About this file

This is a Quality Assurance (QA) documentation file for the New Mexico Department of Transportation related to Hot Mix Asphalt (HMA) and Open-Graded Friction Course (OGFC) in-place construction projects. The document establishes QA requirements and testing protocols for asphalt paving operations conducted under state contracts. The file outlines specifications for material sampling, testing procedures, and quality control measures that contractors must comply with during the installation of HMA and OGFC layers on roadway projects throughout New Mexico. Testing requirements include density verification, gradation analysis, binder content determination, and compaction verification at specified intervals during construction. The QA protocols establish acceptance criteria and rejection procedures for materials and workmanship that do not meet state specifications.

The QA standards documented serve as the quality baseline for all HMA and OGFC projects procured by the state, ensuring consistency and durability across all asphalt paving work. These requirements apply to all contractors bidding on or awarded New Mexico Department of Transportation asphalt paving contracts and function as mandatory compliance standards rather than optional specifications. The documentation reflects industry best practices and ASTM testing standards applicable to hot mix asphalt production and placement, with enforcement mechanisms for non-conforming work. Contractors must maintain detailed testing records and documentation throughout project execution, with results subject to state review and verification.

Q&A Question: : Due to the fluctuation in Asphalt Binder prices, would you consider adding the NMDOT Monthly Asphalt Binder Procedure to this project to simplify any escalation discussion related to Asphalt Binders?

Answer: No. The price agreement has an escalation clause that will be utilized to evaluate the end for modifying (escalating) the cost of any material, including asphalt binders, based on increased material costs.
