CBP/OFO SOW Houston Firing Range

Performance Work Statement (PWS)
FOR
FIRING RANGE FACILITY AND SUPPORT
Houston Service Port Airport Houston, TX

BACKGROUND
The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO), Houston Field Office (HFO), and Seaport, Texas, has an immediate requirement for use of a weapon firing range, with training facilities, located in the Houston area available for CBP use from 0700 to 1600 Monday through Friday, including weekly holidays with exception of Thanksgiving, Christmas and New Year. The Firing Range must meet or exceed all Federal, State and Local Health, Safety and Environmental Requirements.
SCOPE
CBP is in need of a firing range and an adjoining facility for classroom training in the Houston area. The range shall consist of:
· A firing range lane with eight to ten (8-10) individual firing positions on each line
· At least one firing line must be capable of handling shotgun and M4 qualifications
· The range shall have a minimum twenty-five yard (25) firing lane and be suitable for conducting all CBP firearms training and qualification requirements.
· If outdoor, the ground surface of the firing lines must be a maneuverable clean safe surface for qualifications and tactical training. Dirt or grass surfaces will not be acceptable.
· Officers will have broad access to range for training purposes and shooter movement for performing scenario-based defensive tactics.
· The classroom shall accommodate seating for up to12 for classroom instruction with PowerPoint presentations. It serves a dual purpose as training for one-on-one defensive tactical moves of various arrest and take-down procedures using mat or padded floor space.

SPECIFIC TASKS AND REQUIREMENTS
1.1. GENERAL FACILITY
The Contractor shall:
1.1.1. Meet all conditions of above.
1.1.2. Provide firing range facilities for conducting all CBP weapons related and qualification requirements.
· Consist of one firing lane with eight to ten (8-10) individual shooting lines; and must accommodate the shooter movement throughout the entire range; (i.e., standing, kneeling, lying down, or performing scenario-based defensive tactics.)
· Accommodate both standard lead and frangible ammunition including: 9mm, .40 caliber handgun rounds, .223 rounds, 12 gauge shotgun rounds and slugs, and Double 0 Buck shotgun rounds.
· Include a targeting system capable of varying the target distances in the firing lanes to 3 yards, 7 yards, 15 yards, 25 yards and 50-100 yards.
· Restricted from public view while in use.
· Not made available to any visitor or private sector patron or other government agencies including Federal, State or Local agencies on days and times when CBP is scheduled to use the range.
· Available for sole use by CBP five (5) days per week, Monday through Friday, between the hours of 0700 and 1600 excluding specified holidays. With 48-hour notification to Contractor, CBP has the right to expand range time as required to include low light training conditions when necessary.
· All firing position lanes and targets are identified with corresponding numbers.
1.1.3. Allow officers complete access to range for firing and training purposes.
1.1.4. Provide an equipment cleaning area with hand wash station and eyewash station within the indoor facility. Outdoor ranges must include a covered equipment cleaning area (to protect from exposure to environmental elements) with tables and benches adjacent to the outdoor range with available hand and eye wash stations near the cleaning area. Equipment cleaning areas shall be maintained by the contractor.
1.1.5. Follow procedure for collecting and recycling all recovered brass casing and recovered lead slugs and ensure handling as hazardous waste (EPA 40 CFR 260)
1.1.6. Ensure all federal, state and local waste storage, labeling and disposal requirements of hazardous waste materials are met.
1.1.7. Post or make available Material Safety Data Sheets (MSDS) for all chemical products used in the range and support areas and maintain a first aid kit available on site.
1.1.8. Ensure restrooms for men and women are available with janitorial cleaning services and supplies in facility. Outdoor facilities shall also provide an outdoor restroom with supplies and cleaning services in close proximity to the range. Maintain restrooms free of lead contamination in accordance with OSHA standards at all times.
1.1.9. Provide all necessary range operational equipment necessary to meet OSHA and Federal and State requirements.
1.1.10. Provide for all range and classroom equipment maintenance and supplies for range-owned equipment.
1.1.11. Provide all equipment and supplies for custodial services necessary to maintain the facility and range, both indoor and outdoor.
1.1.12. Allow the capability to expand range times based on future increase of qualification requirements for CBP officers; i.e., increased to quarterly, and the introduction of new qualification requirements.
1.1.13. Maintain an environment that does not allow for airborne lead levels that meet or exceed the Occupational Safety and Health Administrations (OSHA) 29 CFR 1910.1025, action level of 30 micrograms per centimeter of air. If requested by CBP, provide CBP sample results documenting airborne lead levels taken during normal firing range activities. Testing and technical evaluation of the results shall be borne by the contractor.
1.1.14. Follow all measurements, testing, and maintenance in compliance with all manufacturers’ recommendations and OSHA standards. Measurements which demonstrate the effectiveness of the ventilation system capture velocity, static pressure and proper air flow/velocity throughout the shooting area shall be conducted and documented every ninety (90) days and made available to CBP officials and/or COR upon request.
