QUESTIONS and ANSWERS

1. Per Bushnell, the RXS-350 (4.3.5) is still under development with no set release date. Would the buyer accept the Bushnell RXS-250? Would the buyer still require samples in this case?Answer:

This item will be removed from the SOW and Price Schedule.

2. Can a contractor utilize and submit CPARS for the Past Performance experience in place of Past

Performance Questionnaire (Attachment 3)? This will ensure past performance is received within a timely manner.

Answer: Past Performance Questionnaire is required and has been added to the solicitation.

3. Please confirm if “Volume II – Price Proposal” only includes Completed SF1449 and the stated requirement in paragraph two.

Answer: Volume II – Price Proposal includes all three items listed in this section.

4. Please confirm if Completed Attachment 2 “Pricing Schedule” is a separate document from

“Volume II – Price Proposal”.

Answer: See question #3. Attachment 2, Pricing Schedule is included in Volume II - Price

Proposal.

5. Volume I Subpart 2, states the volume shall contain “technical specifications for each item”. If a contractor is offering brand name as stated in the SOW, are technical specifications still required for each item or only “equal” products?

Answer: If a brand name item is being offered technical specifications are not required.

6. Box 10 of the Standard Form 1449 indicates that this is a 100% Small Business Set

Aside. However, on page 8 of the solicitation, FAR Clause 52.219-30, Notice of Set-Aside for, or Sole Source Award to, Women-Owned Small Business Concerns Eligible Under the Women-

Owned Small Business Program (Mar 2020), is selected. Please clarify if this solicitation is set aside 100% for all small businesses, regardless of socio-economic status, or set aside only for Women-Owned Small Business Concerns.

Answer: FAR clause 52.219-30, located on page 8 of the RFP, does not apply to this solicitation and will be removed. Box 10 of SF1449 is correct.

7. Attachment 3 – Past Performance Questionnaire is not attached to the SAM.gov listing. Please clarify whether there is a Past Performance requirement and, if so, please provide Attachment 3 at the Government’s earliest convenience.

Answer: Attachment 3 – Past Performance Questionnaire has been added to the solicitation.

8. It is our understanding that samples are only required for any “equal” items and that offerors do not need to provide samples if bidding brand name items as listed in the SOW and on the Pricing Spreadsheet.

Answer: Correct, per SOW, Proposal Preparation and Content, Volume 1, Subpart 3: Samples are only required for “equal” items.

9. Regarding SOW 4.5.5, does the customer want 2 MRAD, 2 MOA, or both?

Answer: 2 MOA only.

10. Regarding SOW 4.5.6, does the customer want 9 MOA, 9 MRAD, or both?

Answer: 9 MOA only.

11. Some of these items come in both Flat Dark Earth and Black. Please clarify the Government’s desire color preference. Would the Government prefer that both colors be quoted or is there a preference?

Answer: Black only.
