About this file
This is a UNM Proposed Sole Source Purchase Form submitted by the University of New Mexico Hospital (UNMH) for the renewal of MIM Software medical imaging platform licensing and support services. The requestor is Andrew Seiger, Manager of Clinical Imaging Systems within IT-Radiology Informatics. UNMH is seeking to continue licensing, subscription services, software assurance, maintenance, upgrades, professional services, technical support, and related proprietary products and services for its existing MIM Software clinical imaging environment. The purchase encompasses MIM applications, modules, add-on functionality, and associated clinical imaging tools including MIM Encore, MIM Assistant, MIMneuro, Invia:4DM Premium, and SurePlan Liver Y90. The contract term is one year, effective August 1, 2026 through July 31, 2027, with an option to renew subject to NMSA 1978, Section 13-1-150. The proposed vendor is GE HealthCare LLC (formerly MIM Software Inc., which was acquired by GE HealthCare), located at 3000 N. Grandview Boulevard, Waukesha, Wisconsin 53188.
The total procurement amount is $95,000 for the one-year renewal term. This sole source procurement is justified on three primary bases: (1) MIM Software is proprietary medical device software available only from GE HealthCare LLC and its affiliates, (2) compatibility requirements with UNMH's existing implemented MIM environment make replacement with another vendor's platform impractical due to the significant clinical and operational disruption that would result, and (3) this purchase constitutes a renewal of existing software licensing, maintenance, and support services rather than acquisition of a new platform. UNMH has obtained written confirmation from MIM that it is the sole manufacturer of MIM Software and provides support and maintenance for U.S. customers. The document notes that following GE HealthCare's acquisition of MIM, applicable MIM business operations, assets, rights, and obligations transferred to GE Precision Healthcare LLC effective February 2, 2026. The form was created on August 26, 2026, and approved by Jeffrey Gilmore on August 27, 2026.

Provide a basic description of goods/services to be provided:
The University of New Mexico Hospital ("UNMH") is requesting renewal of software licensing, subscription services, software assurance, maintenance, upgrades, professional services, technical support, and related proprietary products and services for its existing MIM Software clinical imaging environment.
MIM Software is an advanced medical imaging platform used to support clinical imaging, visualization, processing, analysis, quantification, treatment planning, and related diagnostic and nuclear medicine workflows.
The existing UNMH environment consists of MIM Software applications, modules, add-on functionality, and associated clinical imaging tools used by UNMH clinicians as part of established patient-care workflows.
This purchase will provide continued licensing, maintenance, software assurance, updates, technical support, and related services for the existing MIM Software environment, including applicable MIM clinical applications, modules, add-ons, interfaces, and other MIM functionality required to support UNMH's current and ongoing clinical imaging needs.
The purchase may also include additional licenses, modules, functionality, upgrades, or related MIM products and services that are required during the term to expand, maintain, or enhance the existing MIM Software environment, provided such products and services remain within the scope of the proprietary MIM platform and this sole source procurement.
The current purchase is for the continuation and support of MIM technology already implemented and utilized within UNMH and is not the acquisition of a new or competing clinical imaging platform
This Sole Source may support multiple purchase orders and applicable contracts or contract amendments for additional MIM functionality, licenses, support, maintenance, upgrades, and related proprietary products and services within the approved scope of this sole source, and may support extensions of the term pursuant to
NMSA 1978, Section 13-1-150, as applicable.

Why is this purchase needed?
UNMH has an established MIM Software clinical imaging environment that supports ongoing clinical imaging, nuclear medicine, diagnostic, treatment-planning, and related patient-care workflows.
Continued licensing, software assurance, maintenance, updates, and technical support are required to maintain the existing MIM environment as a vendor-supported clinical system. The purchase allows UNMH to maintain existing MIM applications and functionality while also permitting the environment to be expanded or upgraded as UNMH's clinical and operational requirements evolve.
A lapse in applicable licensing, maintenance, or support could affect UNMH's ability to obtain manufacturer support, software maintenance, updates, upgrades, and other services necessary to maintain the MIM environment.
This purchase therefore provides continuity for technology already implemented and utilized within UNMH and supports the ongoing availability and reliability of established clinical imaging workflows.
The vendor has advised UNMH that the existing service and maintenance coverage is approaching expiration and that renewal is necessary to ensure continuation of service.
