Questions and Answers – Amendment 2:

1. The SOW references the NIJ standard for female structure testing. However, the NIJ protocol is to test the front panels completely separate from the back panels. Some vendors we are working with have female armor that contains a front panel that has slightly different make-up than the back panel. Does this mean that the full set of testing for these scenarios needs to be conducted twice? Once for their front panel make-up, and a second time for the back panel make-up?

a. Yes, if the back panel ballistic model is different from the offeror’s non-structured submission.

2. The frag v50 testing is to be done on 15” x 15” shoot packs. Several vendors have expressed concern in how to create a structured female 15” x 15” shoot pack, as the normal configuration would be an armor panel shape. Do you expect the full build-up/design to be made in shoot pack form? No. Or, can the vendor submit a flat shoot pack with the same layup/stitching but without the overlap? Yes, this is what we expect. Or, can they submit the same material layup with corners tacked? No, not necessary.

3. The SOW states a 14 day conditioning for the 44 mag and the 357 sig; however, when you read

4.1.10.3 of the SOW it states:

“Test sample sizes for each test round shall be generally in accordance with Section 4.1.1.1, Table 1 of the NIJ Standard- 0101.06 (to exclude Ballistic Limit Testing for the .44 Mag), with the following modified specifications: 4 samples for .357 Sig and 3 samples for .44 Mag, for a total of 7 armor samples. Template sizes shall include both C-1 and C-5.”

Some vendors are convinced that this means that the Government wants a BL for the .357 however in the Summary Test Data Sheet doesn’t have a place for .357 sig conditioned BL results.

a) No, BL is not required for conditioned armor. Section 4.1.10.4. states: “Conditioned armor shall meet NIJ Perforation standards for the following rounds and velocities listed in Table 4.1.10.4. BFS shall be recorded but an excessive BFS measurement will not constitute a failure.” V50 testing is not included for either round.

4. Section 4.8.1.7. says that: Badge shall be approximately 2” (W) X 3” (H) in size:

o For bid sample submission, is the offeror required to submit a blank badge that is rectangular (in accordance with the dimensions noted above), or shall the badge be of a specific shape? The badge submitted can be a generic badge patch that meets all the technical requirements but does not need to be specific to any particular agency for source selection purposes. The patch shall be badge shaped (see pic), not rectangular. The dimensions included in section 4.8.1.7 refer to high and width of the badge but does say the badge shall be rectangular.

o Similarly, for quoting purposes, is the offeror required to quote a badge as part of their total price; as well as individually priced items? Yes. A badge patch is part of each body armor package and shall also be available as an individual line item. In other words, if there are 2 different types of badges as noted in the SOW 4.8.1.8 (primary and secondary), which type shall be captured in our price offering? The primary badge (embroidered) shall be included in each complete body armor package price. It shall also be listed as a separate line item (priced individually). The secondary badge (PVC) is only to be listed as a separate line item on the schedule of supplies. If we do not yet have the embroidery contents, how can one reasonably capture a true quote at this time? This is up to the offeror to determine their proposed price.

o Or, will the Government be providing any and all embroidered patches at time of award? Specific badge graphics shall be provided to awardees during FAR Part 16 secondary competition at the delivery order level.

o Is the contractor responsible for quoting and providing actual embroidered badges or will the Government provide these at no cost to the contractor? Yes, the contractor responsible for quoting and providing actual embroidered/pvc badges. The contractor is completely responsible for meeting all badge requirements contained in the SOW o Referencing the Attachment 2 Pricing Schedule sheet provided, there are line items (both as part of a kit and individual) for ID Placards and Badges. The placards are self-explanatory, but since there are multiple types of badges, what badge shall the contractor quote as part of its bid submission? The primary badge (embroidered) shall be included in each complete body armor package price. It shall also be listed as a separate line item (priced individually) on the schedule of supplies. The secondary badge (PVC) is only to be listed as a separate line item on the schedule of supplies.

5. Please reference Amendment A0001 (SF30), Page 46 of 51 (Phase 1 sample requirements):

o The list of samples required features a Scalable Body Armor Package #1, #2, and

Traditional Body Armor Package #1. These items are clear and self-explanatory.

However, after the Traditional Body Armor Package #1, there is a list of individual items that are required (see below). Are these items part of any package as noted above, or should they be regarded as stand-alone/individual deliverables for bid submission? The manner in which they are listed (with no categorical title such as package #1, 2, etc.)

appears that they belong to Traditional Body Armor Package #1, and since there is no Base Carrier in the Traditional Package, that is where our confusion exists. See list below for reference. The highlighted portion is what I am referring to:
