Firearms Mounted Sighting Systems
Statement of Work (SOW)
PR 20122973
February 2021
1. BACKGROUND
1.1. This requirement is for the procurement of firearms mounted sighting systems in support of the mission of officers and agents within U.S. Customs and Border Protection (CBP), as well as other agencies both within and outside of the Department of Homeland
Security (DHS).
1.2. Relevant components within and outside of DHS may include but are not limited to the following listed in Table 1.2, below. This contract will be awarded and administered by
U.S. Customs and Border Protection (CBP).

2. SCOPE
2.1. The intent of CBP is to establish an indefinite delivery indefinite quantity (IDIQ) contract for Firearms Mounted Sighting Systems. This statement of work delineates the required performance and technical specifications as well as test protocols for these items.
2.2. Vendor shall provide additional administrative and logistical support, including but not limited to customer service support, shipping and handling (FOB destination), and invoicing/payment support.
2.3. Vendor shall provide manufacturer’s technical specifications for items required for submission. Specifications shall address all technical requirements listed within this document.
3. APPLICABLE DOCUMENTS: None
4. TECHNICAL REQUIREMENTS
4.1. General Requirements
4.1.1. All items specified in sections 4.3, 4.4, 4.5, and items specified in sub-sections
4.6.4, 4.6.5, 4.6.6, 4.6.7, 4.6.8, and 4.6.9 must be permanently marked with individual and legible serial numbers which are visible to the user when the item is mounted on a firearm.
4.1.2. The vendor shall not make any alterations or substitutions without prior notification, and written approval by the COR.
4.2. Back-Up Iron Sights (BUIS)
4.2.1. Flip-Up Rear Iron Sights This flip-up rear sight shall be designed to be affixed to standard CBP duty flat top M4 receivers with 1913 Picatinny rails. The sight shall be affixed to the rail via clamp and cross bolt, requiring a tool for installation and removal. The sight shall be equipped with a minimum of two apertures, a large aperture with an I.D. between .180” and .205” and a small aperture with an I.D.
between .065” and .075”. The sight shall allow a no-tool change of apertures by the user. The sight shall be equipped with a windage adjustment feature. The windage adjustment shall require the use of a tool. Each adjustment of the windage shall provide audible and tactile feedback. Each adjustment shall be secure and provide
0.5 Minute of Angle (MOA). The height of the center of the apertures shall be
1.40” from the top of the Picatinny rail when in the flipped-up position. The height of the sight body shall be no more than .60” higher than the top of the Picatinny rail when in the flipped-down position. The sight shall be able to be flipped up by only swiveling the body of the sight upwards to a locked position. The sight shall remain in the locked position until a de-locking mechanism is pressed by the user. The body of the sight shall be made of hardened T6 aluminum. The remaining components may be constructed of hardened T6 aluminum or stainless steel. Sight shall be black anodized. Performance shall be equal to or better than Troy Rear

4.2.2. Flip-Up Front Iron Sights This flip-up front sight shall be designed to be affixed to a standard height full 1913 Picatinny rails, aligning with the standard CBP duty flat top M4 receivers with 1913 Picatinny rails (same plane). The sight shall be affixed to the rail via clamp and cross bolt, requiring a tool for installation and removal. The sight shall be equipped with a single sighting post with a width of
.075”. The sight shall be equipped with an elevation adjustment feature. The elevation adjustment shall require the use of a tool. Each adjustment of the elevation shall provide audible and tactile feedback. Each adjustment shall be secure and provide 0.5 MOA. The height of the center of the apertures shall be 1.40” from the top of the Picatinny rail when in the flipped-up position. The height of the sight body shall be no more than .60” higher than the top of the Picatinny rail when in the flipped-down position. The sight shall be able to be flipped up by only swiveling the body of the sight upwards to a locked position. The sight shall remain in the locked position until a de-locking mechanism is pressed by the user. The body of the sight shall be made of hardened T6 aluminum. The remaining components may be constructed of hardened T6 aluminum or stainless steel. Sight shall be black anodized. Performance shall be equal to or better than the Troy Industries M4

4.3. Mini Red Dot Sights (MRDS)
4.3.1. Non-magnified Battery Illuminated Miniature Red Dot Sight This sight shall have an optical magnification no greater than 1x and contain a maximum of 3.25 MOA, red, LED aiming dot that may be adjustable or fixed. The sight shall be powered by a single battery with a battery life of more than 17,000 hours at a 50% setting in an average temperature of 70°F. The aiming dot cannot be visible from the front Optic and shall be fully operable and unaffected by operational temperature ranges of -30°
F and 130°F and relative humidity levels of up to 95%. The optic sight window shall not be any smaller than 22 mm X 16 mm. Sight shall operate during and after being fully immersed in water. Sight shall be resistant to shock, vibration, and chemical exposure. The dimensions of the sight (without mount) shall not exceed
46 mm by 29 mm by 26 mm. This sight shall be equipped with an integrated mounting system, compatible with multiple mounting options. Performance shall be equal to or better than Trijicon Ruggedized Miniature Reflex (RMR).
