Statement of Work (SOW) for

All-Terrain Vehicles (ATV)

1. BACKGROUND:

The U.S. Customs and Border Protection (CBP), U.S. Border Patrol Headquarters (USBP) is responsible for providing ATVs to specialized units who patrol our Nation’s borders. The ATVs will be used for patrolling and securing the border regions throughout the U.S.

2. SCOPE

It is the intent of CBP to procure commercially available equipment detailed in Section 5.1, to support the U.S. Border Patrol sectors located throughout the United States.

Contractor shall provide all required resources for the purchase, handling, shipping, and delivery of the following designated ATV’s, in the Brand Name (or equal) and minimum quantities as indicated below, and in accordance with the requirements of this SOW:

Specific delivery locations are contained in Section 5. Contractor shall be fully capable of delivering required equipment to each individual location.

3. APPLICABLE DOCUMENTS:

Commercial standards shall be used wherever practicable.

4. SPECIFIC TASKS/REQUIREMENTS:

The contractor shall complete the following tasks as required to comply with this SOW.

4.1 Program Management.

The contractor shall exercise technical direction and control of all necessary management support tasks related to risk management, testing, and quality assurance required to comply with this

SOW.

4.2 Testing.

The contractor shall test the functionality and certify all equipment prior to delivery.

4.3 Documentation.

Attachment 1

The contractor shall provide copies of the documents listed below. The documents are deliverables under the contract and shall be delivered with each of the assets:

a. Operations Manual

b. Equipment Specifications

5. DELIVERABLES AND DELIVERY SCHEDULE:

The contractor shall deliver equipment as outlined below. The equipment shall be shipped to the address(es) as provided.

5.1. All-Terrain Vehicle Requirements.

The contractor shall supply new, American made, Brand-Name, in accordance with the listed equipment, ATVs that are unused and not reconditioned, with new materials and components.

The contractor shall provide the materials, components, and finish. The type of materials, components, and finish shall be able to resist wear and corrosion from normal use and natural elements. The ATVs shall meet or exceed the following specifications:

5.1.1 ATV General Specifications:

The contractor shall provide All-Terrain Vehicles with the following brand name (or equal) salient characteristics specifications:

Yamaha Grizzly 700 EPS (or equal)

• 686cc liquid-cooled single, SOHC 4 stroke engine with a bore and stroke of 102.0mm x

84.0mm

• fuel injection 44mm

• Power steering

• V-belt with all-wheel engine braking/ H, L, N, R, P

• On-Command pushbutton; 3-way locking differential; 2WD, 4WD, locked 4WD; shaft drive

• Independent double wishbone front suspension; 5-way preload adjustment; at least 7 inches of travel

• Independent double wishbone rear suspension; 5-way preload adjustment; at least 9 inches of travel

• Dual hydraulic front and rear disc brakes

Yamaha Kodiak 700 EPS (or equal)

• 686cc liquid cooled SOHC 4 stroke engine

• V-belt with all-wheel engine braking/ H, L, N, R, P

• On-Command 4WD

• Independent double wishbone front suspension; 5-way preload adjustment; at least 7 inches of travel

• Dual hydraulic front disc brakes

Yamaha Kodiak 450 EPS (or equal)

• 421cc liquid cooled SOHC 4 stroke engine

• V-belt with all-wheel engine braking/ H, L, N, R, P

• On-Command 4WD

• Independent double wishbone front suspension; 5-way preload adjustment; at least 7 inches of travel

• Dual hydraulic front disc brakes

Yamaha Raptor 700 (or equal)

• 686cc liquid cooled SOHC 4 stroke engine

• Transistor Controlled Ignition

• 5-speed w/reverse; wet multiple clutch

• Independent double wishbone front suspension; 5-way preload adjustment; at least 9 inches of travel

• Dual hydraulic front disc brakes

Can-am Outlander X MR 1000R (or equal)

• 91 HP, 976cc V-twin, snorkeled, liquid cooled with relocated radiator

• Intelligent Throttle Control with Electronic Fuel Injection

• CVT, P / R / N / H / Extra Low L, Intelligent Engine Braking

• Selectable 2WD/4WD/Lock 4WD with Visco-4Lok front Differential

• Power Steering

• Arched double A-arm with front sway bar front suspension

• Torsional Trailing arm independent rear suspension

• Heavy duty front and rear bumpers

• 3500 lb. winch

Can-am Outlander DPS 850 (or equal)