1.1.15. Ensure all surfaces within the facility and range are maintained free from visible lead contamination. Surfaces are cleaned using disposable cloth-type materials wetted to retain dust. Compressed air or dry sweeping for the purpose of cleaning surfaces shall be prohibited to minimize safety personnel health hazards or environmental impacts. Sticky mats shall be provided at indoor facility exit areas.
1.1.16. Post warning and hazard signs in the range and support areas for hearing and eye protection of employees and patrons. Employees exposed to lead should have a working knowledge of the safety and health standards that directly and/or indirectly impact jobs they perform.
1.1.17. The contractor will maintain documentation of custodial services performed, and all measurements, testing and maintenance performed. This documentation will be available to the government upon request.
1.2. INDOOR RANGE TASK AND REQUIREMENTS
The Contractor shall, in addition to Specific Task and General Requirements, maintain the following minimum standards at all times:
1.2.1. Measurements that demonstrate the effectiveness of the ventilation system, capture velocity, static pressure, and proper air flow/velocity throughout the shooting area, shall be conducted, technically evaluated, paid for and documented by the contractor at the request of CBP when environment is suspected to be polluted. System filters will be inspected quarterly and replaced as necessary. Documentation to indicate proper ventilation checks and performance shall be made available to CBP upon request.
1.2.2. Any changes or alterations in the ventilation system, whether the result of maintenance or routine service, shall require new measurements within five (5) calendar days of completion of the changes or alterations with the cost of testing, documentation, and technical evaluation by an accredited laboratory source borne by the contractor.
1.2.3. Recirculation of air within the firing range shall not be permitted; only 100% replacement fresh air from an exterior source shall be circulated throughout the facility during firing range activities.
1.2.4. Range shall have lighting banks behind baffles downrange capable of variable intensity (controllable independently from the control room) to allow for multiple levels of training under variable lighting conditions from complete darkness to high intensity daylight.
1.2.5. Replace the air filters and certify the air quality of the indoor firing range providing certification to CBP upon request.
1.3. OUTDOOR RANGE TASK AND REQUIREMENTS
In addition to General Requirements, the Contractor shall maintain the following minimum standards at all times:
1.3.1. The ground surface of the firing lines must be a maneuverable clean safe surface for qualifications and tactical training.
1.3.2. Dirt or grass surfaces will not be acceptable. Concrete, asphalt or gravel surfaces are acceptable. Gravel surface must be maintained at an acceptable level at all times to keep the surface clean not allow mud or dirt through.
1.3.3. Provide officer broad access to the range for firing and training purposes.
1.3.4. No grass or dirt surfaces are acceptable in the covered equipment cleaning area, hand wash station and eye wash station.
1.3.5. Provide and maintain restrooms for men and women in close proximity to the range.
1.4. TRAINING FACILITY
The Contractor shall provide a classroom training facility with seating for 12 students with equipment for PowerPoint presentations with dual purpose use for practicing various arrest and takedown procedures and defense and tactical training maneuvers. Other basics not indicated above are:
1.4.1. Provide approximately 400 square feet of Mat or padded floor space in the training room for practicing defense and tactical training; allowing space for table/desks and chairs for classroom presentations.
1.4.2. Approximate size of room should be minimum 500+ square feet (approximate configurations are 20 feet x 25 feet or larger.)
1.4.3. Provide for all classroom equipment maintenance and supplies for range-owned equipment.
1.4.4. Provide suitable storage area for training equipment and supplies (Conex, barrels or room.
DELIVERABLES and SCHEDULE (Deliverables 1-5 due with quote) DELIVERABLE 1 – Project Management Plan (not to exceed 5 pages and do not copy and paste PWS). This document will explain how the facility, operations, and management meet the PWS.
DELIVERABLE 2 – Contractor Staff Roster with Photo IDs DELIVERABLE 3 – Work history (Max 2 pages - i.e. owner of company, years in business, professional references, such as other government entities using the range, etc.)
DELIVERABLE 4 – All Safety and state licenses applicable with federal, state, and local laws DELIVERABLE 5 – Non disclosure statements, attachment C
1.5. INDOOR AND OUT DOOR FACILITIES
The contractor shall:
1.5.1. Post signs in the facility mandating hearing and eye protection be used for noise and eye protection. See 4.1.16
1.5.2. Sticky mats shall be provided at range facility exit and maintenance egress areas where lead dust may accumulate and allow no food or tobacco in range.
1.5.3. Maintain and provide a Cleaning Site Maintenance Plan and log indicating proper inspection and maintenance is performed in range and on mechanical equipment; alarms are working and that regular inspection and repair is done on for indoor bullet trap or outdoor berm. Provide if requested by CBP representatives. See attachment A of the solicitation.
