The County seeks competitive sealed bids from multiple experienced and qualified contractors to provide ongoing and as-needed services for a fleet of Ford Motor Company-branded vehicles—including cars, light-duty trucks, heavy-duty trucks, sport utility vehicles, and specialty fleet vehicles—for a three-year contract period. The County maintains multiple fleet locations across five sites in the Tampa, Florida area. Services required include computerized diagnostics, engine and transmission repairs, electrical system diagnostics, brake and HVAC system repairs, steering and suspension repairs, manufacturer recall repairs, OEM parts procurement and installation, quality control procedures, and 24-hour vehicle security. Bids must be submitted electronically through the County's Euna Procurement system by October 16, 2026, at 2:00 PM Eastern Time. Bidders must be authorized Ford service providers or dealers and must hold Ford Motor Company certification at the time of bid submission and throughout the contract term. A post-award conference will be conducted prior to work authorization to review contract requirements and operational procedures.
Pricing shall be submitted as hourly rates for repair and maintenance labor and percentage discounts off Manufacturer's Suggested Retail Price (MSRP) for OEM parts. The County will add a $120,060.00 allowance for shop supplies, fuel surcharges, environmental fees, and miscellaneous charges. The maximum aggregate award across all contractors, including allowances, shall not exceed $4,300,000.00, though the actual value of work authorized may be significantly less. The County reserves the right to award one or more contracts to responsive and responsible offerors with the lowest total bid prices and may use multiple contractors, with work orders assigned based on equipment location and best value considerations. Contractors must deliver goods and services within ten days of receiving a Purchase Order, respond to non-emergency service requests within one business day, acknowledge emergency requests within one hour and arrive on-site within two hours, and provide written quotes prior to beginning any work. All parts must be covered under manufacturer's warranty, and workmanship must be warranted for a minimum of one year. Insurance coverage is required but bid, performance, and payment bonds are not required. The contract includes E-Verify and legally authorized workforce requirements, and the County reserves the right to terminate for convenience with 24 hours' notice.

2.2.3 The amount of award referenced in the above statement is defined as the upper dollar limit beyond which no further work may be authorized without additional approval of the Board of County Commissioners. Specifically, the amount of award shall not be construed as indicating the actual value of work anticipated by the County under this Contract. 2.2.4 If the County makes multiple awards, the procedures for issuing Work Orders are as follows:

2.2.4.4 A Purchase Order will then be issued, prior to the beginning of any Work. Failure to comply with this procedure may result in non-payment.
2.2.4.5 The Contractor shall immediately notify (not to exceed one (1) business day) the County PM through an amended estimate if any additional Work not quoted on the original estimate is required. Prior to beginning additional Work, the Contractor shall receive a revised Purchase Order. Failure to comply with this procedure may result in non-payment.
2.2.5 Any references in this bid package to "Contractor" or "Contract" shall be construed to apply individually to any one of the selected contractors and/or the respective contract to which it is a party.
2.2.6 Bidders are hereby informed that if bids are received from two or more separate firms that have the same corporate officers or whose majority interest is held by the same owner, no more than one such firm may be eligible for award of a contract under this solicitation.

A decision by the County to procure and pay for such insurance coverage shall not operate as a waiver of any of its rights under the Contract Documents.
2.3.5 Failure of the Contractor to submit the required Certificates of Insurance within the times required by this Section may result in a delay in issuing the Notice to Proceed. The parties specifically agree that such a delay is neither excusable nor compensable and will not entitle the Contractor to a change in the Contract Price or Time.