4.3.2. Non-magnification Battery Illuminated Miniature Red Dot Sight (MRDS): This sight shall have an enclosed emitter. MRDS shall have a scratch resistant, clear lens with an objective window size of approximately 16mm x 16 mm. The sight shall provide no magnification (1x). The reticle shall be a 3.5 MOA red aiming dot. The sight shall utilize a fully enclosed reflex collimator LED for principle operation. The sight shall be powered by a single CR2032 with extended battery life and side mount battery accessibility without the removal of the sight from the firearm. The sight shall have side mounted brightness adjustments. The sight shall have at least
10 illumination settings, 4 Night Vision Device (NVD) and 6 Daylight settings. The aiming dot shall not be visible from the front at a distance of 10’ when optic is set at the first and second lowest daytime settings. The windage and elevation adjustments shall require the use of a tool and have positive click adjustments. The sight shall be adjustable in 1 MOA increments. Sight shall be waterproof and submersible up to 80 ft. The sight shall be fully operable and unaffected by operational temperature ranges of -49° F to + 160°F. The sight shall be equipped with an integrated mounting plate to be attached to firearm utilizing the Glock Gen 5 MOS sight cut.
The body of the sight shall be made of high strength aluminum and/or steel that is anodized or coated in durable dark finish. The sight shall be resistant to shock, vibration, and chemical exposure. The dimensions of the MRDS shall be not exceed
47 mm in length, 30 mm in width, 30 mm in height, and weigh approx. 2.1 oz.
Performance shall be equal to or better than Aimpoint ACRO P-2.
4.3.3. Non-magnified Battery Illuminated Miniature Red Dot Sight This sight shall have an optical magnification no greater than 1x and contain a maximum 2.5 MOA, red, LED aiming dot. This open MRDS shall have a scratch resistant aspheric lens with an objective window size of 25.7 x 17.5 mm. The optic shall be powered by a single CR2032 top mount battery accessible without the removal of the sight from the firearm. Sight shall be equipped with a spring actuated battery compartment allowing battery access and replacement without tools. The sight shall have at least
8 illumination settings. The sight shall have a single point of brightness adjustment be located on the top of the optic for ambidextrous adjustment. The sight shall have a battery saving feature that senses motion to enter into sleep mode when completely motionless for approximately 5 minutes of nonuse and power up to the last known setting as soon as motion is sensed, extending possible battery life. The windage and elevation adjustments shall require the use of a tool for adjustments.
The sight shall have an adjustment range of +/- 60 MOA; adjustable in 1 MOA increments. Sight shall water proof up to 33 ft. and must be fully operable and unaffected by operational temperature ranges of -20° F and +120°F. Sight shall be equipped with an integrated mounting system, compatible with multiple mounting options. The sight shall be capable of accepting a rear iron sight which dovetails directly into the MRDS housing providing back up iron sights that can be co-witnessed with the reticle. The body of the sight and mount shall be made of high strength aluminum and/or steel that is anodized or coated in durable dark finish.
