About this file

This is a Proposed Sole Source Purchase Form submitted by the University of New Mexico Hospital (UNMH) to continue subscription licensing, maintenance, support, upgrades, enhancements, and related services for its existing Primordial Follow Up Manager application. The Follow Up Manager is a clinical imaging workflow application used within UNMH's radiology technology environment to manage imaging findings and associated clinical workflows. The sole source procurement covers a one-year renewal term from August 1, 2026 through July 31, 2027, with an option to renew subject to New Mexico Procurement Law Section 13-1-150. The procurement includes Follow Up Manager software licensing, test-server software licenses, production and test HL7 inbound interfaces, and related products or services such as updates, upgrades, additional licenses, interfaces, integration, configuration, training, and professional services. Products and services may be procured on an as-needed basis through multiple purchase orders, quotes, statements of work, or other ordering documents during the approved sole-source period, subject to available funding and UNMH procurement requirements.

The proposed vendor is Primordial Design, Inc., located at 8770 West Bryn Mawr Avenue, Suite 1300, Chicago, Illinois 60631, with a proposed amount of $204,654.96. The sole source justification is based on the proprietary nature of the Follow Up Manager technology, compatibility requirements with UNMH's existing environment, and the continuation of support and maintenance for an already-implemented system. UNMH determined that no other vendors were contacted because alternative software providers cannot supply Primordial's proprietary software licenses, manufacturer-issued updates and upgrades, or product-specific maintenance and technical support. Transitioning to a replacement vendor would require substantial additional costs, implementation time, data migration, interface redevelopment, system configuration, testing, workflow changes, staff training, and operational disruption to established clinical workflows. The form was prepared by requestor Andrew Seiger (Manager, Clinical Imaging Systems, IT – Radiology Informatics) and approved by Jeffrey Gilmore on August 27, 2026.

Buyer Team - See Commodity list at http://purchase.unm.edu/department-information/comm-code-listing.pdf Provide a basic description of goods/services to be provided:

The University of New Mexico Hospital ("UNMH") is seeking to procure continued subscription licensing, maintenance, support, upgrades, enhancements, and related services for its existing Primordial Follow Up

Manager application environment.

Follow Up Manager is an established clinical imaging workflow application used within UNMH's radiology technology environment to support the management and follow-up of applicable imaging findings and associated clinical workflows.

The existing environment includes the Follow Up Manager application and supporting technology necessary for its continued operation, including production and test interfaces and test-server software. The current Primordial order specifically includes Follow Up Manager software licensing, a test-server software license, and production and test HL7 inbound interfaces.

This sole source is intended to support the continued operation and lifecycle management of the existing Follow

Up Manager environment and may support one or more purchase orders or ordering documents for applicable subscription licensing, maintenance, support, updates, upgrades, additional licenses or functionality, interfaces, integration, configuration, training, professional services, and other related Primordial products or services necessary to maintain, support, enhance, or expand the existing application during the applicable sole-source period.

Products and services may be procured on an as-needed basis through one or multiple purchase orders, quotes, statements of work, order forms, or other applicable ordering documents during the approved sole-source period, subject to available funding and applicable UNMH procurement and contracting requirements.

Why is this purchase needed?

UNMH requires continued access to Follow Up Manager to maintain the established clinical follow-up workflows currently supported by the application. The system is already implemented within UNMH's environment and operates with established configurations, workflows, infrastructure, and HL7 interfaces.

Continued licensing and support are necessary to keep the application operational, supported, and available to the UNMH personnel and workflows that rely upon it. Failure to maintain the existing application could affect mailto:seiger@salud.unm.edu http://purchase.unm.edu/department-information/comm-code-listing.pdf mailto:seiger@salud.unm.edu http://purchase.unm.edu/department-information/comm-code-listing.pdf established follow-up processes and require UNMH to develop alternative processes or technology to replace functionality currently provided through Follow Up Manager.

Continuation with Primordial allows UNMH to maintain, support, enhance, and expand its existing Follow Up

Manager application, established workflows, interfaces, configurations, and data without the cost, operational disruption, implementation risk, and resource requirements associated with replacing an established clinical technology environment.

II. BASIS FOR SOLE SOURCE PROCUREMENT. CHOOSE APPLICABLE

BOX(ES) AND PROVIDE ADDITIONAL INFORMATION, AS REQUESTED:

☒ Proprietary item, technology or service only available from the proposed vendor. (Check box and describe proprietary component)

Primordial Design, Inc. is the provider of the proprietary Follow Up Manager technology currently implemented within the UNMH environment.

Primordial controls the applicable software licensing, manufacturer-issued updates and upgrades, product development, maintenance and technical support, and proprietary technical resources associated with Follow

Up Manager. Certain requirements involving the application, including software upgrades, enhancements, technical remediation, product-specific configuration, and specialized professional services, require

Primordial's proprietary technology, expertise, or direct involvement.

Accordingly, another unrelated software vendor cannot independently provide the proprietary Follow Up

Manager licensing or manufacturer-specific services required to continue and support UNMH's existing application.

☒ Compatibility requirement with existing item, technology or service. (Check box and describe compatibility requirement)

The requested products and services must remain compatible with UNMH's existing Follow Up Manager environment, including its established application configuration, clinical workflows, infrastructure, interfaces, integrations, and data.

