About this file

This document is a Pricing Schedule spreadsheet for a Refuse and Recycling Services contract involving Fairfax County Public Schools (FCPS), Fairfax County Government (FCG), and Fairfax County Park Authority (FCPA). The comprehensive pricing document covers multiple service categories including collection and disposal of refuse, recyclables, and organic materials across various container sizes and types, ranging from 2-cubic-yard front-end load containers to 34-cubic-yard compactors. The contract appears to be structured for an initial multi-year term, with organic material collection potentially beginning in the second contract year, and includes provisions for estimated weekly collections, container rentals, special services, bulk collection, and container purchases.

The pricing schedule provides detailed unit pricing for services, with no fixed total contract value explicitly stated. The document includes pricing for container collections, rentals, relocations, special disposal services, and even optional programs like behavioral change improvement for recycling. Notably, the pricing schedule includes a recycling material rebate section with transportation and processing fees for various recyclable materials, though currently showing 0% rebate. The contract allows flexibility for the customer to terminate certain optional services and includes provisions for weighing services and recycling quality monitoring. The pricing structure suggests a comprehensive waste management solution with potential for customization based on the specific needs of Fairfax County's various governmental entities.

¹ Some above services may not be in the "Service Schedule". Prices shall still be provided as the Customer may require said services. For organic collection, service is not anticipated to begin until the beginning of year 2 of the contract. Organic material collection frequency and container/cart totals are based on estimates. All prices for FEL and organic collection are to include collection, disposal/processing and any rental/lease costs. ROF unit pricing will include collection costs. Disposal for ROF disposal will be billed to customer separately at the rate charged by the County facilities. Collection/Disposasl/Processing pricing and rebates for "Single-sorted material" as cited in "Special Provisions, Paragraph 2"
²Prices should be based on the "Service Schedule" as provided.
³ These are estimates of the total collections per week for this container size and type. Price is the cost for each one of these collections ("Unit Price").
⁴ "Unscheduled Service Price" reflects the price for a collection not on the Service Schedule that requires a separate trip (other than for the regularly scheuled collection ).
⁵The "Unit Price" for item 6 ("Cost per collection of open top roll off container 20 cy (CDD)") is to include the cost of disposal/processing. The Customer may request/require the Offeror to take specific loads of CDD to a county facility for recycling. In such case, the Offeror will bill the Customer at the published rate for the county facilities as a separate charge for disposal and the transport of said load would be that cited for Item 5.
⁶The ROF container at the Police Annex will remain the property of the County as it is a specially secured container for evidence destruction.
⁷Price assumes, at the end of the first implementation period, a minimum of 50 individual locations, to include both the County's I-66 transfer station and I-95 landfill complex will require service by start of year 2 of the contract and all remaining locations have set up service by beginning of year of year 3.
⁸Price is to equate to the cost to rent one unit of each container/compactor for a calendar month or equivalent monthly period.
⁷Relocation equates to unscheduled trip to the container location to either move the container to another location on site or to a temporary storage location. If the relocation is scheduled so as to enable relocation (to another location on the collection site) during a scheduled collection, there will be no charge.
⁹Delivery assumes delivering FEL or ROF container/compactor to a location for new scheduled or temporary service. The removal of said containers/compactors will not be charged and assumed part of the last collection service for that container.
¹⁰ Pricing per yard assumes any of the subsequent line items would be included. Pricing per cubic yard assumes a minimum 2 yards of items.

¹ See "Scope of Services, 2. Definitions, 2.3 for detail on specific materials for "Mixed Recyclables" and "Single-sorted material"
² Transportation fee is the cost to service the container at its location by transporting it to the processing facility which will accept the material or a transfer facility. In event of a transfer facility as the destination for the Transportation fee, no additional fee will be paid for transport from the transfer facility to the processing facility.
³ Processing fee is to represent the price cited by the Offeror for each ton of the related material it delivers to the processing/transfer facility. There will be no additonal 'residual' fee as these loads are source-separated other than "Mixed-Recyclables). Given the majority of facility generating "Mixed-Recyclables" are adminstrative function, the residual component is considered minimal and to be factored by the Offeror in its pricing.
⁴ The percentage Rebate of the Published Market price is to based the industry-wide publication for the material. The customer will reference: " RecyclingMarkets.Net, Secondary, Materials, Announced Recovered Material Prices" for each of the cited singal-sorted materials but will consider alternative industry data.
