About this file
This is a Sole Source Procurement Justification document submitted by the Village of Los Lunas Public Works Department, Wastewater Treatment Plant Division, requesting approval to purchase thirty-four (34) Trojan UV3000 64-inch lamp and sleeve kits (Part No. 331014-002) from Trojan Technologies Corp. located in Kentwood, Michigan. The UV3000 disinfection system is an integral component of the Village's wastewater treatment facility, providing ultraviolet disinfection of treated effluent necessary to maintain compliance with applicable discharge requirements. The procurement was submitted on August 14, 2026, by Wastewater Superintendent Craig Byers and approved by Procurement Officer Tamie Manns. No specific contract term, renewal options, site visits, or bidder meetings are referenced in the documentation.
The total procurement cost is $14,553.05, comprising $13,737.70 for equipment (34 units at $404.05 each) and $815.35 for freight and handling. The quotation QM0009066, dated August 12, 2026, expires September 11, 2026. The Village justified the sole source procurement under NMSA 1978, Section 13-1-126, citing that Trojan Technologies' equipment performance guarantee requires the use of manufacturer-approved and validated components. The justification emphasizes that use of non-approved replacement components from alternative manufacturers would compromise system performance, void the manufacturer's guarantee, create uncertainty regarding germicidal output and UV dose delivery, and introduce operational and compliance risk. Trojan Technologies provided written documentation confirming that UV lamps, sleeves, electronic ballasts, wiper seals, and other critical system components must be approved and validated by the manufacturer to ensure required performance standards and maintain the equipment guarantee.

From: Craig Byers Wastewater Superintendent
Subject: Sole Source Procurement – Trojan UV3000™ Lamp and Sleeve Kits
Procurement Description The Village of Los Lunas Public Works Department, Wastewater Division, is requesting approval for a
Sole Source Procurement for replacement ultraviolet (UV) lamp and sleeve kits for the existing Trojan UV3000™ disinfection system located at the Village of Los Lunas Wastewater Treatment Facility.
The UV3000 system is an integral component of the wastewater treatment process and provides ultraviolet disinfection of treated effluent. Reliable operation of the UV system is necessary to maintain adequate disinfection and continued compliance with applicable discharge requirements.
The proposed procurement consists of thirty-four (34) Trojan UV3000 64-inch lamp and sleeve kits, Part No. 331014-002.
Vendor Information Trojan Technologies Corp.
4310 44th Street SE Kentwood, MI 49512 Phone: 1-866-388-0488
Sole Source Justification This procurement is requested pursuant to NMSA 1978, Section 13-1-126, governing Sole Source Procurement.
The Village's existing UV3000 disinfection system was designed and manufactured by Trojan Technologies. The replacement UV lamps and sleeves are specialized components designed, tested, and validated for operation within the existing Trojan UV3000 system.
Trojan Technologies has provided written documentation confirming that maintaining the equipment performance guarantee requires the use of appropriate components and replacement parts that have been approved and validated by Trojan Technologies.

Wastewater Treatment Plant Division
According to Trojan Technologies, UV lamps, sleeves, electronic ballasts, wiper seals, and other critical system components directly influence the performance and reliability of the UV3000 system. Trojan cannot guarantee that the system will provide the required germicidal output or UV dose when lamps, ballasts, or other components that have not been approved and validated by Trojan Technologies are used.
Trojan further states that, in order to maintain the equipment performance guarantee, specialized system components and services should be purchased and contracted solely through Trojan Technologies. Trojan supplies only validated components that meet its established performance standards.
The Wastewater Division has therefore determined that the specified Trojan lamp and sleeve kits are unique and substantially related to the intended purpose of maintaining the performance and reliability of the existing UV3000 disinfection system.
Why Similar Products Cannot Meet the Intended Purpose Although replacement UV lamps or similar components may be commercially available from other manufacturers, those products have not been demonstrated to be approved and validated by Trojan Technologies for use in the Village's existing UV3000 system.
Use of non-approved components would introduce uncertainty regarding lamp output, ballast compatibility, system programming, germicidal performance, and the actual UV dose delivered by the system. It would also prevent Trojan Technologies from guaranteeing the performance of the UV3000 system.
The intended purpose of this procurement is therefore not merely to purchase UV lamps, but to obtain manufacturer-approved and validated replacement components that will maintain the designed performance, reliability, and equipment performance guarantee of the Village's existing UV3000 disinfection system.
For these reasons, an alternative manufacturer's product cannot be considered functionally equivalent for the intended purpose of this procurement.
Due Diligence The Wastewater Division reviewed the existing UV3000 equipment requirements and the manufacturer's written documentation regarding replacement components.
Based upon this review, the Division determined that:
1. Trojan Technologies is the manufacturer of the existing UV3000 disinfection system;
2. The requested lamps and sleeves are specifically designed and validated for the existing system;

3. Trojan Technologies requires the use of approved and validated components to maintain its equipment performance guarantee;
4. Trojan cannot guarantee required germicidal output or UV dose when non-approved components are installed; and
5. Similar replacement products cannot meet the Village's intended purpose of maintaining manufacturer-validated system performance without introducing additional operational and compliance risk.
Based upon these findings, the Wastewater Division has determined that Trojan Technologies is the appropriate sole source for these replacement components.
Cost Based on Trojan Technologies Quotation QM0009066, dated August 12, 2026, the procurement consists of:
Trojan Part No. 331014-002
LAMP P, SLV KIT 64" PTP/3B 4PK
Quantity: 34 Unit Price: $404.05 Equipment Total: $13,737.70 Freight and Handling: $815.35 Total Procurement Cost: $14,553.05
Operational Impact Failure to maintain the UV3000 system with manufacturer-approved replacement components could result in reduced UV output, inadequate disinfection performance, premature equipment failure, increased maintenance requirements, unplanned process downtime, and an increased risk of non-compliance with applicable wastewater discharge requirements.
Because UV disinfection represents a critical treatment barrier prior to discharge, maintaining known and validated equipment performance is necessary for reliable operation of the wastewater treatment facility.
Certification I certify that the information contained herein is accurate to the best of my knowledge and that this procurement is necessary to maintain the operational integrity and manufacturer-validated performance of the Village of Los Lunas UV3000 disinfection system.
Based upon the manufacturer's documentation and the Wastewater Division's review of the equipment requirements, the requested components meet the requirements for a Sole Source Procurement pursuant to NMSA 1978, Section 13-1-126.

RE: Trojan System: UV3000
To Whom It May Concern:
In the Engineered Submittal Package for the Trojan System, Trojan provided an equipment performance guarantee stating that the system will meet the required level of disinfection provided that the system is operated and maintained in accordance with recommendations made by Trojan Technologies.
In order for this equipment guarantee to be maintained, it is imperative that the appropriate components and replacement parts be used in the system. There are key replacement parts and system components that directly influence the performance and reliability of the system. Among these critical replacement parts are the UV lamps, sleeves, electronic ballasts, wiper seals, Acti-clean Gel, printed circuitry etc. Without using lamps, ballasts, and other components that are approved and validated by Trojan Technologies, we cannot guarantee that the system will provide the required germicidal output. Subsequently, we cannot guarantee that the required UV dose is being delivered, if lamp output, ballast efficiency and system programming is unknown.
In order to keep the equipment performance guarantee intact, it is recommended that specialized system component(s) and Service are solely purchased and contracted from Trojan Technologies, located in London, ON. Trojan purchases only validated system components, from our suppliers and only those component(s) meeting our performance standards are passed on to our customers.
