CBP 9mm Handgun

1.0 BACKGROUND

1.1 This requirement is for the procurement of 9mm handguns in support of the mission of officers and agents within US Customs and Border Protection, as well as other agencies both within and outside of the Department of Homeland Security (DHS).

1.2 Relevant components within and outside of DHS may include but are not limited to the following listed in Table 1.2, below. This contract shall be awarded and administered by U.S. Customs and Border Protection (CBP).

2.0 SCOPE

2.1 The intent of CBP is to contract for a family of 9mm Luger semi-automatic duty pistols (including red inert training pistols and blue marking training pistols), replacement parts, and armorer training. This statement of work delineates the required performance and technical specifications for these items.

2.2 Pistols shall be lightweight, striker fired, semi-automatic, and be chambered in 9mm Luger (9x19mm).

2.3 The family of firearms shall include three distinct variations of sizes for, at a minimum, the slide, barrel, and frame, with an emphasis on modularity. For the purpose of this document, “frame” shall refer to the polymer grip component of the firearm, which is typically the serialized part.

2.4 Replacement parts shall be available and include a comprehensive list of all parts that comprise each complete pistol.

2.5 Armorer training shall be included on an annual basis throughout the contract.

2.6 Additional administrative support shall be required, including but not limited to customer service support and invoicing/payment support.

2.7 The pistols will be issued to current officers and agents in the field, as well as to students at the various academies within CBP.

2.8 CBP will endeavor to ensure the safety of all officers and agents within DHS by requiring a certified quality control plan.

2.9 Vendor shall provide manufacturer’s technical specifications and performance test data of items required for submission. All required testing shall take place at a certified National Institute of Justice (NIJ) test laboratory. Specifications shall address all technical requirements listed within this document.

4.0 TECHNICAL AND ADMINISTRATIVE REQUIREMENTS:

4.1 GENERAL REQUIREMENTS

The following requirements apply to all pistols unless noted.

4.1.1 Every pistol purchased shall be new, including all components and magazines, and shall include the following:

4.1.1.1 Total of three (3) magazines. (One (1) magazine for red training pistols and blue marking pistol.)

4.1.1.2 Total of three (3) sizes of backstraps and/or chassis frame sizes (if applicable). May include one provided on firearm.

4.1.1.3 Cable gun lock (Masterlock 14-inch cable lock, part number 107DSPT or equal).

(Excluding red training pistol and blue marking pistols.)

4.1.1.4 Cleaning kit: shall include a full size pistol length threaded cleaning rod with either an integrated patch slot or a screw-in patch loop, and screw-in nylon bore brush for 9mm pistol. (Excluding red training pistols.)

4.1.1.5 An owner's manual for the specific make and model of pistol submitted, in English, which details at a minimum:

4.1.1.5.1 Rules of pistol safety (safe handling of pistols)

4.1.1.5.2 Operation of the pistol

4.1.1.5.3 Loading and unloading procedures

4.1.1.5.4 Disassembly and re-assembly procedures

4.1.1.5.5 Cleaning and maintenance

4.1.1.5.6 Technical specifications

4.1.2 Every pistol, including items listed above, shall arrive at its delivery location in an individual plastic case meeting the following characteristics:

4.1.2.1 Plastic case: Shall be a clamshell design, rectangular in shape with straight sides, and be designed to interlock when stacked flat to prevent shifting. (Corners and edges may be rounded.) Case shall come in one size and be as small as possible while being capable of fitting the largest combination of slide and frame available on the contract with a total of three magazines (one may be inserted into the pistol), cable lock, and cleaning kit without exceeding a maximum dimension of 10” Wide, 12” Long, and 2 3/4” deep. Case shall include flat foam inserts on top and bottom to secure all contents (custom molded interiors are not acceptable). Case shall include a handle that does not exceed the maximum dimensions previously stated.

4.1.3 Caliber: All pistols shall be chambered for 9mm Luger in accordance with Sporting Arms and

Ammunition Manufacturer's Institute (SAAMI) standards, and shall operate in all operational and training environmental conditions.

4.1.4 Action Type: Pistols shall be semi-automatic, recoil operated, magazine fed, striker-fired design. Hammers, either external or internal, are not permissible. Shall not have any external movement associated with the trigger pull. All pistols shall have a similar operating system and control mechanisms with the only major difference being the slide, barrel, frame, and grip dimensions.

4.1.5 Exterior Finish

4.1.5.1 All exposed parts shall be a matte black or dark grey finish. Slide should also be available, as an option, in a tan color similar to Flat Dark Earth and a green color similar to Ranger Green.

4.1.5.2 All exterior parts shall be devoid of gouges, sharp edges, or rough areas which could snag on holsters, clothing, or cause injury or discomfort to the shooter.

4.1.5.3 Shall be durable, rust resistant, and salt water corrosion resistant.

4.1.5.4 Shall be non-reflective.

4.1.5.5 Red inert training pistol shall be provided with a red frame and matching red slide.

Pistol shall be readily identifiable, both in an out of a holster, as a training only pistol.

The primary visible color of the slide and frame shall be red.

4.1.5.6 Blue marking pistol shall be provided with a blue frame and matching blue slide. Pistol shall be readily identifiable, both in an out of a holster, as a training only pistol. The primary visible color of slide and frame shall be blue.

