About this file

This is an addendum to a Request for Quotation (RFQ S-29100-00014599) issued by the Oklahoma Department of Corrections (ODOC) for pre-employment psychological evaluation services. The addendum modifies the reporting requirements and deadlines for psychological evaluations of law enforcement applicants. The offer due date has been extended from August 18, 2025, to August 25, 2025, at 2:00 PM Pacific Time. The primary modification pertains to the format and content of the psychological suitability report that contractors must submit to ODOC within one week of conducting applicant interviews.

The modified report requirements specify that contractors must submit a one-page assessment that provides either a "Qualified" or "Unqualified" determination for each applicant, supported by narrative descriptions and evaluation of specific criteria. For qualified applicants, the report must identify any reservations, concerns, and competency areas requiring monitoring during training and probation. For unqualified applicants, the contractor must explain unsuitability based on deficiencies, counterproductive behavior, elevated risk, indeterminable assessment results, or mental or emotional impairment. The report must also include an assessment of the applicant's perspectives toward diverse cultures, races, ethnicities, and individuals of varying social, political, economic, and life statuses. The contractor must be a licensed Key Person conducting the evaluation, and ODOC will use the contractor's determinations to decide whether applicants receive further consideration for employment.
