1.1 General

This document specifies the minimum requirements for one (1) Resistance and Shunt Calibration System. For the purpose of this Calibration Standard Specification (CSS), the Resistance and Shunt Calibration System shall be referred to as the RASCS. It is intended to be used to calibrate the Resistance and DC Current Shunt standards, and to support the Operational Inter-Lab (OI) programs.

The manufacturer shall submit a technical description or product literature for the equipment it is proposing, which clearly identifies the manufacturer, make and model. The offer must demonstrate that its proposed equipment meets or exceeds each minimum requirement described in this solicitation by providing a citation to the relevant section of its technical description or product literature.

1.2 Usage

US Navy, civilian and support contractor personnel will use the RASCS. Equipment covered by this CSS is intended for use in testing equipment and systems in the controlled environments in which test equipment is operated. The requirements of this CSS are tailored to the intended use of the equipment.

2.0 Requirements

2.1 Electrical Power Source

The RASCS shall operate at a nominal value of 100 - 240 VAC and 50-60 Hz.

2.2 Environmental Requirements

The temperature ranges and humidity limits for both the operating and non-operating conditions are as follow. The Calibration System shall be able to meet its technical performance as listed in the product literature at a temperature between 71 and 75 degrees Fahrenheit and relative humidity between 30 to 60 percent.

2.3 Warm-Up

The RASCS shall comply with the specified performance requirements after system warm up time between the bridge and other hardware not to exceed 1 hour. This will allow for the range to be varied in an efficient manner.

2.4 Material

The RASCS shall be made of materials that are durable and capable of withstanding corrosion due to the environmental effects. The material should also be low maintenance and require little to no cleaning of the system.

2.5 Markings

The components of the RASCS shall be clearly and permanently marked in an easy to identify manner (ex. Marked 1-5). The Calibration System itself, at a minimum, shall be marked with the manufacture name, manufacture model number and serial number in a spot that is easily accessible when the RASCS is against a wall.

2.6 Range and Accuracy

The RASCS must be able to meet the system uncertainty for resistances and DC current shunts to all of the requirements below or better:

Resistance Range (Ω) System Ratio Uncertainty (µΩ/Ω)

1 Ω to 1 kΩ 0.060 10 kΩ 0.030

2.7 System Range and Accuracy

The RASCS shall be able to support current up to 1000 Amps without the need for additional racks, external power supplies or calibrators and provide batching to calibrate resistors. The RASCS consisted scanners shall provide minimum of 20 channels and can handle up to 1000 VDC.

2.8 Connections

This feature is needed to calibrate the shunt workloads using the same standards without sacrificing lab spaces. All bridges and meters shall consist a front panel display for users to run full calibrations manually or troubleshoot discrepancies. The RASCS shall have modularity and upgradeability to be compatible with future modules.

2.10 Power Requirements
