1 SCOPE AND APPLICABILITY
This document provides guidance on COMPANY preferred above grade, temporary crossing methods for use during construction projects adjacent to a pipeline or when there is a need for construction equipment to cross a pipeline. The objective is to design and install a safe pipeline crossing that provides load isolation to minimize or eliminate the external dead and live load that may be transferred to an existing, buried pipeline. The crossing design shall redistribute the external loading to both sides of the buried pipeline to prevent any potential adverse, direct load effects on the pipeline’s allowable material strength.

3 TERMS AND DEFINITIONS
COMPANY - refers to the combined entities of Energy Transfer, subsidiaries, and authorized and designated COMPANY Representatives.
Should - As used herein, means that a stated practice is to be considered a COMPANY Best Practice and is an expectation of the COMPANY unless otherwise approved by the Project Manager in consultation with COMPANY Subject Matter Experts.
4 SAFETY
It is critical that contractors follow appropriate safety and industry guidelines to protect their personnel and the integrity of the pipeline system when development or encroachment activities may be near buried pipelines.
All the states in which the COMPANY operates have damage prevention laws for the protection of pipelines and other underground utilities. Most states require excavators to notify their local one-call system of their excavation plans. The COMPANY participates in all local / state one-call systems, which coordinate notice of excavation to participating industries.

All states have “one-call” laws, which require the excavators to provide 48 to 72 hours’ notice, depending on local requirements, before any excavating commences. A phone call to 811 starts the process to get the underground utility lines marked.
A COMPANY representative must be onsite, following 48 to 72 hours prior notice, for all surface and subsurface activities within the pipeline right of way
In the event of an emergency, the Contractor shall follow all Emergency One Call protocol requirements.
5 GENERAL
It is COMPANY philosophy to manage encroachment and excavation activity within the limits of our pipeline right of way (ROW). Encroaching parties will design projects such that proposed improvements remain outside of the pipeline right of way. Improvements that will encroach into the right of way will be designed and constructed such that the safe operation and maintenance of the pipeline(s) is not diminished. Where the COMPANY determines that an activity can be undertaken without jeopardy to the pipeline system, the execution of an encroachment agreement / letter of no objection (LONO) may be required. Consult the COMPANY for any related Crossing Guidelines that may apply.
An encroachment agreement / LONO is specific to the project and is required when construction / maintenance activities cross under or over natural gas or liquids pipeline, or when activities extend into the pipeline right of way.
Follow all state and local “one-call” laws as identified in Section 4, above.
The Crossing Company (Contractor) will be responsible for all damages, repairs and rehabilitation caused by its construction activities, as well as restoration of disturbed portions of the existing facility right-of-way, to the satisfaction of all parties, including the Owner and any authorizing agencies.
To protect COMPANY pipelines from external loading, the COMPANY will perform an engineering evaluation in accordance with HLI.27 / I.27 Determination of Abnormal Loading, to evaluate the effects of any proposed equipment use. Mats, timber / air bridges, or other protective materials deemed necessary by the COMPANY will be required to be placed over the pipeline facilities for the duration of any loading. Protective materials will be purchased, placed, and removed by the contractor at no cost to the COMPANY.
The COMPANY may require temporary markings to identify areas where equipment use is authorized.
The recommended minimum total cover over existing pipelines is 36” at all access-ways. The recommended minimum total cover over existing pipelines in adjacent drainage ditches shall be in

PAPER COPIES ARE UNCONTROLLED. THIS COPY IS VALID ONLY AT THE TIME OF PRINTING. THE CONTROLLED VERSION OF THIS DOCUMENT CAN BE FOUND ON THE accordance with HLI.28 / I.28. Contractor is responsible to verify these depths with the COMPANY personnel on site.
Use of vibratory equipment requires review and approval by the COMPANY.
Access-way crossings over the pipeline facilities will cross at an angle as near to 90 degrees as possible, but not less than 45 degrees unless approved by the COMPANY. All crossings must be over straight pipe and at locations free of any crossovers. Parallel occupancy of the right of way will not be permitted.
COMPANY will retain the right to remove all present and proposed access-ways and will have no responsibility for restoration, loss of use or access, or any other costs.
Access to the earth above each pipeline for leak detection (flame ionization) and cathodic protection surveys must be maintained.
The COMPANY may conduct preliminary engineering studies for any proposed drainage channels or ditches that will discharge toward the right of way. Drainage channels or ditches must be adequately protected from erosion and provide a minimum cover over the pipelines in accordance with HLI.28 / I.28.
Altering (clearing, re-grading, or changing alignment of) an existing drainage channel or ditch requires written approval from the COMPANY.
The right of way must be returned to its original condition upon completion of work.
5.1 COVER OVER PIPELINE
To protect COMPANY pipelines from external loading, the COMPANY will perform an engineering evaluation of the proposed crossing in accordance with HLI.27/I.27 to evaluate the effects of any proposed equipment use. The results may indicate the need for a temporary crossing structure.
Minimum cover over the pipeline shall be in accordance with HLI.27/I.27 and HLI.28 / I.28 for temporary crossings of heavy equipment, unless the COMPANY has provided written approval to the contrary. Temporary roads used for construction activity, such as for lumber trucks, logging wagons, or concrete trucks, may require extra cover and road matting to protect the pipeline from the additional loading stresses.
Ground cover should not exceed 6 feet over the top of the pipeline unless approved by the
COMPANY.

