Contractors must provide all personnel, management, equipment, supplies, and services necessary for detention operations, including housing, medical and mental health care services, transportation, guard services, and food service. Facilities must accommodate male and female detainees at low and medium custody levels, with preference given to those accommodating low, medium, and high custody levels. All facilities must begin housing detainees within 30 days of contract award. Facilities must be located within specified driving distances from ICE Field Offices (30 miles for Denver, Seattle, and Philadelphia; 50 miles for Miami) and be for exclusive ICE use without accommodation of other agencies' detainees. The NAICS code is 561612 (Security Guards and Patrol Services).
Prospective contractors must submit responses in Microsoft Word or PowerPoint format not exceeding 10 pages, including a one-page cover letter with company information, UEI number, and current federal contract vehicles. Responses should address a capability statement, detention services expertise, detailed facility overview, company history, years in business, employee count, and feedback on the attached draft Performance Work Statement and evaluation strategy. This is a market research RFI that does not obligate the Government to issue a solicitation or accept any offers, and all response costs are the contractor's responsibility. Responses are nonbinding and do not affect future solicitation eligibility.
