About this file
This is a Sole Source Procurement Notice of Intent issued by the City of Farmington, New Mexico, for the continuation of Outage Management and Communications Software (OMS) maintenance and support services. The notice indicates the City's intent to award a sole source contract to Milsoft Utility Solutions for annual software maintenance and support services. The software systems—Milsoft Utility Solutions OMS and Hosted IVR (Interactive Voice Response)—integrate with each other to support safe and efficient dispatch of trouble crews to field outages. This procurement represents a continuation of standardization from the original competitive RFP #14-99810 through which the software was initially procured. Interested parties have until 5:00 PM on July 31, 2026—15 days from the notice date of July 15, 2026—to submit written evidence demonstrating that more than one firm possesses the requisite skills and functionality to perform the contract services. If such evidence is presented and verified, the City may issue a competitive solicitation instead of proceeding with the sole source award.
The contract is valued at $64,580.25 per year for a three-year term with Milsoft Utility Solutions, located at 4400 Buffalo Gap Road, Suite 5150, Abilene, Texas 79606. The sole source determination is based on the specialized integration requirements that only the manufacturer can provide, as both the OMS and Hosted IVR systems require maintenance and support that Milsoft alone can deliver. Interested firms must submit their evidence through the online bidding system to Jennifer Rowland, Chief Procurement Officer (CPO, CPPB, NIGP-CPP) at the City of Farmington's Purchasing Department.