• 78 HP, 854 cc V-twin, liquid cooled

• Intelligent Throttle Control with Electronic Fuel Injection

• CVT, P/R/N/H/L, standard engine braking, selectable 2WD/4WD with auto-locking front differential

• Power Steering

• Double A-arm front sway bar with 9.2 inches of travel front suspension

• Torsional Trailing arm Independent 9.9 inches of travel rear suspension

• Dual hydraulic front disc brakes and single hydraulic rear disc brakes

Can-am Outlander DPS 450 (or equal)

• 38 HP, 427 cc single cylinder, liquid cooled

• Electronic fuel injection

• CVT, P/R/N/H/L, standard engine braking, selectable 2WD/4WD with auto-locking front differential

• Power Steering

• Double A-arm 9 inches of travel front suspension

• Torsional Trailing arm Independent 8.8 inches of travel

• Dual hydraulic front disc brakes and single hydraulic rear disc brakes

5.1.2 ATV Paint and Colors

Preferred colors are green, tan, or camouflage with black powder coated accessories.

5.2. ATV Upgrades and Accessories:

**These accessories are not all available from the Original Equipment Manufacturers**

5.2.1 Upgrades

The contractor shall install or have installed the following upgrades/accessories prior to the delivery on all Yamaha Grizzly and Kodiak models:

• Manufacturer’s upgraded heavy duty black powder coated front and rear brush guards.

• Upgraded 10-piece complete 3/16” or thicker aluminum skid plate set to include:

o Full frame skid plate o Front and rear A-Arm/CV Boot guards o Rock sliders with footwell protection

• Black impact resistant hand guards containing aluminum bar inserts

5.2.2 Accessories

The contractor shall install or have installed the following upgrades/accessories prior to the delivery of all Yamaha Raptors:

• Minimum 0.16” thick aluminum engine/frame skid plate

• Front grab bar with lower bash plate

• Black impact resistant hand guards containing aluminum bar inserts

5.2.3 Accessories

The contractor shall install or have installed the following upgrades/accessories prior to delivery of all Can-am models:

• 8-piece 3/16” or thicker aluminum skid plate to include:

o Full frame skid plate o Front and rear A-arm/CV Boot guards o Left and right Floorboard guards

• Black impact resistant hand guards containing aluminum bar inserts

5.3. ATV Delivery

The delivery of the ATVs shall include operation and maintenance manuals or DVDs, whichever comes standard from the manufacturer. All ATVs shall be delivered turnkey with the specified upgrades/accessories installed.

Unless otherwise specified, all items to be delivered under this contract shall be preserved, packaged, and packed in accordance with normal commercial practices to meet the packing requirements of the carrier and ensure safe delivery to destination. Preservation, packaging, and packing shall provide adequate protection against physical damage during shipment for all deliverable items.

There are no loading docks or other loading/unloading facilities at the delivery locations. The Contractor shall be responsible for the proper offload and delivery of the ATVs. Arrangements can be made with prior approval for assistance in unloading of the ATVs.

5.4 Shipping Address and Quantities:

The contractor shall deliver the appropriate quantity of assets to each of the following U.S.

Border Patrol Sector locations as outlined in the table below:

A list of POCs will be provided to the Contractor. The POC for each location shall be contacted prior to delivery.

Items damaged or destroyed during delivery will be replaced or repaired to original condition by the Contractor at no additional cost to the government.

6. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:

The Government does not anticipate providing any GFE or GFI.

7. PLACE OF PERFORMANCE:

The place of performance of services ancillary to equipment delivery shall be at the contractor’s facility.

8. TERM OF CONTRACT:

The contractor shall begin deliveries of the requested items within 90 days after receipt of award.

The awardee will make every effort to deliver all items within 120 days after receipt of award.

An appropriate delivery schedule will be coordinated between the Contractor and the National Program Manager once the Contractor has obtained information on obtaining the required assets.

9. SECURITY:

There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified.

During all delivery on Government premises, the Contractor and/or Contractor’s personnel shall comply with the rules and regulations governing the conduct of personnel while operating on U.S.

Government property.

10. SPECIAL CONSIDERATIONS:

10.1 Changes to the SOW

No changes to this SOW or cost increases shall be incurred without written prior approval of the Contracting Officer as coordinated by the COTR. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification.
