ATTACHMENT 2 RFP # 70CDCR19R00000006
53.
Question: An analysis of Attachment 4 Labor tabs indicates that each Management position is calculated at 1920 hours (which presumably are productive hours). Assuming that 2,080 was used as the standard work year, then 160 hours would be the number of overhead hours subtracted to get the 1920. Although not SCA positions, but using the WD for calculation purposes, 80 hours vacation, 56 hours of sick leave would leave 24 hours for quarterly and annual training. Is 24 hours the sum total of all quarterly and annual training required?

56.
Question: If this is a re-compete, in order to calculate pricing for vacation hours accurately (which are based on contract longevity per the Wage Determination), a name redacted seniority list is required; will ICE provide the required list?

Question:
CLIN Numbering. The CLIN numbering throughout Attachment 4 is inconsistent. We assume that the numbering in the “Proposed Price” sheet is correct. Based on this:
• In the “Labor Rates” sheet, CLIN x001 should be x002, x008 should be x009, and x010 should be x011
• In the “Ground Transportation” sheet, CLIN x009 should be x010
ATTACHMENT 2 RFP # 70CDCR19R00000006
• In the CLIN description sheet, CLIN numbers should be corrected to align with the “Proposed Price” sheet.
Our remaining CLIN questions are based on the CLIN numbering in the “Proposed Price” sheet.
ICE Response: The CLINs have been corrected. Please refer to updated Pricing Sheet
107.
Question:
Transportation Specialist Pricing. In the “Labor Rates” worksheet, the formulas for CLINs x002 and x009 do not permit escalation to be applied to the Transportation Specialist labor rates. This assumes that the only cost in this CLIN is the direct labor cost of the wage determined Transportation Specialist.
However, the instructions in the “CLIN Description” tab indicate that “Vendor may include other labor categories that support air transportation specialist during travel.” Further, proposed fixed labor rates may include costs not subject to price adjustments (e.g. office costs, project equipment, overhead) that a vendor may desire to escalate. Finally, vendors may elect to compensate Transportation Specialists at rates that exceed the WD minimums and would then need to apply escalation to those pay rates as well.
Accordingly, we recommend that vendors be permitted to include an escalation factor for CLINs x002, x002a, x009, and x009a that may different than the Proposed Escalation Rate to allow an appropriate escalation for cost items in this CLIN that are not subject to the Service Contract Act.
ICE Response: With supporting documentations, the offerors should propose any future rates considering inflation and or escalation for indirect costs. See section L.9.1 Basis of Estimate
108.
RFP /Subsection Number: Attachment 4 Question:
Management Support CLIN. The Management Support CLIN (x011) contains a variety of labor categories. Some of the labor categories are clearly professional positions and not subject to the SCA.
However, others are administrative positions that are subject to SCA (for example, Administrative Support and Admin Assistant). The instructions classify all of the positions as not covered by the SCA, and the model applies escalation to all rates in this section.
Please clarify how the SCA labor categories in this CLIN, which should not be escalated, should be treated?
ICE Response: The offerors shall not apply escalation for SCA covered labor categories for Administrative Support and Administrative Assistants under management support.
ATTACHMENT 2 RFP # 70CDCR19R00000006
109.
Support Positions Needed but Not Included in the Management Support CLIN. Although the Management Support CLIN (x011) contains a list of labor categories that can be ordered by the Government, a program of this size and complexity requires other support functions and positions as well. In order to operate a nationwide, short-notice transportation services program on a 24/7 basis, a bidder will need to include these additional costs.
We assume that bidders should add the cost of these additional positions into the appropriate CLIN (Air Escort Hours, Ground Transport Hours, or Ground Transport Miles) and provide an explanation in the Basis of Estimate notes. Can you please clarify that this is the correct method to include other necessary support positions and costs not included in CLIN x011?
ICE Response: Supporting positions are indirect costs included under overhead/G&A for each labor category.
110.
Question:
Additional Support Positions. The instructions in the “CLIN Description” tab indicate that the cost of additional support positions can be included in CLIN x002 (Air Escort Hours). The instructions give the example of “such as travel analyst and administrative support specialist”
However, the two labor categories cited as examples are already priced in the Management Support CLIN (x011). Can you please clarify where the cost for these positions should be included?
The reference to inclusion of additional labor categories is removed form CLIN 0002 description. See updated Attachment 4-pricing sheet
111.
Question:
Ordering Management Support Positions. The “Management Support” section of the “Labor Rates” tab contains a list of positions and hours that equate to approximately 54 FTEs and 104,000 annual hours.
Can you please clarify how the Government intends to order these positions? Are the hours shown guaranteed to be ordered? If not, can the Government provide additional explanation as to how the quantity of hours ordered for these positions will be determined?
If the Contractor believes that a greater number of a particular position are required, should the cost for any additional positions be included in one of the hourly rate CLINs (x002 or x009)?
ICE Response . The Governments estimated total number of hours provided are for evaluation purpose and based on historical estimates. The estimated total number of hours provided are NOT ceilings. The task orders will include a NTE number.

112.
Additional Support Costs. The instructions in the “CLIN Description” tab indicate that the cost of additional support positions can be included in CLIN x002. The instructions give the example of “such as travel analyst and administrative support specialist.”
In addition to the cost of additional support positions, can you please verify that other non-labor program costs (facility costs, etc.) should be included in the proposed hourly rates??
ICE Response: The pricing sheet has been updated to include CLINs for facility maintenance costs.