4.1.6 Internal Finish

4.1.6.1 All internal surfaces shall be void of rough surfaces at critical points of movement and polished as necessary to provide minimal friction and wear to promote functional reliability.

4.1.6.2 Internal parts finish shall be durable, rust resistant, and salt water corrosion resistant.

4.1.7 User Level Disassembly and Reassembly

4.1.7.1 Shall not require the use of any tools, not integrated within the firearm, for field stripping. This does not apply to Red and Blue training weapons.

4.1.7.2 Pistols exhibiting a disassembly procedure which requires the articulation of the trigger when the action is in or out of battery as part of the disassembly sequence shall be acceptable but not preferred. This does not apply to Red and Blue training weapons.

4.1.8 Safety Devices

4.1.8.1 Shall not have a thumb, finger or grip-actuated safety device.

4.1.8.2 Shall not have a thumb, finger or grip-actuated de-cocking device.

4.1.8.3 Shall not have a magazine disconnect which prevents the firearm from firing when the magazine is removed from the pistol.

4.1.8.4 Shall not have an integrated "lock-out" as a permanent part of the pistol.

4.1.8.5 May have integral trigger safety which is deactivated by the normal placement of the trigger finger on the trigger during firing.

4.1.8.6 Shall have internal safety device which prevents the forward movement of the firing pin/striker without articulation of the trigger.

4.1.8.7 Shall have an internal safety which prevents the pistol from firing when dropped.

4.1.8.8 Shall have internal safety device which prevents the pistol from firing when out of battery. Upon returning into battery the pistol shall be capable of firing with only the manipulation of the trigger, even if the trigger was depressed while the pistol was out of battery.

4.1.9 Trigger

4.1.9.1 Pull: All pistols shall have trigger pulls that are consistent in weight and operations, with a maximum deviation of plus or minus one pound.

4.1.9.2 Weight: Shall be a Minimum of 4.5lbs and a Maximum of 8.0lbs

4.1.9.3 Length of Travel: Shall have an overall length of travel distance not to exceed 0.60 inches.

4.1.9.4 Reset: Shall have a re-set distance not to exceed 0.50 inches.

4.1.9.5 Adjustability: Manually adjustable triggers are not permitted.

4.1.9.6 Articulation: Shall have a single smooth and consistent mode of operation.

4.1.9.7 When the striker/firing pin is in the ready to fire position, the trigger shall return to the forward most position, if partially pressed and released (not fired).

4.1.9.8 Shall be designed to prevent a finger or gloved finger from binding or obstructing the articulation of the trigger. Glove shall be a shooting type, style or design.

4.1.10 Frame

4.1.10.1 Shall be the primary serialized component of the firearm. If a chassis style system is utilized, the chassis shall be the primary serialized component of the firearm.

4.1.10.2 Shall be constructed primarily of polymer type material.

4.1.10.3 Shall be universal for a left or right handed shooter.

4.1.10.4 Shall be abrasion resistant.

4.1.10.5 Chassis style systems are permissible. If chassis system is utilized, all tools required to remove the chassis’ fire control group shall be provided to all participants of vendor provided armorer training courses.

4.1.10.6 Shall have an integrated cross slot type rail section, forward of the trigger guard, designed to accept and securely mount weapon mounted light systems.

Pistols #1 and #2 shall be compatible at a minimum with Surefire X300 and Streamlight TLR-1 models without adversely affecting functionality.

4.1.10.7 Shall incorporate a beveled magazine well, with beveling on all inside edges at the entrance of the magazine well to aid in reloading. No more than 0.1” of standard magazine (not including floorplate) shall be visible on front and sides of firearm when fully seated in magwell.

4.1.10.8 Entire front edge of magazine well shall be equal in height from left to right corners.

4.1.10.9 An integrated permanent magazine well flare is preferred but not required. If a permanent flared magazine well is included, it may extend no more than 0.15” beyond the outside of the grip on each side.

4.1.11 Bore Axis

4.1.11.1 Shall be designed with a bore axis height of less than 1.75 inches.

4.1.12 Grip

4.1.12.1 Shall be aggressively textured to provide a positive non-slip surface when wet or dry.

4.1.12.2 Shall incorporate a removable back strap and/or chassis system multiple grip sizes to accommodate different hand sizes.

4.1.12.2.1 Back straps, if utilized, shall be available in a minimum of three sizes, and be included with each firearm.

4.1.12.2.2 For chassis system firearms, if removable back straps are not utilized, frames shall be available in a minimum three grip diameter sizes.

4.1.12.2.3 Back straps shall not be secured by screws.

4.1.12.2.4 The replaceable back strap and/or grip panels shall not require specialized or proprietary tools to replace and/or exchange.

4.1.12.2.5 The removal of the back strap and/or grip panels shall not prevent the pistol from firing.

4.1.13 Slide

4.1.13.1 Shall be designed with grasping grooves (i.e. slide serrations) on the rear grasping surface of the slide. This area is located on the right and left of the slide near the rearmost portion of the slide where readily accessible to the shooter. Rear grasping grooves shall measure at least 1.25” from front to back, and shall measure at least 75% of the overall height of the slide.

4.1.13.2 Grasping grooves shall also be located towards the muzzle of the pistol. This area is located on the right and left of the slide near the forward most portion of the slide where readily accessible to the shooter. Groove design shall be consistent in shape between front and rear serrations. Front groove shall cover at least 50% of surface area, and measure at least 50% of height and width as rear grooves.

