licenses to these programs. The contract does not support the purchase of licenses, and the contractor is required to possess at least two blockchain analysis licenses to support the requirements stated in the PWS.
2. Industry Question: Does HSI currently utilizes a network analysis tool?
Government Response: Yes, HSI utilizes I2 as a network analysis tool.
3. Will contract analysts be embedded with investigators at HQ or will they just intake requests from field offices?
Government Response: The contract analysts will not be embedded with the investigators in HQ, as the investigators are located in over 200 field offices across the U.S. The contract analysts will work with the Program Manager(s) on assigned requests either remotely (with approval from the COR), or from the stated place of performance. The requests for assistance (RFA) are managed by the Program Manager(s). As such, the contract analysts will not be receiving the RFAs directly from the field.
4. In the PWS, Background Investigations, the language states that ‘Contractor employees who have an adequate, current investigation by another Federal Agency may not be required to submit complete security packages. Can you confirm if TS or TS SCI is preferred for this contract?
Government Response: No preference, this requirement is unclassified, therefore only requires a Public Trust level. Reciprocity may apply, however there will be some level of submission required for all contractor employees as detailed in PWS Section 20.0 Security Requirements.
5. To quickly fill positions and provide the government with qualified professionals from a wider talent pool, does the government anticipate offering the ability to work remotely, with approval from the CO or COR?
Government Response: PWS Section 14.0 states, Telework is authorized, however, must be approved by the Government CORs. (The Government shall not be responsible for operating costs, home maintenance, or any other incidental costs (e.g., utilities, insurance, etc.) whatsoever, associated with the use of the contractor’s residence).
6. For individuals located near the stated place of performance, does the government anticipate any consistent ratio of remote/telecommute?
Government Response: No, the government does not anticipate any consistent ratio of remote/telework. Although, a large percentage of the work will most probably be conducted on a remote basis. However, in-person work may be required on a case-by-case basis when necessitated by the needs of the investigation.