II. BASIS FOR SOLE SOURCE PROCUREMENT. CHOOSE APPLICABLE
BOX(ES) AND PROVIDE ADDITIONAL INFORMATION, AS REQUESTED:
☒ Proprietary item, technology or service only available from the proposed vendor. (Check box and describe proprietary component)
MIM Software has provided written confirmation that MIM Software Inc., a GE HealthCare Company, and its affiliates are the sole manufacturer of MIM Software medical device software and that MIM provides support and maintenance for its United States customers and markets where it has direct representation.
The MIM clinical imaging platform, its applications, modules, add-on functionality, software updates, upgrades, and associated manufacturer support are proprietary MIM technologies and services.
UNMH's requirement is specifically for the continued licensing, maintenance, support, and enhancement of its existing proprietary MIM Software environment. Another medical imaging software manufacturer cannot provide the same manufacturer-authorized MIM software, product updates, upgrades, maintenance, and product-specific support required for this environment.
☒ Compatibility requirement with existing item, technology or service. (Check box and describe compatibility requirement)
The products and services being procured must be compatible with UNMH's existing MIM Software clinical imaging environment. UNMH has already implemented MIM applications, modules, add-on functionality, and associated clinical imaging tools as part of established clinical and patient-care workflows.
The existing MIM environment has been implemented and configured for UNMH's clinical operations, and staff are trained and experienced in the use of the MIM applications. The system also operates as part of
UNMH's broader clinical technology environment and established imaging workflows.
Replacing the existing MIM environment with another manufacturer's product would therefore constitute a significant clinical information technology replacement project rather than an alternative source for the licensing, maintenance, support, upgrades, and related services being procured under this sole source.
A replacement would require UNMH to evaluate and procure a new clinical imaging platform; design and implement the necessary interfaces and integrations with UNMH's existing clinical systems; complete applicable information security, technical, and clinical reviews; migrate or otherwise address existing data and workflows; configure and validate the replacement system; conduct testing prior to production use; develop new procedures and workflows; and train clinical, technical, and administrative staff on the replacement technology.
Such a replacement would also require additional implementation resources and expenditures beyond the cost of the software itself, including potential interface development, implementation and professional services, testing and validation, project management, cybersecurity review, staff training, and ongoing support.
Transitioning established clinical workflows to another platform could also create operational disruption and potential interruption to the clinical services currently supported by the MIM environment.
For these reasons, compatibility with UNMH's existing MIM environment is a material requirement of this procurement. The requested MIM products and services allow UNMH to maintain, support, upgrade, and, as necessary, expand the existing proprietary environment without requiring replacement of an established clinical imaging platform.
☒ Renewal of support/maintenance/subscription of software, technology or other intellectual property. (Check box and describe)
This purchase provides for the continuation of software licensing, subscription services, software assurance, maintenance, technical support, updates, upgrades, and related services for UNMH's existing MIM Software environment.
The current purchase is primarily a renewal of existing MIM products and services. However, the sole source also supports additional MIM licenses, modules, add-on functionality, upgrades, and related proprietary products or services that may become necessary to maintain, expand, or enhance the existing environment during the applicable procurement period.
Any such additions must remain directly related to the proprietary MIM Software environment and within the approved scope and dollar authority of the sole source procurement.
☒ Other Basis for Sole Source: Please describe below:
UNMH has a longstanding established MIM Software environment. Following GE HealthCare's acquisition of
MIM, MIM notified its customers that, effective February 2, 2026, certain MIM assets, rights, and obligations would transfer to GE Precision Healthcare LLC as part of the integration of the MIM business with GE
HealthCare.
MIM formally notified customers that effective February 2, 2026, applicable MIM assets, rights, and obligations would transfer to GE Precision Healthcare LLC. The notification states that MIM's applicable commercial business operations would transition under GE Precision and that GE Precision would continue the applicable services and warranty support and assume the obligations and liabilities associated with assigned
MIM contracts.
Accordingly, the current purchase being issued through GE Precision Healthcare LLC does not represent
UNMH changing from MIM to a new clinical imaging vendor. Rather, it represents continuation of UNMH's existing MIM Software environment following the corporate and legal integration of MIM into GE HealthCare.
III. SUPPLEMENTAL DETAILS. PLEASE PROVIDE ADDITIONAL INFORMATION AS
REQUESTED BELOW:
Describe in detail the unique capabilities of the proposed vendor’s goods/service and/or personnel performing the work and why this constitutes the only source. Focus on what is unique about the goods/service and why no other vendor could meet your needs.