4.1.13.3 Pistols #1 and #2 shall incorporate an optics ready slide cut and cover plate.

Slide cut shall be compatible, at a minimum with Leupold Delta Point Pro and Trijicon RMR optics. Cover plate shall be consistent in design and dimension with the slide and stay secured. Cover plate shall not interfere with the rear sight and rear sight shall not be mounted to the cover plate.

4.1.13.4 Pistol shall be capable of full functionality with cover plate removed.

4.1.13.5 Slide must fully cover the barrel (with the exception of the chamber portion of the barrel) allowing for no more than 0.25” of the muzzle to be exposed.

4.1.13.6 Shall not be ported.

4.1.13.7 Shall not utilize a removable barrel bushing.

4.1.13.8 Shall incorporate a dove tail slot for the mounting of a rear sight.

4.1.13.9 Shall incorporate a dove tail or screw design to affix the front sight firmly to the slide.

4.1.13.10 Shall require the use of a sight tool to adjust the rear sight for windage.

4.1.13.11 Shall lock to the rear upon firing the last round with a fully seated magazine in the pistol.

4.1.13.12 Shall lock to the rear when manually pulled fully to the rear, with a fully seated empty magazine in the pistol.

4.1.13.13 If allowed by law, should NOT be marked with any serial number.

4.1.14 Slide Catch/Release

4.1.14.1 Shall be ambidextrous, meaning there shall be a slide catch/release located on both sides of the firearm. A single, movable catch/release that can be switched from side to side is not acceptable.

4.1.14.2 Shall be articulable during one hand use by either a finger or thumb while maintaining a positive control of the pistol.

4.1.14.3 Shall lock the slide to the rear upon the firing of the last round in a magazine.

4.1.14.4 Shall be designed, positioned or located to prevent inadvertent movement or function by the shooter, during one handed or two handed thumbs forward grip purchase.

4.1.14.5 Shall be capable of being manipulated while wearing shooting glove.

4.1.14.6 Shall be textured to provide a positive non-slip surface when wet or dry.

4.1.14.7 Shall allow the slide to return to battery from the slide locked open position when:

4.1.14.7.1 The user pulls the slide fully to the rear (without touching the slide catch release) the user then releases the slide, without a magazine inserted in the pistol or with a partially loaded or fully loaded magazine inserted into

4.1.14.7.2 The user depresses the slide catch/release without a magazine inserted in the pistol or with a partially loaded or fully loaded magazine inserted into the pistol.

4.1.15 Sights

4.1.15.1 Shall be a metallic, low profile, fixed, 3-dot night sight design.

4.1.15.2 Shall arrive from the vendor set at mechanical zero ±0.035 inches

4.1.15.3 Shall remain securely in place during firing and other law enforcement related activities.

4.1.15.4 Shall allow shooter to acquire the proper sight alignment rapidly. The proper alignment of the sights will be consistent with the “equal height, equal light” sight alignment.

4.1.15.5 Front sight shall be a single blade type which is capable of alignment within the rear sight notch and be of rectangular/square appearance to the shooter.

4.1.15.6 Rear sight shall have either a square or “U” shaped rear notch.

4.1.15.7 The rear sight shall be adjustable for windage within a dovetail or similar cut.

These adjustments shall be made by the use of a sight adjustment tool specifically designed for sight adjustment. (e.g. sight pusher)

4.1.15.8 The front sight may be adjustable for windage. If adjustable, adjustments shall be made by the use of a sight adjustment tool.

4.1.15.9 Shall be elevation-adjustable by the replacement of the front or rear sight.

4.1.15.10 Shall be equipped with self-luminous capsules which allow the shooter to align the sights in low light conditions.

4.1.15.11 Shall allow for a horizontal sight alignment of the three self-luminous capsules in a row.

4.1.15.12 The front sight shall contain one capsule and the rear sight shall contain two capsules which will align on the left and right of the front sight.

4.1.15.13 Shall contain tritium or an equivalent self-luminous material.

4.1.15.14 The luminous portion of the sights may not be visible from the muzzle end of

4.1.15.15 The luminous capsule of the front sight shall have a larger, brightly colored outline visible to the shooter.

4.1.15.16 Shall have a minimum service life of 10 years from the date of government acceptance, and shall be impervious to damage by commonly available gun cleaning solvents and lubricants.

4.1.15.17 Shall be Trijicon HD® or equal.

4.1.15.18 High profile sights shall be available for the utilization of slide mounted optics and listed on the parts list specific in section 4.8.7.

4.1.16 Barrel

4.1.16.1 Shall meet dimensional tolerances as specified by SAAMI for 9mm Luger.

4.1.16.2 Shall have a corrosion resistant bore and exterior finish.

4.1.16.3 Shall be matte black or dark grey in color.

4.1.16.4 Shall not be ported.

4.1.16.5 If allowed by law, should NOT be marked with any serial number.

4.1.17 Magazine

4.1.17.1 Pistol #1 shall hold a minimum of 16 cartridges.

4.1.17.2 Pistol #2 shall hold a minimum of 14 cartridges.

4.1.17.3 Pistol #3 shall hold a minimum of 10 cartridges.

4.1.17.4 Shall be matte black or grey in color

4.1.17.5 All components shall be rust and corrosion resistant.

4.1.17.6 Shall have a minimum of one witness hole for every five rounds, as well as a hole corresponding with the maximum capacity. It is preferred that witness holes exist for every round.

