About this file

This document consists of PennDOT road plans prepared by Carroll Engineering for the Village at Berwyn Pedestrian Improvement project located in Easttown Township, Chester County, Pennsylvania. The project involves concrete curb and sidewalk replacement and installation, roadway restoration, driveway adjustments, excavation, backfill, milling and overlay, pavement markings, signing, drainage adjustments, and erosion and sediment controls across two plan sets: one for Waterloo Avenue (SR2019) extending from Berwyn Avenue to First Avenue, and one for Township portions on First Avenue from Waterloo Road to Bridge Avenue and Bridge Avenue from First Avenue to Berwyn Avenue. A mandatory pre-bid meeting is scheduled for 10:00 AM on Thursday, July 9, 2026, at the Easttown Township Building. Sealed bids will be accepted electronically via PennBid until 11:00 AM on Thursday, July 23, 2026, with an alternate bid option for property adjustments due to construction. All bid documents and details are available electronically through PennBid at no charge.

Each bid must be accompanied by a bid bond in the amount of ten percent (10%) of the total bid price, issued by a surety licensed to do business in Pennsylvania. All bidders must be PennDOT pre-qualified contractors and must comply with the Pennsylvania Prevailing Wage Act, with workers required to be paid prevailing minimum wage rates as promulgated by the Pennsylvania Secretary of Labor. Subcontractors must also pre-qualify if listed in the proposal or undertaking partial or total construction work. Mandatory forms including a Non-Collusion Affidavit, Form of Guaranty, Public Works Employment Verification Form, and Worker Protection Form must be submitted with all bids. The low bidder is responsible for a PennBid fee. The project is subject to Pennsylvania Right-to-Know Law requirements, and Easttown Township reserves the right to waive minor informalities or reject any or all bids.
