Amendment No. A00002 to RFQ 70B06C26Q00000002
This document is an Amendment of Solicitation issued by the Department of Homeland Security (DHS) Customs and Border Protection (CBP) Mission Support Contracting Division, effective June 29, 2026. The amendment extends the offer due date and time to July 3, 2026, at 3:00 PM ET, replacing pages 3 through 72 of the original RFQ with revised pages 2 through 60 and incorporating a revised Attachment 2 (Schedule of Supplies/Services). Only offerors who responded by the original closing date may submit the revised Attachment 2; no new technical submissions, quotes, or offerors will be accepted.
The underlying solicitation establishes a single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for role player support services to the CBP Office of Training and Development for the Detecting Deception and Eliciting Responses (DDER) training program at the CBP Advanced Training Center in Harpers Ferry, West Virginia. The contract has a 60-month ordering period with an anticipated maximum award value of $2,135,000 and a minimum guarantee of $5,000. Services involve role players portraying travelers from Latin America, South Asia, East Asia, and the Middle East to enhance interviewing and deception detection skills. Task orders will be firm fixed price. Evaluation will be based on three factors: price, prior experience (level of confidence), and resumes/management plan (level of confidence), with non-price factors being of equal importance and more important than price. The Contracting Officer is John Crockett (john.t.crockett@cbp.dhs.gov), and the Contracting Officer's Representative is Adam Eisenhower (ADAM.R.EISENHAUER@cbp.dhs.gov).