Sight shall be resistant to shock, vibration, and chemical exposure. The dimensions of this MRDS (without mount) shall be not exceed 46.1 mm in length, 33.2 mm in width, 33 mm in height, and weigh approx. 1.9 oz. The sight shall be encased with a semi-permanent stainless steel protective shroud for additional protection and durability. Performance shall be equal to or better than Leupold DeltaPoint Pro.
4.3.4. Non-magnified Battery Illuminated Miniature Red Dot Sight This sight shall have an optical magnification no greater than 1x and contain a maximum 3 MOA, red, LED aiming dot. This open MRDS shall have a molded glass aspheric lens with an objective lens diameter of 30mm. The sight shall be powered by a single CR1632 top mount battery accessible without the removal of the sight from the firearm. The sight shall have 12 illumination settings, including two night vision settings. The sight illumination controls shall be located on the side of the optic for accessibility.
The sight shall have a battery saving feature that senses motion to power down when motionless after approximately 120 seconds of nonuse and power up to the previous setting as soon as motion is sensed, extending possible battery life to beyond 20,000 hours of normal use at medium setting. The windage and elevation adjustments shall be a lockless zeroing system utilizing twin adjustment springs and require the use of a tool for adjustments. The sight shall have an adjustment range of +/- 50 MOA; adjustable in 1 MOA increments. Sight shall continually operate during and after being fully submersed in water and maintain a fog proof lens and be IPX-7 rated for complete water immersion up to 1 meter. Sight must be equipped with an integrated mounting system, compatible with multiple mounting options and to include direct mount to Sig Sauer P320 handguns. The body of the sight and mount shall be made of high strength aluminum and/or steel that is anodized or coated in durable dark finish. Sight shall be resistant to shock, vibration, and chemical exposure. The dimensions of this MRDS (without mount or protective shroud) shall be not exceed 46.5 mm in length, 31.77 mm in width, 27.4 mm in height, and weigh approx. 1.0 oz. The sight shall include an optional, ruggedized protective shroud for additional protection and durability. Performance shall be equal to or better than Sig Sauer ROMEO 1 PRO.
4.4. Non-Magnified Optics
4.4.1. Non-magnified Tube Type Battery Powered Red Dot Optic w/semi-permanent mount. This rifle mounted tube type reflex optic shall have a clear optical aperture with a diameter between 25 mm and 27 mm. The optic shall provide no magnification (1x) and contain a 2 MOA, red, LED aiming dot. Reticle brightness shall have a minimum of 6 daytime settings and shall be compatible with Night
Vision Devices, by providing at least 3 reticle image brightness settings that do not bloom when viewed with night vision devices. The optic shall be powered by a single battery with a battery life of more than 20,000 continuous hours when optic is set to display the aiming dot at 70% of full illumination at 70°F. The aiming dot shall not be visible from the front at a distance of 10’ when optic is set at the first and second lowest daytime settings. The windage and elevation adjustments shall be covered and require the use of a tool for adjustments. Each adjustment must provide audible and tactile feedback. Each adjustment shall be secure and provide approximately 0.5 MOA adjustments, with a total minimum adjustment range of 34
MOA. Optic shall be fully operable and unaffected by operational temperature ranges of -30° F and 130°F and relative humidity levels of up to 95%. Optic shall be equipped with an integrated quick attach/detach mounting system, compatible with a 1913 Picatinny rail, providing an absolute co-witness with an “F” marked front sight post. The body of the optic and mount shall be made of high strength aluminum and/or steel that is anodized or coated in durable black finish. Optic and mount shall operate during and after being fully immersed in water. Optic and mount shall be resistant to shock, vibration, and chemical exposure. The dimensions of the optic (without mount) shall not exceed 47 mm in height, 126 mm in length, or 49 mm in width. Performance shall be equal to or better than Aimpoint
PRO w/ absolute co-witness riser and LRP mount.
