About this file

This is a Statement of Work (SOW) for U.S. Customs and Border Protection (CBP) ballistic shields. The document details technical specifications for high-quality, rigid, lightweight ballistic shields to be used by law enforcement personnel during active threat responses. The shields must meet ASTM International standards and are required in two protection levels (HG2 and RF1) and two sizes (20"x30" and 24"x36"), with each shield featuring a ballistic resistant viewport, ambidextrous carry handle system, and a "POLICE" placard.

Key requirements include strict weight limitations (15.0-21.0 lbs for 20"x30" shields, 19.0-25.0 lbs for 24"x36" shields), a 10-year manufacturer's ballistic warranty, and black polyurea outer coating. The contract is available for use by multiple federal agencies including CBP, Federal Protective Service, U.S. Coast Guard, and FEMA. Contractors must provide detailed documentation, including NIJ laboratory test reports, manufacturer's build sheets, and serial number tracking. Delivery orders must be shipped within 60 days of order, with potential delivery locations spanning CONUS, Alaska, Hawaii, US Virgin Islands, and Puerto Rico.
