NEW ORLEANS PARKING SERVICES STATEMENT OF WORK
Parking Spaces/Permits For Government Employees at 423 Canal St., New Orleans, LA 70130
1. Background United States Customs and Border Protection (CBP) is responsible for protecting the United States (U.S.) and its citizens from the entry of dangerous goods and people. This responsibility includes ensuring that all persons and cargo enter the U.S. legally and safely through official ports of entry (POEs) and preventing the illegal entry of persons and contraband at and between POEs. In addition, CBP is responsible for ensuring the safe and efficient flow of commerce into the U.S., and enforcing trade and tariff laws and regulations. CBP prevents suspected terrorists and terrorist weapons from entering the United States. CBP is the nation’s single unified border agency within the Department of Homeland Security (DHS). CBP is specifically charged with the following: safeguarding the American homeland, assessing and collecting duties, excise taxes, fees and penalties due on imported merchandise; interdicting and seizing contraband to include narcotics and illegal drugs; processing persons, carriers, cargo and mail entering or departing the U.S., administering certain navigation laws, detecting and apprehending persons engaged in fraudulent practices designed to circumvent customs and related laws, copyright, patent and trademark provisions, quotas, and other requirements related to imported merchandise.
2. Scope The contractor shall provide parking services for CBP in New Orleans. Specifically, the contractor shall provide parking garage access and open air (outdoor) parking on a 24/7 basis to CBP employees who work at 423 Canal St., New Orleans, LA 70130 building location. The parking needs to be convenient and safe for employees as well as be able to house vehicles near the employees work location. The contractor shall provide 83 parking permits/spaces that will be used by CBP employees who work at the at 423 Canal St., New Orleans, LA 70130 building location. The 83 parking permits/spaces shall be for 36 reserved parking spaces, 42 unreserved parking spaces (garage parking) and 5 spaces for oversized vehicles (outdoor parking) An oversized vehicle may be a vehicle that is too high in size for garage height restrictions. Due to the mission requirements of the employees that are housed at 423 Canal St., New Orleans, LA 70130, the parking garage and outdoor parking needs to be in close proximity to the building location
3. Parking Service Requirements
3.1 Parking Proximity to 423 Canal St., New Orleans, LA- The parking facility must be located within .25 miles of the building location-423 Canal St., New Orleans, LA.
3.2 The parking facility must have 78 garage parking spaces that will be controlled by parking permits for the CBP tenants that will be located at 423 Canal St., New Orleans, LA 70130 location. Further, the contractor must provide additional 5 spaces for oversized vehicles in an uncovered lot (open air parking) also controlled by parking permits.
3.3 The parking facility must have stairwells, functioning elevators and adequate lightning; and must have surveillance equipment.
3.4 The parking facility must have 24/7 monitoring for the security of the employees that will be using the parking facility and for the protection of the employees that work longer than usual hours.
3.5 The parking spaces shall be designated with numbers. 36 parking spaces can be on a different level (block) while 42 parking spaces can also be on a different level (block).The 5 parking spots for oversized vehicles shall also be designated.
The 83 parking spaces will be controlled by parking permits for the CBP employees that will be located at the referenced building facility. For the length of the contract, the permits will be controlled by CBP’s designated government Contracting Officers Representative (COR). The COR and the Manager at the Parking garage will coordinate the logistics for obtaining the permits either monthly or yearly.
The following is a brief description of the employees at 423 Canal St., New Orleans, LA 70130 who may obtain/apply for a parking permit.
· Employees with vehicles whose major responsibilities include the essential operations and management of the CBP facilities
· Employees who may be required to work longer than usual hours
· Employees that are required to be present during building emergencies, regardless of the hour
