About this file

Harris County has issued a bid specification for reflective sign making sheeting and related items for Harris County Precinct 1, seeking qualified vendors to provide traffic signage materials. The contract is for one year, beginning approximately October 1, 2025, with four potential one-year renewal options. The specification outlines detailed requirements for various reflective sheeting products from manufacturers like 3M and Avery, including white reflective rolls in different sizes and types (AGEP, HIP, Diamond Grade, ElectroCut Film) that must meet or exceed Texas Department of Transportation (TxDOT) standards.

The bid allows for equivalent products with detailed technical specifications, and Harris County reserves the right to purchase more or less than estimated quantities. Pricing must be all-inclusive, covering labor, material, equipment, and testing costs, with no separate line-item charges accepted. The county may award to multiple vendors as primary and secondary suppliers, and will evaluate bids based on overall best value, considering factors such as price, vendor capacity, performance quality, and time constraints. The specification emphasizes a commitment to engaging minority and woman-owned businesses (M/WBEs) and expects vendors to support the county's procurement diversity goals.