4.4.2. Non-magnified Battery Powered Red-Dot Optic w/semi-permanent mount. This rifle mounted tube type reflex optic shall have a clear optical aperture with a diameter between 18 mm and 21 mm. The optic shall have a front flip-up lens cover and a transparent rear flip-up lens cover included. The optic shall provide no magnification (1X) and contain a 2 MOA, red, LED aiming dot. Reticle brightness shall have a minimum of 8 daytime settings and shall be compatible with Night
Vision Devices, by providing at least 4 reticle image settings that do not bloom when viewed with night vision devices. The optic shall be powered by a single battery with a battery life of more than 20,000 continuous hours when optic is set to display the aiming dot at 70% of full illumination in 70°F. The aiming dot shall not be visible from the front at a distance of 10’ when optic is set at the first and second lowest daytime settings. The windage and elevation adjustments shall be covered and require the use of a tool for adjustments. Each adjustment shall provide audible and tactile feedback. Each adjustment shall be secure and provide approximately
0.5 MOA adjustments, with a total minimum adjustment range of 34 MOA. Optic shall be fully operable and unaffected by operational temperature ranges of -30° F and 130°F and relative humidity levels of up to 95%. Optic shall be equipped with a quick attach/detach mounting system, compatible with a 1913 Picatinny rail, providing an absolute co-witness with an “F” marked front sight post. The body of the optic and mount shall be made of high strength aluminum and/or steel that is anodized or coated in durable black finish. Optic and mount shall operate during and after being fully immersed in water. Optic and mount shall be resistant to shock, vibration, and chemical exposure. The dimensions of the optic (with mount) shall not exceed 68 mm in height, 73 mm in length, or 48 mm in width.
Performance shall be equal to or better than the Aimpoint Micro T-2 w/ absolute co-witness riser and LRP mount.
4.4.3. Non-magnified Battery Powered Red-Dot Sight w/semi-permanent mount. This rifle mounted tube type reflex optic shall be operationally parallax-free equipped with a clear optical aperture with a diameter between 18 mm and 21 mm. The sight shall have a front flip-up lens cover and a transparent rear flip-up lens cover included. The optic shall provide no magnification (1X) and contain a 2 MOA, red, LED aiming dot. Reticle brightness shall have a minimum of 6 daytime settings and shall be compatible with Night Vision Devices, by providing at least 4 reticle image settings that do not bloom when viewed with night vision devices. The optic shall be powered by a single One AAA size, 1.5 V Alkaline LR03, or Lithium FR03 battery with a battery life of more than 50,000 continuous hours when optic is set to display the aiming dot at 70% of full illumination in 70°F. The aiming dot shall not be visible from the front at a distance of 10’ when optic is set at the first and second lowest daytime settings. The windage and elevation adjustments shall be covered and require the use of a tool for adjustments. Each adjustment shall provide audible and tactile feedback. Each adjustment shall be secure and provide approximately
0.36 MOA adjustments, with a total minimum adjustment range of 34 MOA. Optic shall be fully operable and unaffected by operational temperature ranges of -49° F and +160°F and relative humidity levels of up to 95%. The optic w/ mount configuration shall include a 39mm spacer and LRP (Lever Release Picatinny) base that attaches to MIL-STD-1913 rails with a quick detach mechanism providing an absolute co-witness with an “F” marked front sight post. The body of the optic and mount shall be made of high strength aluminum and/or steel that is anodized or coated in durable black finish. Optic shall be submersible to 150 feet (45 meters) and optic and mount shall operate during and after being fully immersed in water.
Optic and mount shall be resistant to shock, vibration, and chemical exposure. The dimensions of the optic (w/o mount) shall not exceed 41 mm in height, 83 mm in length, or 40 mm in width. The dimensions of the optic (with mount) shall not exceed 71 mm in height, 85 mm in length, or 40 mm in width. The optic alone shall not weigh more than 5.2 oz. Performance shall be equal to or better than the
Aimpoint Comp M5 w/ absolute co-witness riser and LRP mount.
