About this file

This is a sole source/emergency procurement submission from the State of New Mexico's General Services Department regarding Amendment No. 1 to a utility billing system contract for the City of Santa Fe Public Utilities Department. The amendment authorizes the continued implementation, development, and support of the City's CIS Infinity utility billing system through Advanced Utility Systems, a business unit of N. Harris Computer Corporation. Phase 2 of the project encompasses six distinct scopes of work: Conservation/OpenGov/Syncta/Customer Contact Center interfaces; Electronic Bill Payment and Presentment (EBPP) Payment Interface; Scheduler Implementation; Business Process Review; Utility Billing Tier Rate Change; and On-Site Support. The contract term is extended from the original expiration date of September 27, 2029, through October 31, 2031, allowing sufficient time for completion of additional implementation activities and continued operational support. The submission was successfully filed on September 17, 2026, with document number 70-M0087-26-CP404 and is pending State Purchasing Division approval for posting.

Amendment No. 1 increases contract compensation by $2,416,966.61, establishing a total contract amount not to exceed $5,910,526.61, excluding applicable taxes. As a sole source procurement, any future amendments that modify the parties involved, change the nature and quantity of services, or alter the contract amount must be reposted for an additional 30-day approval period in accordance with New Mexico State Statute Section 13-1-126.1. The incumbent contractor, Advanced Utility Systems, continues as the service provider for this essential utility billing infrastructure project.
