About this file

This document is an Attachment No. 5 Specification for Sodium Hypochlorite from the Great Lakes Water Authority (GLWA), detailing a procurement contract for chemical delivery to water treatment facilities. The contract covers the furnishing and delivery of Sodium Hypochlorite (NaOCI) for the Water Resources Recovery Facility (WRRF), nine CSO Basins, and Belle Isle Intake, with an initial one-year term and options for two additional one-year renewals. The annual estimated usage is approximately 1.9 million gallons, with delivery required within 48 hours of request and strict specifications including 15% available Chlorine by volume, meeting AWWA Standards 1-B300-87.

The bid pricing will be based on cost per gallon of Hypochlorite, with detailed delivery requirements including vendor-supplied tank trucks equipped to transfer chemicals into storage tanks. Each delivery must include comprehensive documentation such as total weight, volume, specific gravity, available chlorine percentage, and a Certificate of Analysis. The specification emphasizes compliance with all local, state, and federal transportation and handling regulations, with samples to be tested at the Wastewater Treatment Plant's Laboratory and non-compliant shipments subject to rejection. The contract includes precise calculation methods for determining pounds of sodium hypochlorite and available chlorine received.