4.4.4. Non-magnification Battery Powered Compact Red Dot Optic with mount This optic shall have night vision capabilities to include a dedicated button with four (4) night vision illumination settings and 15 levels of daytime brightness settings. The reticle on the optic shall have an enhanced battle reticle for close quarter combat
(CQC) applications. The reticle shall have a 1 MOA dot and a 65 MOA “circle” around it with a triangle at the 6 o’clock position to be utilized for CQC or mechanical offset. The optic shall be fully coated to increase light transmission with multiple anti-reflective coatings on all air to glass surfaces. The optic shall have
IPX8 waterproofing to prevent moisture, dust and debris from penetrating the sight to insure performance in all environments. The overall finish of the optic shall be corrosion and wear resistant with low-glare matte surface. The lenses of the optic shall have a scratch-resistant coating that protects the exterior from scratches, oil and dirt. This optic shall have an integrated absolute co-witness mount that is capable of quick attach/detach and shall mount on any MIL-STD-1913 Picatinny.
Optic and mount shall be resistant to shock, vibration, and chemical exposure.
Performance shall be equal or better than the Vortex AMG UH-1 GEN II and QD mount.
4.4.5. Non-magnification Battery Powered Compact Red Dot Optic with mount This closed red dot optic shall have an overall length of no more than 3.6”, an overall height of no more than 2.6”, an overall width no more than 2.3”, and weigh no more than 13.8 oz. The optic shall have four (4) different integrated reticle options (Dot, Circle-Dot, Dot with Holds, and Circle-Dot with Holds). The optic shall have motion activated illumination which allows it to power up and power down when sensing motion. The optic shall be waterproof, IPX-8 rated, and fog proof. Optic shall have a readily available CR123A battery placement for ease and quick battery replacement. The optic shall come with lens covers and a removable titanium shroud to protect sight from drops and bumps. The optic shall mount on any MIL-
STD-1913 Picatinny, and mount height of less than 1.65”. Optic and mount shall be resistant to shock, vibration, and chemical exposure. Performance shall be equal or better than SIG Romeo 8T 1x38 mm.
4.4.6. Non-magnified Battery Powered Increased Objective Lens Optic w/ standard semi-permanent mount This rifle mounted optic shall have a clear objective aperture with a diameter of at least 20 mm and an objective lens with a minimum diameter of 25 mm. The optic shall provide no magnification (1x) and contain a 2
MOA, red, LED aiming dot. The optic shall be night vision compatible with a minimal two night vision settings. Dot brightness shall have a minimum of 6 daylight settings. The optic shall be powered by a single battery with a battery life of more than 40,000 continuous hours at 60% of maximum power setting at 70°F.
The aiming dot shall not be visible from the front at a distance of 10’ when optic is set at the first and second lowest daytime settings. The optic shall have an adjustment range of 68 MOA; adjustable in .5 MOA increments. Optic shall be fully operable and unaffected by operational temperature ranges of -30° F and 130°F and relative humidity levels of up to 95%. Optic shall be equipped with a mounting system, compatible with a 1913 Picatinny rail, providing an absolute co-witness with an “F” marked front sight post. The body of the optic and mount shall be made of high strength aluminum and/or steel that is anodized or coated in durable black finish. Optic and mount shall continually operate during and after being fully immersed in water. Optic and mount shall be resistant to shock, vibration, and chemical exposure. The dimensions of the optic (with mount) shall not exceed 75 mm in height, 67 mm in length, or 41 mm in width. Performance shall be equal to or better than Trijicon MRO w/ standard absolute co-witness mount.
4.4.7. Non-magnified Battery Powered Holographic Optic This holographic sight shall include 7 MM raised quick detach base for lower 1/3 iron sight co-witness. Optic mounting system shall be compatible with a 1913 Picatinny rail. The optic shall provide no magnification (1x) and contain a red 1 MOA dot and 68 MOA aiming circle. The optic shall have three (3) different integrated reticle options (One Dot
Reticle, Two Dot Reticle, and Four Dot Reticle with Holds). The optic shall have
20 daylight settings and 10 additional settings for night vision devices. The optic shall be powered by a single battery with a battery life of more than 1,000 continuous hours at normal setting 12, at 70°F. The optic shall have an adjustment of .5 MOA increments. Optic shall have side mounted power and brightness adjustment switches. The body of the optic and mount shall be made of high strength aluminum and/or steel that is anodized or coated in durable black finish.