The MIM Software clinical imaging environment is proprietary medical device software used by UNMH to support advanced clinical imaging and associated diagnostic, treatment-planning, nuclear medicine, and patient-care workflows.
The uniqueness of the purchase is based on UNMH's requirement to continue operating, maintaining, supporting, and, when necessary, expanding its existing MIM Software environment.
MIM Software and its associated applications, modules, add-ons, updates, upgrades, and technical support are proprietary to MIM. MIM has provided written confirmation that MIM Software Inc., a GE HealthCare
Company, and its affiliates are the sole manufacturer of MIM Software medical device software and provide support and maintenance for U.S. customers.
As a result, another medical imaging software manufacturer cannot provide manufacturer maintenance, software assurance, proprietary updates or upgrades, MIM-specific technical support, or additional proprietary
MIM functionality for UNMH's existing environment.
The current quotation demonstrates the breadth of the existing MIM environment, including MIM Encore, MIM
Assistant, MIMneuro, Invia:4DM Premium, SurePlan Liver Y90, and associated MIM functionality. These products operate within the broader MIM Software environment and should therefore be treated as components of the same proprietary clinical imaging platform rather than as unrelated procurements.
Should UNMH require additional MIM licenses, modules, add-on functionality, or upgrades during the applicable procurement period, those requirements would similarly be components or enhancements of the existing proprietary MIM platform.
An alternative vendor could potentially provide a different medical imaging product with some comparable capabilities. However, that vendor could not provide the proprietary MIM products and manufacturer support required to maintain or enhance UNMH's existing MIM environment. Acquisition of another manufacturer's platform would constitute a separate system replacement or new-system procurement rather than an alternative source for the MIM products and services covered by this sole source.
Describe the due diligence made to locate other possible sources including communications with other universities, communications with similar providers, web searches, yellow page searches, review of advertisements and trade publications, etc.
UNMH reviewed the nature of the requested potential purchase and determined that the requirement is for continuation, maintenance, support, and potential expansion of an existing proprietary MIM Software clinical imaging environment, rather than the competitive acquisition of a new medical imaging platform.
As part of its procurement review, UNMH obtained written documentation from MIM confirming that MIM
Software Inc., a GE HealthCare Company, and its affiliates are the sole manufacturer of MIM Software medical device software and provide support and maintenance for U.S. customers.
UNMH also reviewed documentation concerning GE HealthCare's acquisition and integration of MIM to determine the appropriate contracting entity for the continued MIM products and services. That documentation confirms the transfer of applicable MIM business operations, assets, rights, obligations, and contracts to GE
Precision Healthcare LLC effective February 2, 2026.
Because UNMH's requirement is specifically for proprietary products and services associated with its existing
MIM Software environment, another medical imaging software manufacturer would not constitute an alternative source for the same requirement.
A competitive evaluation of another manufacturer's medical imaging platform would constitute a materially different procurement involving potential replacement of, or implementation of a separate system alongside, the existing MIM environment.
Based upon the nature of the existing environment and the manufacturer's written sole-source representation, UNMH determined that no reasonably available alternative source can provide the same proprietary MIM products, manufacturer maintenance, support, software assurance, updates, upgrades, and MIM-specific functionality required under this procurement.
List the other vendors who were contacted. Please describe the specs/qualifications/criteria that the other vendors were unable to satisfy.
UNMH's requirement is not for the acquisition of a new general-purpose medical imaging platform. The requirement is for continued licensing, subscription services, maintenance, software assurance, support, upgrades, and related proprietary products and services associated with the existing MIM Software environment.
MIM has confirmed that it and its affiliates are the sole manufacturer of MIM Software medical device software and provide the applicable support and maintenance.
Other medical imaging vendors may offer products that perform some similar clinical functions; however, they cannot provide MIM's proprietary software, manufacturer-authorized MIM maintenance and support, MIM software assurance, proprietary updates and upgrades, or additional MIM modules and functionality necessary to maintain or expand UNMH's existing environment.
Accordingly, contacting competing software manufacturers for this particular requirement would not identify another source for the proprietary MIM products and services being procured. Acquisition of another manufacturer's technology would instead constitute a separate procurement for a replacement or additional clinical imaging platform.
