About this file
This is a specifications bid document for the Milwaukee County Highway Department outlining a mill and overlay project at five locations across county roads and parkways. The scope of work includes milling existing asphalt pavement to a uniform depth of up to 2 inches and constructing a one-course asphalt overlay with an average compacted thickness of 2 inches using 5MT 58-28S asphalt mix at the following locations: W. Silver Spring Drive (CTH Road), W. Beloit Road (CTH Road), Oak Creek Parkway near Grant Park, Whitnall Park Drive near Boerner Botanical Gardens, and Park Drive near Greenfield Park. Bidders must submit separate bids for each location. The project advertisement period runs from March 30 through April 17, with an optional on-site meeting scheduled for Thursday, April 9 at 11:00 AM, beginning at W. Silver Spring Drive (10310 W Silver Spring Drive, Milwaukee, WI 53225) and proceeding to locations 5, 2, 4, and 3 in that order. All work must be completed before November 1, 2026.
The bid specifications require contractors to apply tack coat to all milled surfaces prior to paving, provide and maintain all required traffic control throughout construction, and include all necessary crossovers to maintain traffic flow. Contractors must submit a schedule with dates and times for work execution, as the Milwaukee County Department of Transportation must provide notice to residents and businesses; parkway schedules are particularly critical due to potential conflicts with special events and public activities. No pavement markings or striping are required, as these will be performed by MCDOT. All work must comply with applicable WisDOT Specifications Section 330 (Milled Pavement), Section 450 (General Asphalt Pavement Requirements), and Section 460 (Hot Mix Asphalt Pavement), which govern milling depths, surface preparation, tack coat application, asphalt material properties, mix gradation, binder grade specifications, compaction requirements, and quality control procedures.