The current environment includes test-server software licensing and production and test HL7 inbound interfaces, demonstrating that Follow Up Manager operates within an established UNMH technology environment.

Any additional licenses, functionality, upgrades, interfaces, configuration, integration, or professional services purchased under this sole source must maintain compatibility and interoperability with that existing environment.

☒ Renewal of support/maintenance/subscription of software, technology or other intellectual property. (Check box and describe)

This procurement continues UNMH's existing Follow Up Manager technology and is not an acquisition of new or competing technology.

Continued subscription licensing, maintenance, support, updates, upgrades, enhancements, and related services are required to preserve UNMH's existing investment in the application and maintain the software throughout its lifecycle.

☐ Other Basis for Sole Source: Please describe below:

III. SUPPLEMENTAL DETAILS. PLEASE PROVIDE ADDITIONAL INFORMATION AS

REQUESTED BELOW:

Describe in detail the unique capabilities of the proposed vendor’s goods/service and/or personnel performing the work and why this constitutes the only source. Focus on what is unique about the goods/service and why no other vendor could meet your needs.

Primordial is uniquely qualified to provide the requested products and services because it provides the proprietary Follow Up Manager technology currently implemented at UNMH and possesses the product-specific expertise and resources necessary to license, maintain, support, upgrade, enhance, configure, integrate, and provide specialized services for the existing application.

The Follow Up Manager application has an established presence within UNMH's clinical and technology environment, including configurations, workflows, data, interfaces, integrations, and related components supporting UNMH's clinical imaging operations. Primordial possesses specialized knowledge of its application architecture, functionality, configuration requirements, upgrade processes, technical dependencies, and product development necessary to support the existing environment.

Another software vendor cannot independently provide Primordial's proprietary Follow Up Manager software licenses, manufacturer-issued software updates or enhancements, product-specific upgrades, manufacturer maintenance and technical support, or professional services requiring access to Primordial's proprietary technology and resources.

UNMH has also made a substantial investment in the existing environment. The application has been implemented and configured for UNMH operations, integrated into established workflows and systems, and is utilized by personnel familiar with the technology.

Transitioning to another vendor would not constitute a simple change in suppliers. It would require UNMH to evaluate, procure, and implement a replacement software solution. Depending upon the replacement technology, this could require a new information security and technical review; implementation and project resources; data conversion or migration; redevelopment and validation of interfaces and integrations; system configuration; testing and clinical/technical validation; workflow redesign; and retraining of clinical, operational, and technical personnel.

These activities would require significant additional cost and implementation time and could create operational disruption and potential interruption to established clinical workflows and patient care.

Additionally, replacement of a functioning system solely for the purpose of obtaining continued software licensing, maintenance, support, upgrades, or related services would duplicate prior UNMH investments in implementation, configuration, integration, training, and system adoption.

Continuation with Primordial preserves UNMH's existing technology environment, established workflows and integrations, staff knowledge, and continuity of operations while avoiding unnecessary costs, implementation time, duplication of effort, and operational risks associated with replacing an established clinical system.

Accordingly, Primordial is the only reasonable source for the proprietary products and manufacturer-specific services necessary to continue, maintain, support, upgrade, expand, and enhance UNMH's existing Follow Up

Manager environment.

Describe the due diligence made to locate other possible sources including communications with other universities, communications with similar providers, web searches, yellow page searches, review of advertisements and trade publications, etc.

Other software vendors may offer products with some similar general functionality; however, those products would constitute replacement technology and would not provide the proprietary licensing, maintenance, technical support, updates, upgrades, enhancements, or manufacturer-specific professional services required for UNMH's existing Primordial Follow Up Manager environment.

The requirement under this procurement is not for selection of a new software application. It is for continued operation and lifecycle support of proprietary technology already implemented and utilized within UNMH.

An alternative software provider would require UNMH to procure and implement a replacement solution rather than maintain the existing application. Such a transition could require applicable information security and technical reviews, implementation and project resources, data migration, redevelopment and testing of interfaces and integrations, system configuration and validation, workflow changes, staff training, and other transition activities.

Pursuing replacement technology solely to obtain the functionality and services already available through the existing Primordial application would result in substantial duplicative costs, additional implementation time, and increased technical and operational risk. Transition to a replacement application could also create disruption to established clinical workflows and potential interruption to patient-care operations during implementation and transition.

Based on the proprietary nature of the existing application, compatibility requirements, existing UNMH investment, and the operational and financial impact associated with replacing the established environment, another software provider would not constitute an equivalent source for the products and services being procured.

List the other vendors who were contacted. Please describe the specs/qualifications/criteria that the other vendors were unable to satisfy.

No other vendors were contacted for quotations because this procurement is for continued licensing, maintenance, technical support, updates, upgrades, enhancements, additional functionality, and related products and services for an existing proprietary Primordial Follow Up Manager application.

While other software manufacturers may offer products with similar general functionality, they cannot provide

Primordial's proprietary Follow Up Manager software licenses, manufacturer-issued updates and upgrades, product-specific maintenance and technical support, or professional services requiring access to Primordial's proprietary technology.

Another software manufacturer's product would therefore constitute a replacement system rather than an alternative source for maintaining and supporting UNMH's existing Follow Up Manager environment.

Replacement would require a separate implementation and could require new security and technical reviews, data migration, redevelopment of interfaces and integrations, configuration, testing and validation, workflow changes, staff training, and other implementation resources and expenditures.
