About this file

This is a UNM Proposed Sole Source Form submitted by the University of New Mexico (UNM) Continuing Education department on June 8, 2026, for a sole source procurement of educational services from the American Academy of Professional Coders (AAPC). UNM Continuing Education proposes to contract with AAPC to provide Medical Coding and Billing training programs, including a Medical Terminology, Anatomy, Pathophysiology, CPC & CPB Certification Bootcamp course and several self-paced medical coding and billing courses. The proposed vendor, AAPC, is located at 2233 S. Presidents Dr, Salt Lake City, UT 84120. The contract term is for fiscal years FY27-FY28, with the purchase requisition submitted by Sarah Treviso, Program Supervisor, from UNM Continuing Education.

The proposed contract amount is $150,000 per fiscal year. UNM justifies the sole source procurement based on AAPC's proprietary curriculum and unique capabilities, specifically noting that AAPC offers multiple examination attempts, AAPC membership, access to Practi-code and Codify software for coding practice, and the ability to obtain both CPC and CPB certifications. In its due diligence, UNM Continuing Education evaluated three competing vendors—Ed2Go, HealthEd Today, and CareerStep—and determined that none could satisfy the specifications, as they do not offer multiple exams and multiple exam attempts. The medical coding and billing field is projected to grow 7 percent annually from 2024 to 2034, according to the U.S. Bureau of Labor Statistics, supporting the justification for this professional development investment. Per New Mexico Procurement law, the completed form will be posted on the UNM Sunshine Portal and the State of New Mexico Procurement website for a 30-day period prior to purchase authorization.

REQUESTED BELOW:

Describe in detail the unique capabilities of the proposed vendor’s goods/service and/or personnel performing the work and why this constitutes the only source. Focus on what is unique about the goods/service and why no other vendor could meet your needs.

AAPC is the premier educational provider in Medical Coding and Billing. The Coding and Billing Bootcamp courses offers several exam tries, and AAPC membership (included) and Practi-code and Codify software.

AAPC is the entity that administers the exams, to learn from them, the student will be positioned to understand the material and for greater overall success in this field.

The course also comes with the CPC exam and the CPB exam. Other vendors do not offer multiple exams and multiple tries to take the exams. The Medical Coding and Billing self-paced classes includes the Practi-code and Codify software which helps a student learn how to code. It also comes with multiple practice exams and 2 tries for the CPC and CPB exams.

Describe the due diligence made to locate other possible sources including communications with other universities, communications with similar providers, web searches, yellow page searches, review of advertisements and trade publications, etc.

List the other vendors who were contacted. Please describe the specs/qualifications/criteria that the other vendors were unable to satisfy.

UNM Continuing Education has done extensive searches on the web for this type of training, as medial coding and billing is one of the most popular and in demand courses. We know many of the other top educational providers that offer this type of training, this one with AAPC offers more exam tries and ability for student to have coding practice with their software along with opportunities for networking in their field.

Ed2Go – offers CPC (Certified Professional Coding) courses with the lowest online tuition. However, it does not offer the 2 exams and multiple tries.

HealthEd Today, Condensed Curriculum - offers a professional coding course – it does not offer the 2 exams and multiple tries.

CareerStep - medical coding and billing - it does not offer the 2 exams and multiple tries.