1.5.4. Maintain waste and recycling records of brass. See 4.1.5 and 4.1.6.
1.5.5. Provide Material Safety Data Sheets (MSDS), as indicated in 4.1.7, for chemical products used in the range and support areas.
1.5.6. Have available a first aid kit onsite.
1.5.7. Provide documentation to the Contracting Office Representative as requested in 4.1.17.
1.5.8. The contractor shall use a written, site-specific maintenance plan for both indoor and outdoor for the range facility. The maintenance includes regular periodic inspection of signage, lighting, targeting systems, storage and cleaning areas of the range. Documentation is provided when requested in 4.1.14.
1.6. INDOOR RANGE
The contractor shall:
1.6.1. Maintain a current measurement report on personal exposure to lead in air during live fire exercises. Measurements which demonstrate the effectiveness of the ventilation system capture velocity, static pressure, and proper air flow/velocity throughout the shooting area. See 4.1.14 thru 4.1.17. See attachment D of the solicitation.
1.6.2. For Hygiene purposes, sticky mats shall be provided at range facility exit and maintenance egress areas where lead dust may accumulate. Allow no food or tobacco in range.
GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION
No Government-Furnished property or information will be required since staff will be training in the Contractor’s facility.
PLACE OF PERFORMANCE
CBP Seaport employees and staff will be training in the Contractor’s facility not to exceed 40 miles of the Seaport Office located 7141 Office City Drive, Houston, TX 77087.
PERIOD OF PERFORMANCE
The period of performance for this requirement shall be base year with four option years:

SECURITY
1.7. There is no Classified, Sensitive, or Personally Identifiable Information associated with this contract.
1.8. Contract personnel must sign a Non-Disclosure Statement, see attachment C of the solicitation.
1.9. No civilian or other public agency person should be in the area of the CBP Firearms training without prior notice to CBP local management.
ADDITIONAL REQUIREMENTS
1.10. Applicable Credentials: The Contractor shall stipulate in their bid proposal the statement as follows: “Management has met all required licenses and permits necessary to operate and accommodate the requirements of the CBP Firearms and Tactical Training Program.”
1.11. The Contractor shall provide to CBP, upon request, a site-specific maintenance and cleaning plan for the range facility in accordance with Section 5.1.3.
1.12. The COR may conduct semi-annual reviews, and additional reviews as required by the Contracting Officer to ensure quality assurance and adherence to the contract.
1.13. The Office of Field Operations Fire Arms Coordinator will conduct Inspections with the COR and additional reviews to ensure compliance as required by the Field Operations Management Team.
1.14. Facility cleaning personnel are trained and licensed (if applicable) in lead hazards and clean up. Routine cleaning is performed every day the range is in operation, to include emptying spent slugs from the bullet trap (or earth berm) and clearing brass from range areas on a daily basis.
1.15. Provide a maintenance plan including details on inspection of the ventilation system on indoor range; also to include measurement and verification of flow and filter pressure drop.
1.15.1. The plan should include a maintenance schedule for all mechanical equipment in the range; verification that all alarms are working; and regular inspection and repair of the bullet trap, floor walls and baffles.
1.15.2. Outdoor ranges should include a maintenance schedule for verifying proper drainage and repair or replacement by the contractor of damaged or eroded lanes caused by use and/or wear and tear. (Chips and cracks in concrete lanes are considered normal wear and tear for a firing range and are maintained by the contractor.)
1.16. Collection of Spent Shell Casings (Brass): The contractor is responsible for cleaning up spent brass each day that the range is occupied by CBP – OFO. The spent shell casings should be removed consistent with OSHA requirements. Compressed air or dry sweeping for the purpose of cleaning surfaces shall be prohibited to minimize safety personnel health hazards or environmental impacts.
1.17. Lead waste materials are collected and stored in separate labeled dedicated containers, such as “Brass Only” and “Lead Only.” Disposal cleaning materials and protective equipment and containers to be wiped with disposable wetted cloths when sealed.
1.18. Spent Round Trap: The bullet trap shall be adequate to capture all rounds expended by CBP shooters for qualification. The bullet trap (or outdoor berm) is maintained by the Contractor and emptied or graded as needed.
1.19. Contractor’s program for maintenance and custodial services shall be designed to minimize interruption of CBP performance during operational hours.
1.20. The Contractor shall provide adequate parking to support all government and privately owned vehicles of CBP-OFO personnel participating in training or weapons qualification activities at any given time during utilization of the facility by CBP personnel.
1.21. Access to Potable Drinking Water: The Contractor shall provide access to public drinking in close proximity to the firing range area.
1.22. The Contractor shall maintain on-site serviceable first aid kits/supplies (trauma bag) for use in the event of injuries or accidents
1.23. The contractor will ensure compliance with all local and Federal Environmental Protection Agency regulations regarding the storage, recycling, and disposal of all metals and weapons cleaning waste generated at the facility.
