About this file

The document is an Invitation to Bid (ITB) issued by the Town of Fairfield, Connecticut, specifically the Engineering Department, for a Culvert Replacement Project on Verna Hill Road. The project involves replacing a damaged 36-inch culvert pipe near the intersection of Verna Hill Road and Hillside Road, which was impacted by Storm Ida and approved by USACE, FEMA, and the Fairfield Inland Wetland Commission. The proposed replacement will be a 36-inch reinforced concrete pipe approximately 24 feet in length, with a potential alternative of a High-Density Polyethylene pipe pending approvals. A mandatory site meeting is scheduled for September 25th, 2025, at 10:00 am, and the project goal is to complete all work by October 30th, 2025, with a 30-day construction timeline.

The project specifications are based on a combination of Town specifications and CT DOT Form 819, with detailed requirements for mobilization, site preparation, excavation, pipe installation, pavement restoration, and environmental considerations. The contractor will be responsible for traffic management, erosion control, utility coordination, and site restoration. A bid bond of 5% of the total estimated bid is required, with small businesses having the option to provide an irrevocable letter of credit or cashier's check. The project includes provisions for potential add-alternate items, such as additional roadway repairs, slope stabilization, and a parapet stone wall repair. The town has allocated funds for police protection and will handle future guiderail installation after project completion.

TOWN OF FAIRFIELD

INVITATION TO BID

2026-12 Culvert Replacement – Verna Hill Road

The Town of Fairfield (Town) on behalf of its Engineering Department (ENG) is seeking competitive bids from qualified Contractors to provide all labor, material, equipment, and all else necessary for the Verna Hill Road Culvert replacement as specified.

PROJECT OVERVIEW

This project is for the replacement of pipe/culvert under Verna Hill Road located near the intersection of Verna Hill Road and Hillside Road in Fairfield, CT. This culvert experienced damage during Storm Ida and is beyond repair. Replacement is necessary and is approved by USACE and FEMA and the Town of Fairfield Inland Wetland Commission. The damaged pipe is approximately 36 inch x 22 inch ACCMP sleeved within a collapsing 5 ft x 3 ft stone culvert used as a bypass pipe.

There is a “sister” 4.5 ft by 6ft high stone culvert that carries Browns Brook that was not damaged by the storm located approximately 80 ft west of the damaged pipe. The sister stone culvert will remain as is and is not in the project replacement contract.

PROJECT SCHEDULE

The awarded Contractor shall have site access upon contract execution. The Town is anticipating all work to be substantially completed by October 30th, 2025.

SITE VISIT

A site meeting will commence at Verna Hill Road and Hillside Road intersection, Fairfield, CT 06824 at 10:00am Thursday, 25th September 2025 for all prospective bidders who are interested in bidding this project.

The project will follow CT Soil and Sediment Control Guidelines.

SPECIFICATIONS

The Town will base the specifications on a combination of Town specifications and CT DOT Form 819 specifications.

Because of the small nature of the project, several items have been combined or had the method of payment revised. Most quantities are known and the project has basic limits of construction. Listed in the Bid Pricing Proposal Form and specifications are Add Alternate Items. These are listed in case of additional material is required to stabilize the slope and/or complete the project. Approval of the Engineer is required for reuse of any material at a location outside of the work area. Stream material reuse area is estimated at 120 square feet, basically the length and width of the culvert.

6. 36 Inch Diameter Reinforced Concrete Pipe - The Contractor shall supply, install and set at proper invert elevation and location 36 inch RCP. Also included in this pay item is a 6 inch concrete anti seep collar to prevent “piping” flow to occur around the pipe AND pipe bedding material – 4 inch thick layer.