4.1.17.7 Shall positively lock in the frame.

4.1.17.8 Shall release and drop free from the magazine well when the magazine catch is fully depressed while the magazine body is in a vertical orientation, when empty, partially loaded or fully loaded, and regardless of the position of the slide (i.e. forward or locked to the rear.)

4.1.17.9 The follower shall move freely in the magazine body without binding and shall position each round for positive feeding.

4.1.17.10 Magazine floor plate shall:

4.1.17.10.1 Be removable for magazine disassembly without the use of specially designed tools. Use of standard armorer’s tools is acceptable.

4.1.17.10.2 Remain securely affixed when dropped from a height of 48” onto a hard surface regardless of the number of cartridges contained in the magazine or the orientation of the magazine upon impact. See 4.10.20.

4.1.17.10.3 Aid in the positive seating of the magazine during loading.

4.1.17.10.4 Toe of the magazine shall extend past the firearm grip to enable positive gripping and rapid manual extraction of the magazine if the magazine is locked in place as a result of a malfunction (e.g. double feed) or if the shooter wears gloves.

4.1.17.10.4.1 Pistol #3 and extended magazine listed in 4.8.7 are exempt from extended toe requirement.

4.1.17.10.5 Red inert training pistol magazines shall have a red colored floor plate.

4.1.17.10.6 Blue marking pistol magazines shall have a blue colored floor plate.

4.1.18 Magazine Catch/Release

4.1.18.1 Shall be located on the frame near the junction of the trigger guard and the grip.

4.1.18.2 Shall be designed and positioned to reduce the likelihood of inadvertent release of the magazine during handling and/or firing.

4.1.18.3 May be either vertical lever or a lateral push button design.

4.1.18.4 Shall be capable of being manipulated with a one-hand shooting grip.

4.1.18.5 Shall be ambidextrous. If utilizing a lateral push button design, It is acceptable for this to be accomplished by moving the catch/release button from one side to the other by an armorer, with the original factory location being the left side of the frame (as muzzle is facing away from shooter).

4.1.18.6 Shall be designed to allow for positive release of the magazine when fully depressed by the shooter.

4.2 PISTOL #1

This pistol shall be designated as a “full size”, and shall include a full size frame and full size slide combination.

4.2.1 Height: shall not exceed 6.00 inches.

4.2.2 Width: shall not exceed 1.50 inches.

4.2.3 Length: shall not exceed 8.10”

4.2.4 Weight: shall not exceed 32 ounces

4.2.5 Barrel Length: shall be between 4.20” and 5.10”

4.2.6 Modularity: Compatibility with slide/barrel combination from pistol #2 without adversely affecting functionality and operations of the firearm is preferred but not required.

4.3 PISTOL #2

This pistol shall be designated as a “mid-size”, and shall include a mid-size frame and mid-size slide combination.

4.3.1 Height: shall be between 4.75” and 5.60”

4.3.2 Width: shall not exceed 1.50 inches.

4.3.3 Length: shall not exceed 7.60”

4.3.4 Weight: shall not exceed 30 ounces

4.3.5 Barrel Length: shall be between 3.50” and 4.50”

4.3.6 Modularity: Compatibility with slide/barrel combination from pistol #1 without adversely affecting functionality and operations of the firearm is preferred but not required. Shall accept full size magazines (Pistol #1) without adversely affecting functionality and operation of the firearm.

4.4 PISTOL #3

This pistol shall be designated as a “compact”, and shall include a compact frame and compact slide combination.

4.4.1 Height: shall be between 4.00” and 4.90”

4.4.2 Width: shall not exceed 1.50 inches.

4.4.3 Length: shall not exceed 7.00”

4.4.4 Weight: shall not exceed 28 ounces

4.4.5 Barrel Length: shall be between 3.00” and 3.80”

4.4.6 Modularity: Compatibility with slide/barrel combination from pistol #2 without adversely affecting functionality and operations of the firearm is preferred but not required. Shall accept full size and mid-size magazines (Pistol #1 and Pistol #2) without adversely affecting functionality and operation of the firearm.

4.5 RED INERT TRAINING PISTOL

4.5.1 Shall be available in all three pistol configurations (Pistol #1, Pistol #2, and Pistol #3).

4.5.2 Shall be non-firing training handgun with full articulation of, at minimum, trigger, slide, and magazine.

4.5.3 Shall not be capable of firing of live ammunition.

4.5.4 Capable of feeding/ejecting “dummy” rounds is preferred but not required.

4.5.5 Exterior of slide shall be clearly and permanently marked “FOR TRAINING USE ONLY”

4.6 BLUE MARKING TRAINING PISTOL

4.6.1 Shall be available in all three pistol configurations (Pistol #1, Pistol #2, and Pistol #3).

4.6.2 Shall be capable of firing SIMUNITION™ 9MM FX Marking cartridges.

4.6.3 Shall not be capable of feeding or firing of live ammunition.

4.6.4 Exterior of slide shall be clearly and permanently marked “FOR TRAINING USE ONLY”

4.7 PREVENTATIVE MAINTENANCE SCHEDULE

4.7.1 The vendor shall provide a 20,000-round Preventative Maintenance Schedule (PMS).

4.7.2 PMS shall detail a replacement parts schedule based on a specific round count.

4.8 REPLACEMENT PARTS

4.8.1 Pistol parts shall be 100 percent interchangeable without additional fitting or alteration, within the same pistol size group.

