Government Clarifications
Will the government clarify if the base year is 9 months or 12 months? There are discrepancies between pricing sheets.
Government Response: The full base year period of performance is for 12 months, with 3 months being designated for a transition-in period, if needed to transition between contractors, and the remaining 9-month period is for the work as described. The overall base period of performance is for 12 months (1 year).
Reference PWS Section C.1.3.1.1 Period of Performance. The period of performance shall be for a base year (divided into a 3-month transition-in period, as needed, and a 9-month performance period for a total 12-month base year) and shall include 4 option years and one 6-month optional period. From 09/30/2023 through 09/29/2028 (or 03/31/2029, should the final 6-month option period be exercised):
BASE: 09/30/2023 – 09/29/2024
OY1: 09/30/2024 – 09/29/2025
OY2: 09/30/2025 – 09/29/2026
OY3: 09/30/2026 – 09/29/2027
OY4: 09/30/2027 – 09/29/2028
6-Month Extension OP: 09/30/2028 – 03/31/2029
The Pricing Overview Sheet has been revised to clarify FAR Requirements for pricing for the 6-month optional period. A revised Attachment 4 – Pricing Overview Sheet R2 is now available.
In review of the solicitation, can the government clarify the below items:
1. Attachment 4 - Pricing Overview Sheet R1 Cell C10 has Base Year Southeast Preventative Maintenance Services at 12 months though Attachment 2 and 3 have a Base Year of 9 Months.
2. Attachment 2 – SE Line Item Number Summary (BASE PERIOD) CELL G9 formula is as follows =SUM(E4:E9) this inaccurately sums the Unit Price.
3. Below is an excerpt from the RFP 70B01C23R00000007 SE PM Amendment 4, Attachment 2 – SE Line Item Number Summary does not have a cell to fill in for the Coefficient.
“d. Volume III, Factor 4 -- Price Proposal
(c) Offerors shall provide their proposed coefficient for the Indefinite Quantity (IQ) work on attachment 2 “Line Item Summary”. The estimated total for the IQ task order work will be used for evaluation purposes only. The Government makes no guarantees as to the actual amount of Indefinite Quantity work that will be ordered. No allowances will be made after award for any other cost; the Offeror’s price coefficient must contain all additional applicable costs including, but not limited to…”
Government Response:
1. The period of performance is for 12 months, but allows for a 3-month transition period, if needed.
2. Attachment 2 SE Line Item Number Summary, Base Period Cell G9 Formula has been corrected to =SUM(F3:F8). A revised Attachment 2 SE Line Item Number Summary R1 is now available.
3. For Attachment 2, please review highlighted cells in C10-C12, C14-C16, and C18-C20.
* Offerors shall propose their coefficient in the quantity field for Minor Repairs, Intermediate Repair Orders and Major Repairs. The co-efficient shall be the same consistent percentage point for all line items in Attachment 2 within each period of performance.
** "Major Repair" line items for OBP and OAM are indefinite quantity (IQ) line items.
No funding will be obligated directly to line items. The total amount listed for major repair line items is an estimated value of all task orders for the period and does not represent a guaranteed amount. Funding will be obligated directly to the individual task orders at time of task order award.
To aid in reducing any confusion with regard to pricing using Attachment 2 – SE Line Item Number Summary R1, Offerors shall complete the sheets for the Base Period, Option Period 1, Option Period 2, Option Period 3, and Option Period 4. The offeror shall fill in cells E3-E8 for the base period sheet and cells E3-E5 for the sheets for option periods 1-4. In addition, the offeror shall propose their coefficient for repair work by filling in cells C10-C20 for the base period sheet and cells C7-C17 for the option periods 1-4 sheets.

Government Response: CBP does not have the inventory for some new locations. Reference PWS C.1.3.3.2.1. Equipment Validation. The Contractor shall visit each facility location listed in Attachment 1A and perform an inspection of the facilities to verify the listed equipment exists and shall identify any equipment that is missing from the list. The Contractor shall provide the Government a comprehensive Equipment Validation Report which lists all equipment by facility location.
Offerors should target their proposal based on the provided attachments (1A and 1B), with the understanding that there may be some equipment that has not been identified yet. This should be completed during the validation process.
The Bus FL3135, FL9309, FL9311, PR0047 are listed on the equipment list with associated equipment, however there is no corresponding BUs on Attachment 3 - SE Line Item Detail to price these.
Government Response:
a) FL3135 has been changed to FL20673. (FL0252/FL20673)
b) FL9309 is Building 157 at FL0086 and is a typo. The correct nomenclature is FL9039.
c) FL9311 has been changed to FL9310. (FL0086/FL9310)
d) PR0047 is located at PR0001. This is no longer on-site and any equipment associated to this BU must be corrected during the Equipment Validation.
A revised Attachment 1B - SE Equip List Per Facility & Annual Schedule R1 is now available.
