About this file

These are four identical Air Force Material Command (AFMC) Form 807 documents for Recommended Quality Assurance Provisions and Special Inspection Requirements for airmunitions procurements. The documents consistently require source inspection for explosives and munitions items, emphasizing critical safety concerns. Key requirements include completing quality assurance inspections at the source to reduce risks of defective or improperly marked explosives, with specific focus on explosive components used in ammunition, precision guided weapons, and aircraft ejection seats.

The forms, dated between January 2022 and April 2022, are standardized across multiple National Stock Numbers and specify higher-level contract quality requirements per FAR 52.246-11 and ISO 9001:2000 standards. Technical authorities like Quinn R. Tidwell from AFLCMC/EBHJ have determined that source inspection is mandatory due to the potential catastrophic consequences of defective explosives, where even a 1-3% defect rate could result in personnel maiming or death. Certification to ISO 9001:2015 or an equivalent quality management system is acceptable to meet these stringent inspection requirements.

8. REMARKS

Tidwell, Quinn RNAME: 14 JAN 2022DATE:

In accordance with AFMCI 23-102, paragraph 14.1, the chief engineer has determined source inspection is required for airmunitions procurements. The following statements, submitted by the chief engineer in accordance with FAR 46.402(f), provide further support for source inspection of munitions items: Quality assurance inspection of explosives and munitions items must be completed at the source to reduce the risk of defective or mis-marked explosives reaching the end-user. The safety consequences of a single defective explosive or improperly marked explosive reaching the end-user are very severe. Customers of typical industrial commodities may be able to tolerate a percent defective of 1% - 3%. In the case of explosives procurement, this percent defective may result in the maiming or death of several people. Many airmunitions contracts (under $250K) are for delivery of explosive components used in the ejection seats of combat aircraft. The lives of combat pilots are directly related to the successful performance these items. Thus, to ensure explosives safety and quality, source inspection is required for this airmunition procurement.

Certification to ISO 9001:2015, or an equivalent quality management system, is acceptable to meet this requirement.