Optic and mount shall continually operate during and after being fully immersed in water. Optic and mount shall be resistant to shock, vibration, and chemical exposure. The dimensions of the optic (with mount) shall not exceed 97 mm in height, 74 mm in length, or 59 mm in width. Performance shall be equal to or better than EOTech HWS EXPS3
4.5. Magnified Optics
4.5.1. Magnified Non-Battery Illuminated Optic This rifle optic shall have an objective lens between 23 mm and 25 mm. The sight shall have a fixed optical magnification of 1.5X. The field of view shall be a minimum of 4.9 degrees. The reticle shall have a dual illuminated red 8 MOA triangle reticle. The optic shall feature a fiber optic illuminated reticle that adjusts the brightness based on available ambient light and a back-up illumination by tritium or equivalent, providing reticle illumination for a minimum of 12 years continuous use. The optic shall have an eye relief between 3 and 4 inches. The windage and elevation adjustments shall be covered and require the use of a tool for adjustments. The optic shall be adjustable in approximately .35 MOA increments. Optic shall be fully operable and unaffected by operational temperature ranges of -30° F and 130°. Optic shall be equipped with an integrated mounting system (TA60 or equivalent), mountable to a CBP-issued
M4 with a flat top 1913 Picatinny rail. The overall dimensions of the optic (without mount) shall not exceed (LxWxH) 67 mm x 43 mm x 52 mm. The body of the optic and mount shall be made of high strength aluminum and/or steel that is anodized or coated in durable black finish. The optic shall operate during and after being fully immersed in water. Optic and mount shall be resistant to shock, vibration, and chemical exposure. Performance shall be equal to or better than the Trijicon TA45-
C-400156: 1.5x24.
4.5.2. Magnified Non-Battery Illuminated Optic This rifle optic shall have an objective lens between 31 mm and 33 mm. The sight shall have a fixed optical magnification of 4X. The field of view shall be a minimum of 7 degrees. The reticle shall have a dual illuminated red 5.53 MOA triangle reticle. The optic shall feature a fiber optic illuminated reticle that adjusts the brightness based on available ambient light and a back-up illumination by tritium or equivalent, providing reticle illumination for a minimum of 12 years continuous use. The optic shall have an eye relief between 3 and 4 inches. The windage and elevation adjustments shall be covered and require the use of a tool for adjustments. The optic shall be adjustable in approximately .35
MOA increments. Optic shall be fully operable and unaffected by operational temperature ranges of -30° F and 130°. Optic shall be equipped with an integrated mounting system (TA51 or equivalent), mountable to a CBP-issued M4 with a flat top 1913 Picatinny rail. The overall dimensions of the optic (without mount) shall not exceed (LxWxH) 67 mm x 43 mm x 52 mm. This optic shall be compatible with optional standard optic mount specified in section 4.7.2 of this document. The body of the optic and mount shall be made of high strength aluminum and/or steel that is anodized or coated in durable black finish. The optic shall continually operate during and after being fully immersed in water. Optic and mount shall be resistant to shock, vibration, and chemical exposure. Performance shall be equal to or better than the Trijicon TA31F: 4X32.
