About this file

This document is a Section III.2 Evaluation Factors and Basis for Award from a Request for Quote (RFQ) solicitation for rifle suppressors to support the U.S. Customs and Border Protection (CBP) Law Enforcement Safety & Compliance (LESC) Directorate.

The RFQ intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract for .223/5.56 NATO caliber suppressors, with both standard and mini versions required. The technical capability and price factors are approximately equal in importance. The technical evaluation will be conducted in two phases - the first to ensure basic requirements are met, and the second to test performance and reliability. Pricing will be evaluated separately for reasonableness. The resultant contract will include five one-year ordering periods. The estimated ordering period is September 1, 2024 through August 31, 2029.

III.2 EVALUATION FACTORS AND BASIS FOR AWARD

(a) Basis for Award. The Government intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation is determined to be the best value to the Government, technical, price and other factors considered. The Government reserves the right to make an award to other than the Quoter who submitted the lowest priced quote. The Government intends to evaluate quotes and award a contract without discussions with quoters. Therefore, the quoter’s initial quote should contain the quoter’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

(b) General. In order to determine the quote providing the best value, the following factors will be considered:

For this solicitation, the evaluation factors are:

- Technical Capability (non-price)

▪ Part A (Phase I evaluation of Volume I submission, Pass/Disqualification)

▪ Part B (Phase I evaluation of Volume I submission, Points/Score/Disqualification)

▪ Part C (Phase II evaluation of Volume II submission, Points/Disqualification)

- Price

(1) Technical Capability, as cumulatively evaluated during Phase I and Phase II, is approximately equal to Price in importance.

(2) Price will not be a numerically weighted factor in the evaluation of quotes. The importance of price in the evaluation for award will increase with the degree of technical equality of the quotes.

A technical evaluation committee has been established by U.S. Customs and Border Protection to evaluate the Technical portions (Volume I and Volume II) of the quotes. Committee members will evaluate each quote in accordance with the technical evaluation criteria stated below. Full and impartial consideration will be given to all quotes timely received pursuant to this solicitation, and the evaluation will be applied in an identical manner.

(c) Evaluation Criteria.

Technical Capability (non-price)

Phase I Technical Capability will initially be evaluated to determine the extent to which a quoter’s Volume I meets general technical requirements as well as performance-based requirements set out in the SOW. Evaluators will evaluate Volume I using two (2) parts of evaluation criteria during Phase I of the evaluation; the first a Pass/DQ section and the second a point-based Score/DQ section. Any quoter that receives a DQ during the first evaluation part (Part A) shall be removed from further consideration for award.

PART A - Pass/Disqualification

• Does submission contain all required documents and samples? (Pass/DQ)

• Is the quoted suppressor for .223/5.56 NATO caliber? (Pass/DQ)

• Is the quoted suppressor fully compatible with CBP service issued 5.56mm M4 platform rifles, with barrel lengths of 11.5” with a 10.25” handguard, 14.5” with a 13” handguard, and 18” with a 15” handguard? (Pass/DQ)

• Is the quoted suppressor capable of being supplied in two lengths (standard and mini)? (Pass/DQ)

• Does the quoted suppressor mount to the Surefire SOCOM QD muzzle device or does quoter include a proprietary QD muzzle device for suppressor? (Pass/DQ)

• Does the quoted suppressor and/or muzzle adapter consist of production items manufactured or distributed by the quoter? (Pass/DQ)

• Does the submission include an authorized distributor letter if quoter is not the manufacturer? (Pass/Not Applicable/DQ)

• Does the quoted suppressor have a minimum guaranteed lifecycle of 10,000 rounds during regular duty and training operations? (Pass/DQ)

• Does the submission contain a copy of the manufacturer’s current ISO Certification? (Pass/DQ)

• Does the submission state that the manufacturer has the capacity to manufacture a minimum of 300 suppressors per quarter and a surge capacity of 1,000 suppressors per quarter. (Pass/DQ)

• Does the quoted Standard Suppressor meet the following characteristics? (Pass/DQ) o Caliber: .223/5.56 NATO o Body Color: Black o Body Finish: Diamond Like Carbon and/or Cerakote o Length: 7 inches (+/-1 inch) o Diameter: 1.5 inches (+/-.25 inch) o Weight: 17 ounces (+/-3 ounces)

• Does the quoted Mini Suppressor meet the following characteristics? (Pass/DQ) o Caliber: .223/5.56 NATO o Body Color: Black o Body Finish: Diamond Like Carbon and/or Cerakote o Length: 4 inches (+/-1 inch) o Diameter: 1.5 inches (+/-.25 inch) o Weight: 15 ounces (+/-3 ounces)

• Does the quoted Suppressor Adapter meet the following specifications? (Pass/DQ) o Multiple bearing surfaces to ensure proper suppressor alignment and retention of the suppressor.

o Incorporate visual reference of adapter/suppressor alignment.

