About this file

This is a UNM Proposed Sole Source Purchase Form submitted by the University of New Mexico's KUNM radio station for a three-year membership services contract with Contributor Development Partnership (CDP) through their Membership Services Bureau (MSB). The procurement is for comprehensive membership management and fundraising operations services, including membership program management, direct and digital fundraising campaigns, donor data management, analytics, benchmarking, forecasting, reporting, donor stewardship, and strategic fundraising consulting. The services encompass access to an expanded technology stack including RevCRM, Iterable, Tableau, Springboard, Snowflake, and DBT Cloud, as well as predictive modeling and donor wealth screening capabilities. The request was submitted on July 31, 2026, with no specified response or award dates indicated in the form.

The proposed contract amount is $573,500 for a three-year term with PBS Supplemental Vendor #101952657. KUNM justified the sole source procurement based on MSB's proprietary technology and services, compatibility with existing Blackbaud customer relations management software, and the availability of a data transfer mechanism compliant with PCI standards. The due diligence process documented in the application indicates that KUNM evaluated alternatives including Allegiance and Blackbaud CRM systems in 2022 and 2025, determining that MSB provides a unique combination of technology, operational services, marketing expertise, analytics, and cooperative fundraising resources unavailable from competing vendors. KUNM, a self-supporting department receiving no state funding allocation, requires this revenue-generation solution to support operations following the loss of approximately 12 percent of its operating budget from federal funding reductions, with the organization currently generating approximately $1.8 million annually from more than 8,000 contributing listeners.

Why is this purchase needed?

KUNM is a self-supporting department of UNM and does not receive I&G funding, a UNM line-item appropriation, or a dedicated state funding allocation. As a result, KUNM must generate the revenue necessary to support its operations. In the last fiscal year, more than 8,000 contributing listeners generated approximately $1.8 million in membership revenue.

With the recent loss of federal funding support representing approximately 12% of KUNM's operating budget, maximizing donor revenue and fundraising performance has become critical to the station's long-term sustainability. KUNM requires a secure, PCI-compliant membership platform that not only manages donor information, but also provides advanced fundraising operations, marketing, analytics, and strategic guidance.

MSB provides a comprehensive solution that addresses these needs through an integrated combination of technology, operations, marketing, and analytics designed specifically for public media organizations. Through CDP, MSB manages the largest repository of public media giving data and uses shared intelligence, predictive analytics, benchmarking, and fundraising best practices to improve revenue performance.

The MSB model is expected to provide measurable strategic outcomes, including:

● Stronger donor relationships through real-time fundraising intelligence and access to national public media giving data.

● Operational relief and risk mitigation by assuming responsibility for transactional fundraising functions and membership operations.

● Growth in sustaining memberships through specialized sustainer and stop-loss programs.

● Increased direct and digital fundraising revenue through coordinated marketing strategies and campaign management.

● Access to a cooperative network of 52 public media organizations representing approximately 1.4 million donors and $200 million in annual fundraising activity.

By consolidating technology, fundraising operations, marketing, and analytics into a single service, MSB allows

KUNM staff to focus on major gifts, community engagement, and relationship-based fundraising while improving overall revenue generation.

III. SUPPLEMENTAL DETAILS. PLEASE PROVIDE ADDITIONAL INFORMATION AS

REQUESTED BELOW:

Describe in detail the unique capabilities of the proposed vendor’s goods/service and/or personnel performing the work and why this constitutes the only source. Focus on what is unique about the goods/service and why no other vendor could meet your needs.

Membership Services Bureau is one of two standard CRM’s used by public media organizations below $15 million in annual revenue. KUNM’s annual revenue is $2.5 million. The second is Allegiance.

In 2023, KUNM planned to migrate to Allegiance. But, through a due diligence process launched in 2025, KUNM has opted to partner with MSB, which provides the client with not only with CRM, and also full services to provide data analysis, direct marketing (mail, text to give, etc.) and close consulting for planning purposes with a team of partners. Neither Allegiance, nor Blackbaud provide a level of commensurate service.

Membership Services Bureau (MSB), operating in partnership with CDP, provides a unique combination of technology, operational services, marketing expertise, analytics, and cooperative fundraising resources that is not available from any other public media fundraising vendor. MSB is considered the Best-in-Field performer in public media.

CDP originated within WGBH and now serves more than 260 public radio and television stations. It remains the only comprehensive fundraising collaboration in public media and has generated more than $300 million in new net revenue for participating stations. CDP manages the most advanced fundraising technology stack in public media and provides participating organizations access to infrastructure and capabilities that would be difficult or cost-prohibitive to develop independently.

What makes MSB unique is that it is not simply a CRM platform. Unlike alternative providers such as Allegiance or

Blackbaud, MSB delivers a fully integrated membership solution that combines:

● RevCRM as the system of record.

● Iterable digital marketing and audience engagement tools.

● Tableau enterprise reporting and business intelligence.

● Springboard online donation and engagement forms.

● Snowflake enterprise data warehousing.

● DBT Cloud data management and modeling.

● Secure lockbox and donation processing services.

● Predictive analytics and fundraising performance modeling.

● Donor search and wealth-screening capabilities.

● Strategic fundraising consulting and implementation support.

MSB's cooperative model also provides access to a network of 52 public media organizations, 1.4 million donors, and approximately $200 million in annual fundraising activity. Through shared benchmarking, collective investment, innovation councils, and annual collaboration events, member organizations benefit from insights and best practices that are unavailable through traditional software vendors.

The proposed solution is further differentiated by its integration with NPR-related donor initiatives and by the use of CDP's National Reference File and fundraising intelligence systems. No competing vendor offers the same combination of public media-specific technology, donor analytics, marketing operations, consulting services, cooperative benchmarking, and shared infrastructure.

In addition, KUNM is entering into a new partnership with NPR, its largest vendor. The partnership leverages a donor matching program managed by CDP and informed by the MSB National Reference File of Donors on secure, off-site, platforms. No other competing CRM is partnering with NPR and the member stations in this way.

Therefore, MSB constitutes the only source capable of providing KUNM with a truly all-in-one membership solution that combines technology, operations, marketing, analytics, and public-media-specific fundraising expertise in a single integrated service. As stated by CDP, there is no other organization that partners with public media to deliver a comprehensive membership solution of this scope and capability.

Describe the due diligence made to locate other possible sources including communications with other universities, communications with similar providers, web searches, yellow page searches, review of advertisements and trade publications, etc.

KUNM conducted its due diligence regarding Blackbaud and Allegiance in 2022, resulting in a decision to onboard Allegiance in 2026 after ending its relationship with Blackbaud (this is a matter of record in the approved 2022 Sole Source Application).

In 2025, KUNM management conducted due diligence regarding this decision and concluded that exiting the relationship with Blackbaud was still a good decision, and that Allegiance did not offer the unique services (analysis, direct marketing, consulting, compliance) with its CRM.

While Allegiance is less expensive as a CRM and service provider, they offer much less on service and this would require KUNM to add two new employees to support and manage analysis, direct marketing (mail, etc), compliance, etc. MSB as a service takes over transactional giving–marketing and execution–allowing for a lower staff profile, and for the staff that remain to focus on high-touch relational giving/donations.
