About this file
This document is a U.S. Army Corps of Engineers permit letter dated August 13, 2025, from the New England District addressed to the Town of Fairfield, Connecticut, regarding a culvert replacement project. The proposed work involves replacing a 36-inch corrugated metal pipe culvert with a new 36-inch wide by 22-foot-long culvert along Browns Brook. The project will permanently impact 20 square feet of a freshwater stream and 29 linear feet below the ordinary high water mark, with additional temporary impacts of 6 square feet of freshwater wetlands and 42 square feet of the brook due to site work, tree removal, and cofferdam installation.
The project is located on Verna Hill Road, approximately 70 feet from Hillside Road in Fairfield, Connecticut, with precise coordinates of Latitude 41.17232 and Longitude -73.28611. The U.S. Army Corps of Engineers has authorized the project under Connecticut General Permits (GPs), determining it will have minimal individual and cumulative impacts on wetlands and waters of the United States. The permit requires the Town of Fairfield to ensure the work meets all terms and conditions of the CT GPs, and has been recorded as a permittee self-verification in their database. The project will require coordination with other federal, state, and local approvals, with point of contact for questions being Mr. Matthew Hackett.

Dear Mr. Hurley:
PROPOSED WORK/LOCATION: The project will replace a 36-inch corrugated metal pipe culvert with a new culvert measuring 36 inch wide by 22-foot-long, permanently impacting 20 square feet (SF) of a freshwater stream (Browns Brook) along 29 linear feet below the ordinary high water mark (OHWM). There will be temporary impacts to 6 SF of freshwater wetlands associated with site work and tree removal and temporary impacts to Browns Brook with cofferdams in 42 SF. The project is located in the Browns Brook bypass and wetlands on Verna Hill Road, approximately 70 feet from Hillside Road, at Latitude 41.17232 and Longitude - 73.28611, in Fairfield, Connecticut.
We have reviewed your proposal to perform work within U.S. Army Corps of Engineers jurisdiction. We have assigned this file number NAE-2025-01604. Please reference this number in any future correspondence with us.
Since your project may have only minimal individual and cumulative impacts on wetlands and other waters of the United States, it is authorized by the U.S. Army Corps of Engineers under the Connecticut General Permits (GPs). This authorization does not obviate the need to obtain other federal, state, or local approvals. You are responsible for ensuring that the work meets the terms and conditions of the CT GPs. We have recorded this project as permittee self-verification of the CT GPs in our database.
Please contact Mr. Matthew Hackett of my staff at (978) 318-8321 or matthew.r.hackett@usace.army.mil if you have any questions.
Sincerely, Daniel B. Breen Chief, Transportation and Utilities Section Regulatory Division
