0 Title To provide new cable service contract for the Main IRS Headquarters Building located at 1111 Constitution Avenue, NW, Washington, DC 20224.

Statement Of Work/ Submitted By: Facilities Management and Security Services Television Programming Services

1 Introduction/Overview The Facilities Management and Security Services (FMSS) DC Territory office provides cable service to executives and program offices as appropriate in the Internal Revenue Service (IRS) headquarters building located at 1111 Constitution Avenue, NW, Washington, DC (The Building). The cable service is provided to permit real time viewing of Congressional hearings and up to the minute information on news and events impacting the IRS. This building is designated historical and encompasses approximately 1.5 million gross square feet.

2 Background Television programming is currently provided to the Building via 2 Dish mounted on the roof, with cable running throughout, from the seventh floor all the way down to and including the basement. It ties into IRS owned modulators located in the Auditorium on the 7th floor. The service feeds approximately 121 televisions throughout the building and expands coverage to additional televisions as requested. There was an initial equipment purchase and installation cost. IRS currently have a contract for programming subscription service paid annually, troubleshooting repairs and expanding service in the building on a per cost basis.

3 Scope The contractor shall provide television programming that includes channels local news channels 4 (WRC), 5 (WTTG), 7 (WJLA), 9 (WUSA), 26 (WETA), 32 (WHUR) as well as cable news network (CNN), CNBC, MSNBC and FOX News, televised proceedings of the U.S. House of Representatives (C-SPAN), the United States Senate C-SPAN2 that can reach over 120 televisions in the Building, can easily and readily be expanded to additional televisions, provide service to repair equipment and expand service as necessary.

4 Tasks Equipment: The contractor shall be responsible for providing all cabling and equipment necessary for the installation of the equipment needed to provide television subscription to the building and the televisions within the building. The contractor shall tie in to the existing IRS owned Standard Definition (SD) and High Definition (HD) modulators located in the Main IRS Auditorium or the contractor shall provide the necessary equipment needed to supply the building with the requested television programming service.

Programming: The contractor shall provide a television programming subscription package that broadcast Provide television programming that includes channels local news channels 4 (WRC) 5 (WTTG), 7 (WJLA), 9 (WUSA), 26 (WETA), 32 (WHUR) as well as cable news network (CNN); CNBC, MSNBC and FOX News, televised proceedings of the U.S. House of Representatives (C-SPAN), and the United States Senate C-SPAN2 that can reach over 120 televisions in The Building.

Television Service Connections: The IRS shall connect as many television sets on all floors including the basement at 1111 Constitution Avenue without paying additional program fees.

5 Delivery Emergency service calls for no signal or outages due to equipment failure or damage must be addressed within 24 hours. The contractor shall submit estimates to the Contracting Officer Representative (COR) for approval prior to any installation or service. All work is to be performed during normal business working hours (7 am -3 pm). Signal on channels provided to all televisions within the building shall be 100 percent clear without buffering or snowy pictures. A copy of the completed services report shall be provided to the COR upon completion of work.

8 Government Furnished Property The contractor shall tie in to the existing IRS owned (SD) and (HD) modulators located in the Main IRS Auditorium. If the modulators are not compatible to the contractor’s equipment’s, then the contractor shall provide an estimate to provide and install necessary equipment.

9 Security Requirements Proper identification is required to enter the Main IRS (driver’s license or passport). All contractors will be escorted.
