70B03C18R00000002 – USBP Transportation of Seized Goods

Amendment Six - Questions and Answers (11/05/2018):

1. Task #4 (Tucson Sector) states; is made up of eight stations that are broken down in three corridors and there are nine stations listed. What is the correct number of stations?

Three Points is a future station.

2. What are the three (3) corridors?

The 3 corridors are as follows:

• Three Points, Ajo, and Casa Grande

• Tucson, Nogales, and Sonoita

• Willcox, Douglas, and Naco

3. Task #4 (Tucson Sector) states; covers 262 miles of linear border from the Yuma County line to the Arizona/New Mexico state line: Based on none of the nine (9) stations listed as part of the Tucson Sector being in Yuma County: Will the Government clarify the Western boundary of the Tucson Sector?

Ajo is the furthest west station in Tucson Sector.

4. Is it the Yuma/Pima county line (Yuma County Eastern Boundary) or the Arizona/California States line (Yuma County Western Boundary?

This is not material, Ajo is the furthest west station for an event in the Tucson Sector.

5. Task #4 (Transportation Tucson Sector) states; A Storage Event is defined as a trip to all locations within the individual Sectors (i.e., storage locations, stations and/or checkpoints) and to the final destination for drop-off of seized goods. Will the Government identify the Checkpoints in advance for all sectors (Arizona, New Mexico and Texas)?

Locations can be found in the public forum for approximate distances.

6. SOW 5.1.21 (Seized Property transfer to Storage) states; Within 24 hours of notification from USBP, the contractor shall assign the required armed personnel and vehicles for transportation of newly seized property, and arrive at the designated location:

Clarification. In Amendment Three – Q & A Document_102518 Q & A #9 the question was asked, “Must all 12 stations in the Big Bend Sector be serviced in one storage event, or can servicing be split across multiple days? (Answer in question) It is unlikely that all 12 stations will require a pickup at the same time.

Vendors will coordinate pickup locations with the designated USBP representative at each sector/station. Current policy is that stations may not store high risk items in temporary storage locations for more than 72 hours. Any location that has a high risk shipment will need to be serviced within that time frame.

Is it 24 or 72 hours?

24 hours referred to destruction the destruction requirements. That has been removed.
