This document is a Questions and Answers (Q&A) attachment for U.S. Customs and Border Protection (CBP) Request for Quote (RFQ) 70B06C25Q00000070 for Ballistic Shields. The Q&A document contains 23 questions and corresponding government responses regarding detailed technical specifications for ballistic shields, including viewport dimensions, weight requirements, certification standards, and evaluation criteria. Key responses indicate that CBP will not deviate from its specified technical requirements, with government representatives consistently stating that operational and technical requirements are at their discretion.

The solicitation seeks ballistic shields with specific requirements such as polyurea outer coating, weapon index platform, and precise viewport dimensions. The procurement will be conducted using a Best Value approach, with a total contract value of $7.5 million. ASTM certification is not mandatory, but shields must pass ASTM standard testing at an NIJ Certified laboratory. The sample submission deadline is August 8, 2025, and the government has determined that 90 days is sufficient for potential manufacturers to complete required testing. The North American Industrial Classification System (NAICS) Code 315990 is applicable to this requirement.

Can CBP clarify the operational justification for requiring shields sized 20"x30" and 24"x36" at the specified weights?

No. Operational requirements are at the government's discretion.

2 70B06C25Q000000070, SOW Attachment 2, Section 4.1.9 and 4.2.9 Would CBP consider allowing performance-based alternatives, such as UHMWPE-based shields with fabric covers that enable MOLLE mounting and accessory attachment without compromising integrity? (Currently in use by CBP)

No. Technical requirements are at the government's discretion.

3 70B06C25Q000000070, SOW Attachment 2, Section 2.4 & 4.2.6, Section 4.1.3

In order to provide greater opportunity, would CBP consider making viewports optional rather than mandatory as they are not functional with rifle related use?

No. Technical requirements are at the government's discretion.

4 70B06C25Q000000070, SOW Attachment 2, none Would CBP consider including requirements for slings or hands-free carry?

No. Technical requirements are at the government's discretion.

CBP LESC Ballistic Shields

9 SOW Section 4.0 4.1.1 and 4.2.5 The ASTM standard does not require all shields in a certification to be of the same outer profile/shape/size.

Evaluating multiple shapes within one certification test event allows a manufacturer to test and ultimately certify multiple components and variations that can then be offered to form a “family” of shields. Will CBP allow a single certification test to include options representing both depictions of shield profiles from the RFP? For example, the smallest shield tested will have the profile of the left shield in Illustration 4.2.5 and the largest shield tested will have the profile of the right shield in Illustration 4.2.5.

If so, would the supplier be required to submit two separate proposals, or just submit a set of each both profile options for the field trial and evaluation portion of the competition?

Every quote must be a complete, independent submission and will be assesed as such. Offerors may submit more than one quote if they have multiple profile/shape/size offerings but each quote must be a complete independent submission that will be evaluated on its own merits seperate from any other submission from the same offeror.

10 SOW Section 4.0 4.2.9 Would the Government accept a body side layer of loop to be outward facing so to afford maximum adhesion points of any removable pads, slings, etc.? Consider this in the reference that the spec will require a portion of loop already on the strikeface for the ID placard. The entire surface of the shield will be covered with the polyurea coating, but in areas where loop is used, those outward facing areas would be mounted above the polyuerea finish.

Yes, so long as all SOW requirements are met.

11 Attachment 2 SOW Attachment 2 SOW Page 8 4.3.4.1-2 Will viewports outside of the of the size restrictions be consider for award if they preform better in the ASTM standards testing.

No. Shield must meet all SOW requirements including dimentional requirements.

12 Attachment 2 SOW Attachment 2 SOW Page 8 4.4 Will shields that weigh more than the weight requirements be consider for award?

No. Shield must meet all SOW requirements including weight requirements.

13 Attachment 1 Price Schedule Attachment 1 Price Schedule Page 1 With the total value of this contract being 7.5 Millon with the estimated Qtys. This suggest you are looking for shields around the $5,500 price point. Is that a fixed number or will higher price shields be considered for award if they meet the testing standards.

The procurement is being conducted using a Best Value approach.

14 70B06C25Q00000070 Attachment 2

2.1 2 Will the Government accept a shield solution that is pending ASTM certification?

ASTM Certification is not required, but rather testing to and passing the ASTM standard requirements with testing being conduted at an NIJ Certified laboratory.

15 SOW 4.2.5 Page 5 In section 4.2.5 is currently states "Ballistic shields shall has a weapon index platform…" can this be changed to "ballistic shields may have a weapon index platform…"?

No. Operational and technical requirements are at the government's discretion.

16 SOW 4.2.9 Page 6 In section 4.2.9 it states that "ballistic shields…and have a protective, sprayed on, polyurea outer coating on all faces." Can an alternative cover material be used, other than fabric, as long as it's been proven through deployment on products currently fielded by tactical teams?

No. Technical requirements are at the government's discretion.

17 SOW 4.3.4 (specifically 4.3.4.1 and 4.3.4.2) Page 8 In relation to the dimensions of the viewport, can a viewport have shape other then rectangular in order to increase vertical line of sight as long as it meets the visible area of 24 sq in +/- 1 sq in?

Yes, provided that all SOW dimensional requirements are met.

18 SOW 4.5.4 Page 9 Regarding the quick release attachment, would a velcro forearm strap be considered a quick release system?

No, not by itself. Velcro may be used to adjust fit however.

19 SOW & RFQ 2.1 & 2.2 (SOW) Page 2 of SOW and Page 27 of the RFQ

The due date is currently listed as 8/8/25. As the ATSM is a newly established requirement and only two (2) labs were involved in developing the current standard and had a hand in developing the testing methodologies we have concerns with their ability to test all potential solutions by all potential manufacturers in the time alloted for submission. Will you consider an extension to ensure that anyone needing to have their potential solution tested will have time to do so and thus the Government will have a greater range of products to choose from?

No. After engaging with industry the government's position is that 90 days is sufficient to accomplish all required testing.

20 SOW NA NA What NAICS Code is applicable for this solicitation? North America Industrial Classification System (NAICS) Code 315990 is applicable to this requirement as identified on Pg.

1, Block 10 of the solicitation.

21 Solicitation Volume II - Samples page 28 You ask for submittal of "1 (qty) Carry Bag", is that 1 sample for each size, or just 1 overall?

Just one (1) sample carry bag overall.

22 Solicitation III.4 © Evaluation criteria pgs 30-34 For both technical and price evaluation, how will the evaluation weight the HG2 and RF1? Will both be evaluated equally on an aggregate evaluation basis? Or will there be a smaller evaluation weight for HG2 given the much smaller aggregate quantities during the term of the contract?

The solicitation does not provide any weighted preference at the item level. The only stated weighted preference is "[a]ll non-price factors when combined are significantly more important than Price."

23 SOW Scope - Attachment 2 2.1 CBP intends to make an award for shields that have passed ASTM's new standard for ballistic shields.

Samples are due Aug 8th. Given the ASTM standard is new, and testing is about to begin, what consideration will be given if ASTM cannot test/certify shields before the required Aug 8th due date?

ASTM Certification is not required, but rather testing to and passing the ASTM standard requirements with testing being conduted at an NIJ Certified laboratory.
