About this file

This Request for Proposal (RFP #26-001) is issued by Tarrant County College District (TCCD), a two-year college district comprising five physical campuses and one online campus located in the Fort Worth metropolitan area. TCCD seeks a vendor to provide SIP Trunking and Transport Services to enhance the reliability, scalability, and efficiency of its enterprise voice communications across all campuses and administrative locations. The project encompasses the provisioning and integration of SIP Trunking and Transport Services with TCCD's existing IP telephony environment, delivery of resilient transport services for reliable connectivity and redundancy, and support for current and future communication needs while meeting regulatory, emergency services, and security requirements. The online pre-proposal meeting is scheduled for Wednesday, January 21, 2026, at 3:00 PM via Microsoft Teams. The deadline for submitting questions is Monday, January 26, 2026, at 5:00 PM. Proposals are due Wednesday, February 4, 2026, at 2:00 PM, with evaluations expected by Wednesday, February 11, 2026, at 2:00 PM. Responses must be submitted through the TCCD Bonfire e-Procurement platform, though hard copy proposals may be accepted. The contract term is not specified in the solicitation, though proposals must remain valid for a minimum of 180 days after the submittal deadline.

The pricing proposal will be evaluated on a 0-10 scale, with the lowest qualified cost proposal receiving maximum points, and all other bids scored proportionally using the formula (Low cost/proposed cost) × 10. Price accounts for 30 percent of the total evaluation score. The scoring matrix allocates the remaining 70 percent across multiple criteria: Scope of Work Responses (25%), Extent to Which Goods or Services Meet District Needs (15%), Quality Control on Similar Projects (10%), Reputation of Supplier (5%), Total Long-Term Cost to the District (5%), Supplier's Past Relationship with the District (5%), and Other Relevant Factors (5%). Required Forms and Insurance Requirements are pass/fail criteria. A bid bond of not less than 5 percent of the total bid amount is required. Vendors must provide proof of insurance with specified coverage limits and demonstrate Commercial General Liability coverage with TCCD named as additional insured. Key technical requirements include minimum 50 Mbps bandwidth per site with fiber ethernet handoff, minimum 150 concurrent SIP call paths, porting of up to 10,000 Direct Inward Dial numbers, 24x7x365 support and monitoring, 911/E911 compliance, toll fraud detection, SPAM filtering, DoS/DDoS protection, STIR/SHAKEN caller ID authentication, T.38 faxing support, and web-based portal access. TCCD has a learning, training, and administrative center requirement that vendors provide their own Internet and phone services at each service location, with the College providing demarcation point connections.