▪ In lieu of a visual reference, an internal taper lock muzzle device that self-centers the firearm and suppressor is acceptable o Incorporate tactile reference of adapter/suppressor alignment.

▪ In lieu of a tactile reference, an internal taper lock muzzle device that self-centers the firearm and suppressor is acceptable o Finish: Diamond Like Carbon coating or equivalent.

o Threaded in ½ x 28.

o Quick Disconnect (QD) mounting feature.

o Available in both muzzle brake and flash hider platforms.

PART B – Points / Score / Disqualification

Standard Suppressor

• Noise Reduction – Evaluate the sound suppression of the standard suppressor at the shooter’s left ear while shooting a M4 platform rifle with an 11.5” barrel firing M855 ammunition (100 points maximum) o DQ if decibel (db.) is greater than 140 decibels.

o Award MAX points if decibel (db.) is 136 decibels or less.

• Weight – Evaluate the weight of the standard suppressor (20 points maximum) o DQ if weight exceeds 20 ounces.

o Award MAX points if weight is 14 ounces or less.

• Lifecycle – Evaluate the manufacturer’s expected lifecycle of the standard suppressor for regular operations (50 points maximum) o DQ if lifecycle is less than 10,000 rounds.

o Award MAX points if lifecycle is greater than 20,000 rounds.

Mini Suppressor

• Noise Reduction – Evaluate the sound suppression of the mini suppressor at the shooter’s left ear while shooting a M4 platform rifle with an 11.5” barrel firing M855 ammunition (100 points maximum) o DQ if decibel (db.) is greater than 142 decibels.

o Award MAX points if lifecycle is greater than 20,000 rounds.

Only the quotes that receive the highest three (3) Part B scores will initially advance to Part C/Phase II, performance testing. (Should there be a tie at the third-place position, all tied Quoters shall advance to Phase II.)

If any of a quoter’s quoted suppressors fail Phase I, the entire quote shall fail and shall be removed from further consideration for award.

Phase II

The quotes that advance to Part C/Phase II will be evaluated to determine the extent to which their Volume II submissions meet performance-based requirements. Part C shall be point-based using the criteria set out below. Any quoter that receives a DQ during the Part C evaluation shall be removed from further consideration for award. In the event that all of the quotes that advanced to Part C are disqualified during the Part C evaluation, the quotes that received the next two (2) highest Part B scores will advance to Part C/Phase II for evaluation.

PART C - Points / Disqualification

Standard Suppressor

• Function Reliability – Evaluate the number of defects/malfunctions incurred when test firing suppressor through one SOCOM durability rating test cycle with CBP service issued 11.5” M4 platform rifle (100 points maximum) o DQ if suppressor has incurred a baffle strike.

o Award MAX points if suppressor has no defects/malfunctions.

Mini Suppressor

• Function Reliability – Evaluate the number of defects/malfunctions incurred when test firing suppressor through one SOCOM durability rating test cycle with CBP service issued 11.5” M4 platform rifle (100 points maximum) o DQ if suppressor has incurred a baffle strike.

o Award MAX points if suppressor has no defects/malfunctions.

Final Technical Evaluation Scoring

Evaluators will add up the Phase I Points Earned (Part B) to the Phase II Points Earned (Part C), then divide by the total number of possible, then multiply by 100. This number will be the Final Technical Evaluation Score (shown below). All decimals on the final score shall be rounded up to the next whole number.

[Phase I Points Earned (Part B) + Phase II Points Earned (Part C) / 540] X 100 =

Final Technical Evaluation Score

Price

To evaluate price, separately and apart from the technical evaluation, the Government will conduct a price reasonableness evaluation of the Quoter’s quoted price using the Quoter’s completed Attachment 2. Pricing will be calculated based on unit price. Quoter shall insert its quoted unit price for each Ordering Period. Estimated quantities for each ordering period have been included for evaluation purposes only. Each individual unit price shall be multiplied by the corresponding estimated quantity. All sub-totals will then be added together to derive a cumulative total price. This will be the total evaluated price.