4.8.2 There shall be a minimum of 70% interchangeability of parts between pistol #1, pistol #2, and pistol #3. The frame, slide and barrel are not required to be interchangeable unless specified above in sections 4.2, 4.3, and 4.4, and will not be counted towards the 70% minimum requirement.

4.8.3 The vendor shall provide a complete list of parts that comprise all firearms included in the statement of work. This list shall be incorporated into the contract schedule of supplies and be available for individual purchase, as needed.

4.8.4 The vendor shall provide a parts list, in excel format, to include part name, part number, and compatibility with pistol groups.

4.8.5 The vendor shall identify all parts which their company manufactures in-house.

4.8.6 The vendor shall identify all parts which their company relies upon a secondary source to manufacture.

4.8.6.1 The contractor shall not change secondary source providers without written notification to the Contracting Officer (CO) and Contracting Officer's Representative

(COR).

4.8.7 The following parts shall also be included on the list referenced above and available on the schedule of supplies.

4.8.7.1 Extended Magazine.

4.8.7.1.1 Shall be higher in capacity and longer in length than magazine associated with Pistol #1.

4.8.7.1.2 Overall length of magazine shall not exceed 6.75”

4.8.7.1.3 Extended magazine is exempt from extended toe requirement.

4.8.7.2 High Profile Sights to co-witness slide mounted optics.

4.8.7.2.1 Shall be all black in color and shall not contain any self-luminous capsules or dots.

4.8.7.2.2 Shall be of sufficient height to co-witness through mounted electronic optic.

4.8.7.3 Optics ready adapter plates for Leupold Delta Point Pro and Trijicon RMR optics.

4.8.8 The vendor shall also provide an exploded diagram with nomenclature and description of all parts, including optional parts, for each firearm on the contract.

4.8.9 The vendor shall attach a CBP part number to each handgun replacement part. CBP shall provide the vendor CBP generated part numbers within 30 calendar days from the completion of the first depot level armor’s course. These part numbers shall be incorporated into the schedule of supplies.

4.9 TRAINING

4.9.1 Vendor shall provide advanced depot level armorer training classes, each FY for the enitre period of the contract, for up to 25 participants, the training shall be at no additional cost to the Government.

4.9.2 The location of the training shall be within CONUS at a location to be determined by the government. The date and time of the training shall be mutually agreed upon in writing, but shall not occur more than two weeks after the government’s written request unless authorized by the COR.

4.9.3 The course shall cover all firearms included in the statement of work.

4.9.4 As part of the initial training, the vendor shall provide to the government with five (5) full size and five (5) mid-size "cut-away" training pistols at no additional cost to the government.

4.9.5 Vendor shall provide to each participant, at no additional cost to the government, the following gunsmith specialty tools:

4.9.5.1 Weapon disassembly tool set (qty 1); to include any tool utilized by the vendor’s instructor to conduct the class.

4.9.5.2 Rear sight tool (qty 1).

4.9.5.3 Front sight tool, if different than rear sight tool (qty 1).

4.9.5.4 Tool bag.

4.9.5.5 Depot level armorer maintenance overhaul/rebuild manual.

4.9.5.6 Exploded diagram with nomenclature description of all parts

4.10 PERFORMANCE AND TESTING REQUIREMENTS

Vendor shall be responsible for all initial pistol dimension and performance testing, at no expense to the government. All testing shall take place at an independent National Institute of Justice (NIJ) laboratory approved for testing of Autoloading Pistols, after the release of the solicitation.

Contractual privety shall be between the vendor and the test facility, and the vendor shall retain the rights to all test results. (No test data dated prior to the release of the solicitation will be accepted.) A list of approved laboratories can be found at https://justnet.org/compliant/NIJ-approved-labs.html .

Vendor shall provide test data sheets for all testing required in this section, completed by the NIJ laboratory. A summary data sheet, see attachment A of the solicitation, shall also be completed by the NIJ lab and submitted by the vendor as part of their solicitation submission package.

Vendor shall provide a single type “Cleaner, Lubricant, and Protectant” (CLP) to the test facility for use during all testing procedures. Application of the provided lubricant for each test conducted shall be in accordance with manufacturers’ requirements. This CLP shall be the same as what is listed in the owner’s manual as per manufacturer’s recommendation.

Vendor shall provide owner manual with firearm cleaning instructions.

Vendor may provide their own Ransom Rest insert for all tests requiring the use of a Ransom Rest.

The vendor shall provide, with every pistol submitted for Reliability/Durability testing, a complement of parts, as identified in the Preventative Maintenance Schedule (PMS), needed to maintain the duty pistol for 20,000 rounds.

Performance test shall be conducted using Winchester Ranger 147gr jacketed hollow point ammunition (Q4392) and Speer Gold Dot 124 gr +P jacketed hollow point ammunition (PN 53617).