6 ABOVE GRADE CROSSING METHODS
6.1 WEIGHT DISPLACEMENT / FLAT MATTING
Contractor is responsible to ensure that an engineering analysis has been performed to confirm a flat mat is safe for use over the pipeline, and that COMPANY personnel are on site during any work related to the installation of the matting / crossing.
Weight Displacement involves matting (hardwood, engineered material or plating) laid down directly on the ground above the pipeline to distribute the weight across a larger area. In this case, either crane mats, 3ply laminated mats, or plate steel (less preferred option) can be used.
Contractor is responsible to inspect and maintain the condition of the approaches, timbers / mats, etc., to prevent failures as a result of wear and tear or defects for the duration of the project. Inspection frequency to be agreed upon by the COMPANY.
6.2 AIR BRIDGE
Contractor is responsible to ensure that COMPANY personnel are on site during any work related to the installation of the Air Bridge.
The installation of an Air Bridge over a pipeline is an above grade crossing method that distributes surface loading to an area that is outside of the pipeline location (note, it is assumed that the crossing is installed 90 degrees to pipeline). This is done by laying load isolation support timbers (Abutments), parallel on the ROW, on either side of the centerline of pipeline. Bridging timbers / Crossing mats are then installed on top of the load isolation timbers, perpendicular to the pipeline, allowing for an air gap between top of grade of the ROW and bridging timbers to effectively cross the pipeline. The following describes the method for laying out an Air Bridge for a single pipeline in the ROW (refer to Appendix A for Air Bridge drawing detail):
1. From an elevation that is just below the bottom of the buried pipeline, draw 2 imaginary upward sloping 45 degree lines tangent to the pipeline from that point. Those imaginary lines form a vertical upward, projecting triangle that intersect the surface of the ROW. This is the “no-load” zone area of the triangle. All loads should be kept outside of this area on the surface of the ROW. Note that at 45-degree angle, the slopes are 1:1, that is 1 foot horizontal to 1 foot vertical.
Note 1: The angle of the “no load” triangle can vary from 60 to 45 degrees. It is a function of the type of soil (e.g. clay, silt, sand, and combinations thereof), moisture content, and the degree of compaction (e.g. loose, medium, dense, and variations in-between). In absence of specific soil data, apply a value of 45 degrees, as this is the
Wing East Stewardship IRSC
PAPER COPIES ARE UNCONTROLLED. THIS COPY IS VALID ONLY AT THE TIME OF PRINTING. THE CONTROLLED VERSION OF THIS DOCUMENT CAN BE FOUND ON THE most conservative approach. The 45-degree angle effectively increases the width of the “no load” air gap on the surface of the ROW to best protect the pipeline.
NOTE 2: Air Bridges installed in ROW with multiple pipelines, the “no load” triangle calculation shall be performed by using the outer most pipelines of the furthest pipes as the triangle reference.
2. To isolate heavy loads from the pipeline and its supporting soil, the contractor must install a minimum of 2 layers of wood mats. The first lower layer, load isolation timbers (Abutments), consists of 2 sets of mats that are laid on the ROW on either side of the pipeline centerline and are laid parallel to it with a quantity whose lengths are equal to or larger than that which is required to handle the second upper layer (Bridge / Crossing Mat timbers). The second higher layer (bridge timbers) should consist of as many mats as is required to handle the width of the heavy loads being transported and are set perpendicular to the pipeline and Abutment timbers.
3. Bridge / Crossing Mat timbers must be anchored / staked to the Abutment timbers to prevent movement under load conditions.
4. If excavation is not permitted, Contractor shall set all mats, keeping the space beneath the perpendicular mats clear, and add bull rock or dirt ramps on each end of the crossing mats.
If excavation is permitted, the contractor is to remove minimal ground cover for placing the parallel (abutment) timbers and the perpendicular (bridge) mats to the appropriate elevation of the bottom of the parallel mats, while maintaining the required air gap.
5. The minimum inside toe-to-toe dimension of the two (2) parallel Abutment mats is then set. For example, a 24” pipeline with 3 feet of cover has a vertical distance from the bottom of the pipeline to top of soil of 5 feet; thus, the minimum inside toe-to-toe distance between the 2 sets of parallel mats would be 2 x (3’ + 2’) = 10 feet.
NOTE: The toe-to-toe distances must be increased for crossings that are not 90 degrees to the pipeline. This is required to assure that no portion of the pipeline is subjected to heavy loads.
6. Finally, the Contractor shall verify the proposed toe-to-toe dimension for the required loads to ensure that the upper perpendicular mats (bridge timbers / mats) do not break when subjected to heavy loads. It may be required to increase the thickness of the bridge timbers / crossing mats or add an additional layer of mats to meet load requirements.
7. The Air Bridge approaches are to be installed as indicated on the drawing using compacted bull rock, dirt, fill or other approved material.
