The contractor will submit the request for compensation in writing to the Contracting Officer. The request must be accompanied by an invoice, with receipts to substantiate the costs listed on the invoice. |

I.e the aircraft returns to IWA with 500 US Gallons of fuel on board paid for by the Government via the DLA Air Card? Will this be reconciled and charged back to the operator at cost? | After each flight, fuel on-board will be recorded. Remaining fuel can be carried forward to the next scheduled ICE flight. Reconciliation of fuel costs will be conducted during invoice audits. During the RFI, ICE is open to Part 135 operator recommendations on reconciling fuel. |

Specific destinations for this contract are not know at this time. For destinations with FAA Special Federal Aviation Regulations (SFARs), Prohibitions, Restrictions and Notices, prior coordination and planning between the government and contractor will be required. Historical ICE destinations will be provided in the RFQ. |
| 7 | Due to having High-Profile clients and maintaining their anonymity, a lot of his work and past performance has to be kept private. Will this affect the probability of being considered for this eventual RFQ? | No. However, past performance will be evaluated as part of the quote evaluation process. |

When the actual 15+ seat aircraft capabilities are know (aircraft type, seats, range, airspeed, and cost), ICE will consider using the aircraft on missions that fit the aircraft's profile. |

| 16 | Understanding the requirements you are requesting vendors to present- a 5500 NM destination with 19 people onboard (15 pax and up to 4 crew), the average temp in Mesa is over 100 degrees from June through August. These requirements are pushing the boundaries of the aircraft’s capabilities. Will you authorize a different flight plan or delay if the aircraft cannot take off due to the extreme weather? | During the scheduling process outlined in PWS 2.1, the government will work with the vendor during mission planning to account for environmental and mission constraints. |
| 17 | Does ICE anticipate that both the 14-seat aircraft and the 15-seat aircraft will potentially be used at the same time? If yes, what is the anticipated percentage? | Yes. Historically, a second aircraft has been utilized 2-3 times per year when there has been an overlap in missions. |
| 18 | There is no alternate mentioned for the alternate 15 seat aircraft on the information- will an alternate be needed for the 15-seater when it is used? if yes, what specifications will be required for the alternate’s alternate aircraft? | The vendor will be required to have three aircraft available for ICE missions; two 14+ seat and one 15+ seat. A 14+ seat aircraft will be the primary aircraft. The alternate 14+ seat aircraft will be used if ICE requires two simultaneous missions. If a mission dictates a 15+ seat aircraft, ICE will request the 15+ seat aircraft as the primary mission aircraft. The following statement will be added to the PWS: •The contractor shall ensure that primary and alternate aircraft are available for scheduled missions. This will require the contractor to have more than three aircraft at their disposal for ICE use, to account for maintenance. The RFQ instructions will provide additional guidance on providing tail numbers in the quote. |

The RFQ instructions will include guidance on proposing rates for standby crew costs and augmented crew costs. GSA Part 135 Owner/Operators should have standby crew rates and augmented crew rates on their GSA schedule. |

Specific examples include: the primary aircraft is AOG and does not depart prior to the latest departure time; a flight crew member is not available at the scheduled departure time; a delayed departure due to a GPU not being available for aircraft start. |
