About this file
This document is an Attachment D Notice Certification for Green Bay Area Public Schools (GBAPS), addressing procurement and proposal submission guidelines for an E-Rate Category 2 Licenses project. The solicitation (RFP Q2526-03) involves acquiring software licenses for network equipment already owned by the district, with proposals requested for specific makes/models or equivalent alternatives. Vendors must submit product specifications to demonstrate functional and technical equivalence, with the applicant serving as the final arbiter of equipment suitability.
The document emphasizes public records access, proprietary information handling, and vendor submission requirements under Wisconsin procurement regulations. Vendors must certify their proposal's fairness, submit without collusion, and understand that all submitted data, documentation, and innovations become GBAPS property. Bid prices cannot be held confidential, and vendors must complete a Designation of Confidential and Proprietary Information form if claiming trade secret status. The proposal process is designed to maintain an open and transparent procurement approach, with the School Board making the final vendor selection after an evaluation committee's recommendation.