Winchester ammunition shall be used for all firing, unless otherwise stated. Speer ammunition will be used in conjunction with the Winchester ammunition for the Reliability/Durability testing.

All measurements and weights shall be carried out to the hundredths place.

The following table (Table 4.10), identifies tests to be performed, pistol type to be tested, the number of pistols per test by type for initial testing, and the breakdown of pistol test groups that shall use the same pistol(s) during initial testing. All initial testing for each test group shall be done in the order listed in the table below (i.e. Group A conducted in order, group B conducted in order, etc). Testing of different test groups may be conducted simultaneously. (As Pistol #3 does not require Sand and Dust Testing, test group A for this pistol shall be used to conduct Magazine Drop and Drop testing.)

Digital post-action photographs of each pistol and pistol serial number shall be recorded following each test event. Photographs should visibly document the test associated with the depicted firearm/serial number.

For all testing requiring the identification of malfunctions, the following definitions shall apply:

Class 1 CLASS 1 MALFUNCTION: shall be defined as a stoppage that can be cleared by the operator performing the following sequence:

1. Tap bottom of the magazine to ensure it is fully seated in the frame.

2. Pull the slide fully to the rear.

3. Release the slide, allowing it to return to battery under full recoil spring tension.

4. Fire the firearm.

And I Or

1. Manually lock the slide to the rear utilizing the slide lock I release.

2. Remove the magazine from the firearm.

3. Pull the slide fully to the rear.

4. Release the slide allowing it to return to batter under full recoil spring tension NOTE: Steps 3 and 4 can only be performed a maximum of three consecutive times.

5. Re-insert or replace the magazine

6. Chamber a live round.

7. Fire the firearm.

If the firearm fails to fire after performing the aforementioned procedure(s), the malfunction shall be classified as a CLASS 2

MALFUNCTION.

NOTE: No tools shall be allowed or utilized in the aforementioned procedure(s).

NOTE: Malfunctions which can be reasonably attributed to a manufacturing defect or quality control issue with the ammunition shall not be classified as a malfunction.

NOTE: Malfunctions of the magazine will be charged to the weapon.

Class 2 CLASS 2 MALFUNCTION: shall be defined as a stoppage that cannot be corrected by the operator utilizing the procedure(s) outlined above in

CLASS I MALFUNCTION.

Or

A CLASS 2 MALFUNCTION: shall be defined as any parts breakage or failure of a part to perform as designed. Any parts breakage or failure of a part to perform as designed shall be replaced immediately upon detection or observation of the test facility, vendor, or the government.

Or

CLASS 2 MALFUNCTION: shall be defined as any optional part replacement the contractor chooses to perform in between firing cycles.

NOTE: Any part replaced as part of the prescribed Preventative Maintenance Schedule (PMS) shall not constitute a malfunction. If any prescribed part is replaced at any time other than the recommended PMS that shall constitute a recordable malfunction.

NOTE: The barrel, frame, or slide shall not be replaced at any time during testing.

NOTE: If two or more of the same part are replaced throughout the Reliability and Durability live fire evaluation, these parts shall become part of the PMS but listed as malfunctions. If the part is already listed on the PMS, then the maintenance schedule shall be amended.

NOTE: Malfunctions which can be reasonably attributed to a manufacturing defect or quality control issue with the ammunition shall

Class 3 CLASS 3 MALFUNCTION: shall be defined as any failure of any firearm throughout the solicitation testing that requires replacement of the barrel, frame, or slide, and or anything that affects safe operation of the firearm.

NOTE: Malfunctions which can be reasonably attributed to a manufacturing defect or quality control issue with the ammunition shall

4.10.1 Weight: Shall be calculated in ounces, with an unloaded, standard capacity magazine.

4.10.2 Height: Shall be calculated in inches utilizing a paper grid system, and shall be measured from the base of the magazine (inserted) to the top most portion of the slide (not to include sights), with a fully seated standard capacity magazine. See figure 4.10.2

4.10.3 Length: Shall be calculated in inches utilizing a paper grid system, and shall be measured from the furthest point forward of the muzzle end to the most rear protruding portion of the firearm, with a fully seated standard capacity magazine. See figure 4.10.3

4.10.4 Width: Shall be calculated in inches utilizing calipers, and shall be measured at the furthest most left and right protrusions of the pistol. Width shall be measured with a medium back strap and/or grip panels and/or chassis grip installed, with a fully seated standard capacity magazine. See figure 4.10.4

4.10.5 Grasping Grooves: Shall be calculated in inches utilizing calipers, and shall be measured at the furthest most left and right extensions and furthest most upper and lower extensions of the groves on both the rear and forward sections. See figure 4.10.5.

4.10.6 Trigger weight: Trigger weight shall be determined using a tension/compression machine (Instron Model 3366 or equivalent) with a valid calibration.

4.10.6.1 A vice, or similar fixturing tool, will be rigidly mounted to the bed of the tension/compression machine. The mounting conditions will be such that when the head of tension/compression machine moves vertically, either in tension of compression, the weapon and vice will remain static. If possible, the vice will be outfitted with rubber jaws or another means of placing a non-marring, contouring medium between the vice jaws and the outside of the weapon. Fixturing the weapon in this way will allow for the weapon to suffer minimal damage and remain functional for subsequent testing.

