About this file
This amendment to solicitation 70B06C23R00000004 provides additional questions and answers for proposals to supply Level IIIA body armor to the Department of Homeland Security Customs and Border Protection. If a proposed body armor model fails testing, the same model cannot be re-submitted using samples previously tested as conditioned samples without undergoing fresh tumbling. The entire testing protocol must be re-completed from the start. The solicitation remains open for proposals to supply Level IIIA body armor with deliveries over a potential seven-year ordering period. Awards are set aside entirely for small businesses with fewer than 500 employees classified under NAICS code 315990.

Questions and Answers – Amendment 3:
1. If a model suffers a failure at any point in the testing process, can the same model be re-submitted for a new test series? Yes, however a new complete test group would have to be submitted (no different than if a manufacturer was submitting a different ballistic model.) The entire complete testing protocol would need to be competed.
2. If a model is re-submitted, can samples that were previously tumbled as contingencies with the failed submission, be used for conditioned samples without undergoing another round of tumbling? No, not if the panels had already been tumbled. Or, do we need to start completely from scratch, and tumble the new submission (even if it is the same exact makeup/NIJ model that previously failed)? The entire complete testing protocol would need to be competed.