4.5.3. Variable Magnification Battery Powered Illuminated Optic This rifle mounted optic shall have a clear optical aperture with an objective lens diameter between 23 mm and 25 mm. The optic shall provide variable magnification of 1x to 6x. The optic shall be able to quickly transition from 1x to 6x using an integrated dial fin, allowing easy transition through magnification settings. Field of view shall be 18 degrees at 1x and 3 degrees at 6x. The reticle shall be first focal plane and the pattern shall be a segmented circle with crosshair and milliradian (MIL) subtension lines compatible with multiple calibers and bullet weights. 4.5.4. Variable Magnified Battery Operated Illuminated Tubular Patrol Optic This rifle optic shall have a magnification from 1 to 4x with an objective lens diameter of
24mm. The optic shall provide a minimum linear field of view range of 27’ to 110’ at 100 yards. The reticle shall be located in the second focal plane. The reticle shall be illuminated to aid in faster target acquisition in bright conditions. The illuminated reticle shall have 5 day, 4 low light, and 2 night vision levels and an off position between all 11 settings. The optic shall be waterproof and fog resistant. The optic shall have a scratch resistant coating to protect exterior lenses from scratches, oil and dirt. The optic shall have an eye relief between 3.5 and 4.0 inches regardless of magnification setting. The overall dimensions of the optic (without mount) shall not exceed (LxW) 10.3” x 2.75” with a main tube diameter of 30 mm and weigh no more than 17.5 oz. The body of the optic shall be made of high strength aluminum that is anodized or coated in durable black finish with low profile turrets and illumination controls. Optic shall be resistant to shock, vibration, and chemical exposure. This optic shall be compatible with optional standard optic mount specified in section 4.7.9 of this document. 4.5.5. Variable Magnified Battery Operated Illuminated Tubular Patrol Optic This rifle optic shall have a magnification from 1 to 6x with an objective lens diameter of
24mm. The optic shall provide a minimum linear field of view range of 20’ to 115’ at 100 yards. The reticle shall be located in the second focal plane and shall be glass-etched to allow for intricate design and protected between two layers of glass for durability and reliability. The reticle shall be illuminated to aid in faster target acquisition in bright conditions. The optic shall have IPX7 waterproofing standards, and argon has purging to prevent internal fogging over a wide range of temps. The optic shall have a scratch resistant coating to protect exterior lenses from scratches, oil and dirt. The optic shall have an eye relief between 3.7 and 4.1 inches regardless of magnification setting. The overall dimensions of the optic (without mount) shall not exceed (LxW) 10.3” x 2.75” with a main tube diameter of 30 mm and weigh no more than 21.5 oz. The body of the optic shall be made of high strength aluminum that is anodized or coated in durable black finish. Optic shall be resistant to shock, vibration, and chemical exposure. This optic shall be compatible with optional standard optic mount specified in section 4.7.3 and 4.7.9 of this document.

4.5.7. Variable Magnified Battery Operated Illuminated Tubular Patrol Optic This rifle optic shall have a magnification from 1 to 8x with power throw lever and an objective lens diameter of 24mm. The optic shall provide a minimum linear field of view range of 13’ to 96’ at 100 yards. The reticle shall be located in the first focal plane. The optic shall have an illuminated FC-DM reticle with daylight bright center dot and segmented circle allowing for fast and accurate target acquisition.
The optic shall be powered by a single battery. The reticle shall have .5 and 1 Mil-radian (Mil/MRAD) markings to provide easy hold points for moving targets, wind and elevation hold-offs or for reference markings. The windage and elevation adjustments must automatically lock and provide audible and tactile feedback with each adjustment. Optic shall have capped finger adjustable Windage and Elevation

4.6. Supplemental Devices
4.6.1. Non-Battery 3x Magnifier This rifle mounted supplemental magnifier shall have a fixed 3x magnification and be compatible with non-magnified optics specified in section 4.4. The magnifier shall not have an aiming reticle or require the use of a battery. Eye relief shall be between 2 and 3 inches. The field of view shall be between 6.5 and 7.5 degrees. The magnifier shall have a manual dioptric adjustment for focal tuning. The magnifier must be fog resistant and continually operable after being submersed in water. The magnifier shall have a mount compatible with 1913 Picatinny rails on CBP issued M4 flat top rifles at an absolute co-witness height. The mount must allow rapid transition from 3x to 1x magnification. Performance shall be equal to or greater than Aimpoint 3XMAG-1 with Flip-mount.
4.6.2. Non-Battery 6x Magnifier This rifle mounted supplemental magnifier shall have a fixed 6x magnification and be compatible with non-magnified optics specified in section 4.4. The magnifier shall not have an aiming reticle or require the use of a battery. Eye relief shall be between 2 and 3 inches. The field of view shall be between 2.5 and 3.5 degrees. The magnifier shall have a manual dioptric adjustment for focal tuning. The magnifier must be fog resistant and continually operable after being submersed in water. The magnifier shall have a mount compatible with 1913 Picatinny rails on CBP issued M4 flat top rifles at an absolute co-witness height. The mount must allow rapid transition from 6x to 1x magnification. Performance shall be equal to or greater than Aimpoint 6XMAG-1 with Flip-mount.