Attached to the load cell of the tension/compression machine will be a chuck which will accept the trigger pull/trigger reset tool. This tool is simply a rigid L-shaped rod. The longer side of the tool will be inserted in the chuck, while the shorter side will be positioned through the trigger guard.

The pistol barrel axis will be perpendicular to the base of the tension/compression machine. The trigger tool will be inserted into the trigger mechanism, such that it rests against the highest point on the trigger, as measured vertically from the base of the tension/compression machine bed to the trigger tool location. The portion of the trigger tool in contact with the trigger will be constructed from a freely spinning mechanism. This will allow the test setup to dynamically adjust for the “arc” pattern typical amongst most trigger mechanisms. As the trigger is pulled and the progresses along its arc pattern, the trigger tool will be able to move freely along the trigger ensuring the force applied to the trigger is always parallel with the barrel of the weapon.

4.10.6.2 The pistol will be in a ready-to-fire position. Both the magazines and weapon chamber will be free of any rounds. Using the software of the tension/compression machine, the trigger tool will be slowly moved until it just contacts the higher point of the trigger. At this position the load will be “zeroed” on the tension/compression machine. The weapon now is in the ready-to-test position. Using the software the head of the tension/compression machine will be slowly raised. During this process the force applied will be measured continuously. The lightest and the heaviest force applied throughout this process shall be recorded. This process will be continued until the weapon “dry-fires”. At this point the trigger pull testing will be concluded. The final load applied to achieve “dry-fire”, in pounds, shall also be recorded.

4.10.7 Trigger Travel Length: Trigger travel distance shall be determined using a tension/compression machine (Instron Model 3366 or equivalent) with a valid calibration.

4.10.7.1 Tension/compression machine set up shall be in accordance with section

4.10.6.1.

4.10.7.2 The pistol will be in a ready-to-fire position. Both the magazines and weapon chamber will be free of any rounds. Using the software of the tension/compression machine, the trigger tool will be slowly raised until it just contacts the higher point of the trigger. At this position the load will be “zeroed” on the tension/compression machine. The weapon now is in the ready-to-test position. Using the software the head of the tension/compression machine will be slowly raised. During this process the displacement will be measured. This process will be continued until the weapon “dry-fires”. At this point the trigger pull testing will be concluded. The final distance of travel, in inches, shall be recorded.

4.10.8 Trigger Reset Length: Trigger travel distance shall be determined using a tension/compression machine (Instron Model 3366 or equivalent) with a valid calibration.

4.10.8.1 Tension/compression machine set up shall be in accordance with section

4.10.6.1.

4.10.8.2 The trigger reset testing must follow directly after the trigger pull testing. At the conclusion of the trigger pull testing, the final position of the machine will be held.

The displacement will be “zeroed” at the exact positon where the weapon “dry-fired”.

Both the magazines and weapon chamber will be free of any rounds. The weapon now is in the ready-to-test position. Using the software of the tension/compression machine the head of the tension/compression machine will be slowly lowered. During this process the displacement will be measured. This process will be continued until the trigger resets. The final distance of travel, in inches, shall be recorded.

4.10.9 Bore Axis: The bore axis height shall be calculated in inches utilizing a paper grid system, and shall be measured from the centerline of the bore to the innermost point in the grip back strap where the web of the firing hand rests.

4.10.9.1 Shall be measured with a medium back strap and/or grip panels and or chassis grip installed.

4.10.9.2 Shall be measured, in inches, using a caliper, or equivalent. See figure 4.10.9.1.

4.10.10 Disassembly: Pistol shall be cleaned and lubricated in accordance with the owner’s manual and then dissembled (field stripped) to a user level, in preparation for subsequent parts interchangeability testing. It shall be recorded whether the disassembly required the following.

a) The use of any tools, not integrated within the firearm.

b) The articulation of the trigger when the action is in or out of battery as part of the disassembly sequence (specifically no articulation, articulation while out of battery, or articulation while in battery).

4.10.11 Parts Interchangeability: Is intended to determine the interchangeability of individual components within each series of pistol, without additional fitting or alteration as required by section 4.8.1. This is a continuation of the testing listed above in section 4.10.10. The test shall be conducted with the assistance of the vendor (or qualified armorer for subsequent QA testing).

4.10.11.1 The pistols shall be disassembled into individual components and/or assemblies as identified in the owner’s manual, parts diagram, and/or parts list.

4.10.11.2 The pistols shall then be shall be reassembled using randomly selected varying parts from the samples selected for this test.

4.10.11.2.1 It is the sole responsibility of the vendor to supply any single use replacement parts to complete this test.

4.10.11.2.2 It is the sole responsibility of the vendor to provide any and all necessary tools to accomplish this test.

4.10.11.3 Each pistol shall be function checked and inspected to ensure the pistol is safe to fire.

4.10.11.4 Each pistol shall then fire 15 rounds, from a full size magazine. Firing shall be with two hands standing.

4.10.11.5 The number and Class of all malfunctions shall be recorded. Pistol shall meet the following performance standards:

4.10.11.5.1 Pistol may not experience any CLASS 3 MALFUNCTIONS.

4.10.11.5.2 Pistol may not experience more than one CLASS 2 MALFUNCTION.

4.10.11.5.3 Pistol may experience CLASS 1 MALFUNCTIONS.

4.10.12 Sand and Dust:

4.10.12.1 Pistol shall be cleaned and lubricated in accordance with the owner’s manual.

4.10.12.2 Pistol will be loaded with a round chambered and a magazine loaded with 14 rounds before initiation of testing.

