About this file

This is a Procurement Solicitation issued by the Great Lakes Water Authority (GLWA) for the bulk delivery of 75% Phosphoric Acid to five water treatment plants. The solicitation seeks experienced vendors to supply Technical Grade Phosphoric Acid for compliance with the EPA Lead and Copper Rule, with an estimated delivery volume of 3,000-3,600 gallons per delivery. The solicitation was advertised on Wednesday, August 27, 2025, with a virtual solicitation meeting scheduled for Wednesday, September 3, 2025, at 9:00 AM EST. Questions are due by Monday, September 8, 2025, at 12:00 PM EST, and vendor responses are due on Wednesday, September 17, 2025, at 12:00 PM EST. The contract aims to support corrosion control treatment, which has historically reduced lead levels by 81% in Detroit and neighboring suburban communities.

The solicitation requires a 5% Bid Bond and includes Business Inclusion and Diversity (B.I.D.) requirements. Vendors must have a minimum of five years' experience providing bulk chemicals and must submit a Proposed Diversity Plan and Diversity Certification. The evaluation criteria are heavily weighted towards the lowest cost/responsive/responsible bid, with 97% of the evaluation based on cost and 3% on economic equity. GLWA reserves the right to award to multiple vendors and emphasizes that vendors supplied by the same manufacturer will not be considered. The contract term and start date are to be determined, and the delivery of Phosphoric Acid will be between 8:00 AM and 3:00 PM Eastern time, with a five-day delivery lead time requested.