4.6.3. Non-Battery 3x Magnifier This rifle mounted supplemental magnifier shall have a fixed 3x magnification and be compatible with non-magnified optics specified in section 4.4. The magnifier shall not have an aiming reticle or require the use of a battery. The magnifier shall have an objective lens diameter of 22mm and an eye relief shall be between 2 and 3 inches. The angular field of view shall be between
7.0 and 7.5 degrees and a linear field of view of approximately 38.2’ @ 100 yds.
The magnifier shall have a manual dioptric adjustment for focal tuning. The magnifier shall be fog resistant and continually operable after being submersed in water. The magnifier shall not weigh more than 9.6 ounces and have an overall length not to exceed 2.9”. The magnifier shall have a mount compatible with 1913
Picatinny rails on CBP issued M4 flat top rifles. The mount shall be a quick disconnect and allow rapid transition from 3x to 1x magnification. The mount shall have the ability to flip to the right or left based on shooting preference. The magnifier shall also be capable of mounting height options to allow for either absolute co-witness or lower 1/3 co-witness heights dependent on shooter preference. 4.6.4. Target Pointer and Aiming Device This rifle mounted Laser Aiming Device
(LAD) shall provide integrated infrared and visible aiming lasers able to be used with or without night vision devices. The LAD shall be powered by a single battery with a battery life exceeding 6 hours, when in high settings. The LAD shall provide co-aligned visual and infrared lasers, allowing the laser sight to be useful in daytime conditions. The visible beam shall have a beam divergence no greater than .5
MRAD and a range of 25 meters. The infrared laser shall be fully compatible with night vision devices and produce an infrared beam divergence no greater than .5
MRAD with a range of 2000 meters. In addition, the LAD shall be equipped with an infrared illuminator that will provide contrast to the environment when viewed through night vision devices, regardless of the presence of natural light. The LAD shall provide both windage and elevation adjustments allowing for precision accuracy adjustments. The unit shall not exceed a weight of 7.6 oz. with batteries.
The dimensions of the device (without mount) shall not exceed 41 mm in height, 117 mm in length, or 72 mm in width. Performance shall be equal to or greater than

4.6.5. Target Pointer and Aiming Device This rifle mounted Laser Aiming Device
(LAD) must mount on any MIL-STD-1913 Picatinny. The LAD must provide a variable high/low power (class 3R/3B) infrared and visible aiming and illumination laser with multiple modes of divergence and power. The pointer shall provide co-aligned visual and infrared lasers, allowing the laser sight to be useful in daytime conditions. The visible beam shall have a beam divergence no greater than .5
MRAD and a range of 25 meters. The LAD shall be fully compatible with night vision devices and produce an infrared beam divergence no greater than .5 MRAD with a range of 2000 meters. In addition, the device shall be equipped with an infrared illuminator that will provide contrast to the environment when viewed through night vision devices, regardless of the presence of natural light. The LAD shall provide both windage and elevation adjustments allowing for precision accuracy adjustments. The LAD shall be powered by a single battery with a battery life exceeding 3.4 hours, when in dual high setting. The LAD must have a non-reflective finish and weigh less than 4.8 oz. with battery. To maintain continuity of battery inventory, the device shall be powered by a DL123 or AA battery. 6061-T6 Type II body, and weigh less than 10 oz. without battery. The LAD shall be powered by a CR123 battery. The LAD shall be no longer than 5”, 2.8” wide, and 2” tall. The LAD shall be a modular system and consist of separate, interchangeable components. The LAD shall be ambidextrous and able to be configured on the 1913 Picatinny rail by the end user. The LAD shall offer a low profile activation switch measuring no more than 0.37" above the rail of a standard

1.5” from picatinny mounting rail to the center of the optic . The CNVD shall have an integrated Shock Mitigation System (SMS) system or feature which effectively mitigates the effects of weapon recoil shock on the night vision device. The CNVD shall have a repeatable zero when removed and re-installed, with less than 1 MOA shot deviation. The CNVD shall function as intended at extreme temperatures ranging from -32 Fahrenheit to +130 degrees Fahrenheit.