4.10.12.3 Pistol shall be oriented muzzle down.

4.10.12.4 Pistol shall be subjected to blowing sand and dust environment in accordance with Method 510.5 Procedure II for 90 minutes (+/- 5 min.) detailed within MIL-STD- 810G. Conditioning will be one-directional at ambient temperature. Multiple pistols may be conditioned simultaneously.

4.10.12.5 Upon conclusion of the sand and dust conditioning, remove pistol. Pistol shall be placed in Ransom Rest. Trigger weight shall be measured and recorded for first round fired using Lyman Trigger Pull Gauge or equivalent. The pistol shall then be removed from the Ransom Rest and remaining 14 rounds shall be fired with two hands standing. Pistol shall fire total of 15 rounds of ammunition.

4.10.12.6 The number and Class of all malfunctions shall be recorded. Pistol shall meet

4.10.12.6.1 Pistol may not experience any CLASS 3 MALFUNCTIONS.

4.10.12.6.2 Pistol may not experience more than one CLASS 2 MALFUNCTION.

4.10.12.6.3 Pistol may experience CLASS 1 MALFUNCTIONS.

4.10.12.6.4 Recorded trigger pull measurement for this test may be scored but shall not constitute a disqualifying rating.

4.10.13 High Temperature:

4.10.13.1 Pistol shall be cleaned and lubricated in accordance with the owner’s manual.

4.10.13.2 Pistol shall be loaded with a primed cartridge case in the chamber and a magazine loaded with 14 live rounds before initiation of testing.

4.10.13.3 The pistol shall be temperature conditioned in an environmental chamber at 135°F (+/- 5°F), with 20% humidity (+/- 5%), for 8 hours (+/- 10 min.). Multiple pistols may be conditioned simultaneously.

4.10.13.4 Upon conclusion of the conditioning, remove pistol. Pistol shall fire the primed cartridge without further manipulation of the firearm. The firearm slide shall then be manipulated to eject the primed casing and chamber a live cartridge from the loaded magazine. Pistol shall fire the remaining 14 rounds of ammunition. Firing shall be with two hands standing.

4.10.13.4.1 Firing shall begin within three minutes of removal from the environmental chamber.

4.10.13.4.2 Firing shall be completed within five minutes of removal from the

4.10.14.2 Pistol shall be loaded with a primed cartridge case in the chamber and a

4.10.14.4.1 Firing shall begin within three minutes of removal from the environmental

4.10.15 Temperature Shock: Is intended to determine operability of a weapon that experiences rapid transition from extreme temperatures, creating the potential of internal icing due to the freezing of condensation.

4.10.15.1 Pistol shall be cleaned and lubricated in accordance with the owner’s manual.

4.10.15.2 Pistol shall be loaded with a primed cartridge case in the chamber and a

4.10.15.3 Two (2) calibrated environmental chambers are required to perform the temperature the shock testing described. One (1) chamber shall be used to simulate the controlled ambient temperature and shall be set at 85°F (+/- 5°F), with 30% humidity (+/- 5%). One (1) chamber will be used to simulate the sub-freezing temperature and shall be set at - 45°F (+/- 5°F).

4.10.15.4 Pistol shall be initially conditioned in the ambient chamber for an exposure duration of 60 minutes (+/- 5 min.). The pistol shall then be transferred to the sub-freezing chamber. The pistol shall then be conditioned for an exposure duration of 60 minutes (+/- 5 min.). Upon completion, this shall constitute one cycle.

4.10.15.5 The time for transfer between chambers shall not exceed one minute.

4.10.15.6 This process shall be repeated for a total of 4 cycles.

4.10.15.7 Upon conclusion of the conditioning, remove pistol. Pistol shall be placed in

Ransom Rest. Trigger weight shall be measured and recorded for first round fired (primer cartridge case) using Lyman Trigger Pull Gauge or equivalent. The pistol shall then be removed from the Ransom Rest. The firearm slide shall then be manipulated to eject the primer casing and chamber a live cartridge from the loaded magazine. Pistol shall fire the remaining 14 rounds of ammunition. Firing shall be with two hands standing.

4.10.15.7.1 Firing shall begin within three minutes of removal from the environmental

4.10.16 Icing: Is intended to determine operability of a weapon after exposure to icing produced by freezing rain or freezing drizzle.

4.10.16.1 Pistol shall be cleaned and lubricated in accordance with the owner’s manual.

Outside surfaces of the weapons must be clean of any lubricant, dust, etc. not present during normal operation.

4.10.16.2 Pistol shall be loaded with a live round chambered and a magazine loaded with 14 live rounds before initiation of testing. The muzzle shall then be taped closed.

4.10.16.3 Pistol shall be oriented horizontal and upright as if aimed, with the slide level.

4.10.16.4 The pistol shall be temperature conditioned in an environmental chamber 0°F

(+/- 5°F), for 6 hours (+/- 10 min.). Multiple pistols may be conditioned simultaneously.

4.10.16.5 The temperature within the chamber shall be raised to 20°F (+/- 5°F) and items subjected to a light spray of water until 1/8 to 1/4 in. of ice accumulates on the top surface of handgun.
