About this file

This document is a Sole Source Justification (SSJ) for the Naval Medical Research Command (NMRC) to procure warranty support service coverage for four Smart Eye AB Pro dx multi-camera eye tracking systems. The procurement is a sole source acquisition from Smart Eye AB in Gothenburg, Sweden, starting 30 September 2025, to support recently upgraded Smart Eye eye tracking systems used in the Disorientation Research Device (DRD) and Spatial Disorientation laboratories. The systems require continued warranty coverage and immediate response service to ensure continuity of critical research capabilities.

The justification cites 10 U.S.C. 2304(c)(1) and FAR 6.302-1 as the statutory exceptions for a sole source procurement, highlighting the unique proprietary design of the eye tracking system and the specialized support offered by Smart Eye AB. The Contracting Officer anticipates the contract price will reflect a discount from Smarteye's commercial price list. The NMRC indicates no immediate plans to compete future contracts for these services, but will assess competition if another potential source emerges. The procurement will be processed under FAR Part 12 for commercial items, with a contract performance period from 9/30/2025 to 9/29/2028.
