REQUEST FOR INFORMATION /

SOURCES SOUGHT

FOR SPECIAL HIGH-RISK CHARTER FLIGHTS SERVICES

This Request for Information (RFI) is issued by the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ) on behalf of ICE Enforcement and Removal Operations (ERO). As this is an RFI only, all subsequent information such as responses to questions and answers related to this RFI will be posted to FedBizOpps (Open Market).

This RFI is issued by OAQ on behalf of ERO for information regarding Air Charter Services to remove Failure to Comply (FTC) and significant High-Profile Removals (HPRs) from the U.S. and relocate them to their home countries. The requirement is described in the attached DRAFT Performance Work Statement (PWS) entitled “Special High-Risk Charter Flights.”

OBJECTIVES

The objectives of this RFI are as follows:

1) Obtain Capability Statements from interested vendors describing the following: capability statements outlining relevant expertise, capabilities and interest in performing the subject requirement as detailed in the attached DRAFT PWS; description of similar past performance; and business size.

2) Gather industry feedback on the DRAFT PWS and RFI. The government encourages creative and different approaches to meet the requirement. The government intends to solicit from capable vendors during the second quarter of 2020. The proposed RFQ # is to be determined (TBD). Interested vendors are encouraged to respond to this RFI with their comments, concerns, questions, or suggestions.

The RFI is part of the acquisition planning and market research phase for this acquisition. The input received from this RFI will be considered in preparing the appropriate acquisition strategy and solicitation package.

INSTRUCTIONS

1. Interested vendors are encouraged to submit their responses via email to the Points of Contact listed below. Any questions regarding this RFI must be received no later than Wednesday Jan 8, 2020 at 12:00 Noon Eastern Time. All responses must be received no later than Monday Jan 13, 2020 at 12:00 Noon Eastern Time.

2. All documents and materials submitted in response to this RFI will become the property of the government and will not be returned.

3. Responses must include the following: point of contact information, Vendor/Company name and address, name of a point of contact, title, email address, phone number, and business size; and a maximum of eight (8)-page narrative addressing all the RFI objectives listed above.

Interested vendors responding to this RFI are not bound by the information in their responses.

GENERAL CONSIDERATIONS

Key Requirement - Interested vendors shall have the resources to provide Air Charter Services to all the locations needed. The selected vendor shall: remove and repatriate Failure to Comply (FTC) and significant High-Profile Removals (HPRs) from the United States; shall provide these services on a “wet lease” basis to include aircraft, complete flight crew, maintenance, and insurance. Destinations include flights to Europe, Africa, the Middle East and the Far East. Additional flights with both departures and destinations within the U.S. are also anticipated. ICE estimates fifty (50) charter flights totaling approximately fifteen hundred (1500) flight hours annually. Each mission will usually be two-four (2-4) days in length, averaging thirty (30) flight hours per mission. Flights originate from various locations depending on the destinations.

Contract type – A Time & Material (T&M) contract type is contemplated. The Government is anticipating issuing Task Orders against GSA Contracts. The government would like prospective vendors to suggest different contract types / approaches as appropriate.

Competition - The government is considering a full competition on GSA Federal Supply Schedule (FSS), 599-4 (Air Charter Services – Owner Operated) holders. As the purpose of this RFI is market research, no set asides have been determined at this time.

Period of Performance (POP) - A 5-year POP is projected.

Incumbent Contractor - The incumbent Vendor for the “Small Aircraft, Long Range Charter” Services is Aircraft Transportation Services (ATS) of 4285 SW Martin Hwy, Palm City, FL 34990. Task Order HSCECR-17-00001 was issued to ATS, effective November 22, 2016 through November 21, 2017 + 3 Option Years. Total award as at date is $25,086,655.19. The estimated value of the new 5 - year contract is expected to be greater than the current contract.
