QUESTIONS AND ANSWER (Q&A)
Revised 8/10/2020
• Question 1: Is my proposal missing anything? Why was the bidding process reopened?
Answer: The bidding was reopened to increase competition. While CBP cannot provide assistance in formulating proposals, please ensure that you are responding to all requirements of the solicitation and are offering your services at a reasonable and responsible price commensurate with Industry standards, in order to be competitive. If you have already submitted a proposal and do not wish to revise it, please advise accordingly. Thank you.
• Question 2: What is the contractor’s involvement in the CBP daily exercise of their canine or the logging of the exercise?
Answer: Monitor the break exercise form(log) and alert the CEO Supervisor if a canine has not been exercised for more than 3 consecutive days.
• Question 3: Are we only responsible for alerting the CEO Supervisor if they are not exercised for 3 days?
Answer: Yes. The kennel is only responsible for ensuring the canine receives breaks as directed in section 4C.6
• Question 4: Who will have the log so our kennel attendants would be able to verify if the exercise has happened?
Answer: The break/exercise form will be provided by the COR after award. The form should be located near each kennel, clearly visible and accessible to the handler and kennel attendants.
• Question 5: Where does the exercise take place?
Answer: The exercise can take place at the CEO’s choosing while the canine is working or if the exercise is taking place at the kennel in the designated CBP break yard.
• Question 6: Do the officers come in on their day off to fulfill this requirement?
Answer: If notified by the kennel a canine has not been exercised for more than 3 consecutive days the CEO supervisor will arrange for CBP personnel to exercise the canine.
