About this file
This is a UNM Proposed Sole Source Purchase Form submitted by the University of New Mexico (UNM) Cancer Center for a Radiation Oncology documentation and revenue cycle assessment and optimization engagement. The requisition was submitted on September 14, 2026, by Michelle Boehler, Executive Director of Revenue Cycle Operations at UNM Cancer Center. The proposed vendor is Revenue Cycle Coding Strategies (RCCS Inc.), located in Cedar Park, Texas. RCCS will provide a comprehensive assessment and optimization engagement focused on prior authorization management, clinical documentation, coding, charge capture, billing, denials workflow design, and cross-functional operational alignment. The engagement includes evaluation of current-state processes, operational observations, identification of operational and financial risk areas, and development of practical recommendations to improve documentation alignment, coding defensibility, revenue cycle performance, and scalability in support of current operations and planned Radiation Oncology expansion initiatives. The term of purchase is specified as a consulting engagement with no renewal options mentioned in the document.
The total contract amount is $60,000.00. UNM justified the sole source procurement based on RCCS's proprietary expertise and established relationship with UNM Cancer Center. RCCS serves as an established Radiation Oncology revenue cycle subject matter expert resource for UNM Cancer Center through an ongoing subscription-based relationship that provides clinical and revenue cycle teams access to educational resources, reimbursement updates, industry forums, and expert consultation. UNM did not conduct formal due diligence by contacting alternative vendors, determining that RCCS's demonstrated specialized expertise in Radiation Oncology reimbursement, coding, documentation, and operational best practices, combined with its ongoing professional relationship with UNMCCC, made it the most appropriate provider. The specialized nature of the services and the complexity of evolving payer requirements, regulatory expectations, and reimbursement methodologies in Radiation Oncology supported the sole source determination.
