70B03C18R00000002 – USBP Transportation of Seized Goods

Amendment Three - Questions and Answers (10/25/2018):

1. In lieu of box trucks, can the vendor use Conex-type shipping containers?

USBP will only specify that the carriage be able to be secured and loaded/offloaded from the ground and loading docks. Vendors should keep in mind that some events will only be for small quantities of narcotics and that outside of bulk marijuana, narcotics seizures tend not to require much space, though there are exceptions.

2. If Conex-type shipping containers are authorized, will vendor be permitted to stage them at pickup sites? If so, at which locations will storage be authorized?

No staging will be permitted at USBP facilities.

3. Will the vendor have the ability to store vehicles on CBP property? If so, at which locations will storage be authorized?

Vendors will not be able to store vehicles on CBP property and will only have access to CBP facilities during pick up operations.

4. Is the cargo considered hazardous material, regulated medical waste, or pharmaceutical/narcotic waste as per DOT and other federal regulations?

USBP encourages the vendor to research DOT regulations as regards Narcotics transport. These shipments are not regulated medical waste products, not pharmaceutical/narcotic waste, nor do they meet the DOT definition of solid waste.

5. Must cargo drivers meet DOT regulatory requirements for transporting hazardous materials and/or medical/pharmaceutical/narcotic waste?

See Answer #4.

6. As part of the fully-burdened rate, is the vendor permitted to bid the fuel cost component on a floating price scale?

This will be a FFP solicitation, vendors are encouraged to anticipate fuel needs in their bid.

7. Are personnel assigned to this contract exclusively as cargo drivers also required to hold state-issued security licensure?

All assigned personnel should be able to assist in the securing of high risk shipments, all assigned personnel will be required to be armed and outfitted as a security component of the transport.

8. What are the hours of operation for the destruction and storage sites?

General operating hours are Monday through Friday 7am to 5pm.

9. Must all 12 stations in the Big Bend Sector be serviced in one storage event, or can servicing be split across multiple days?

It is unlikely that all 12 stations will require a pickup at the same time. Vendors will coordinate pickup locations with the designated USBP representative at each sector/station. Current policy is that stations may not store high risk items in temporary storage locations for more than 72 hours. Any location that has a high risk shipment will need to be serviced within that time frame.

10. Please provide the mobilization timeline.

Contractor shall be ready to provide services at award.

11. Task #2 – c. The Contractor shall provide any official bond(s) and insurance required along with their proposal submission.

Please provide details on the bond requirements under this contract.

Bonds shall not be required. Insurance shall be required as indicated within the solicitation.

12. Task #4 - Big Bend Sector states it also includes all of the State of Oklahoma (78 counties). Please clarify the Big Bend Sector geographic parameters. Does it include the listed stations in Texas as well as 78 counties in Oklahoma? Please clarify the any stations in Oklahoma.

Task #4 only encompasses the listed station locations, Big Bends geographic parameters will not be a factor in executing an event outside of the station locations listed.

13. Can the Government provide a historical driving schedule showing destinations, distances, mileage in order to calculate fuel consumption.

This is a new requirement for USBP, so no historical data is available. Vendors are encouraged to map the most expeditious and cost effective route between listed stations, keeping in mind that not all stations will require a pick up in a given 72 hour period.
