About this file
This document is an Addendum No. 1 to Bid No. 25-0113-3 issued by the Chatham County Purchasing & Contracting Department for the purchase of six (6) Portable Changeable Message Signs (PCMS). The bid opening remains scheduled for 2:00 PM on September 9, 2025. The addendum addresses three key questions from potential bidders regarding delivery logistics, tax certificate requirements, and shipping procedures.
The addendum clarifies that the delivery location does not have a loading dock but has sufficient access, and successful vendors must provide a valid Business Tax Certificate from any City or County in Georgia prior to the purchase order. Regarding shipping, vendors are instructed to provide the department with an estimated delivery timeframe, with a two to three-day window being acceptable. The document emphasizes that bidders are responsible for making necessary changes and must acknowledge receipt of the addendum.

CHATHAM COUNTY PURCHASING & CONTRACTING DEPARTMENT
ADDENDUM NO. 1 TO BID NO. 25-0113-3
FOR: PURCHASE OF SIX (6) PORTABLE CHANGEABLE MESSAGE
SIGNS
PLEASE SEE THE FOLLOWING FOR ADDITIONS, CLARIFICATIONS AND/OR
CHAGES:
1. QUESTION: Does the delivery location have a loading dock or access to a forklift with 8' forks?
RESPONSE: It does not have a loading dock, but it does have plenty of access.
2. QUESTION: Per section 2.14 on page 8 of the solicitation, "a current Chatham
County Tax Certificate (Business License) is required unless otherwise specified."
Considering this is one-time commodity purchase, is a Chatham County Tax
Certificate required?
RESPONSE: Sucessful vendor must provide a valid Business Tax Certificate or
Occupational Tax Certificate from any City or County within the state of Georgia prior to issuing a purchase order.
3. QUESTION: We are questioning the verbiage "Do Not Anticipate Drop Shipping" on the spec sheet. If we are awarded this bid, it would be shipped directly from the manufacturer. Would that be an issue? We seem to have different interpretations of this wording and just need clarification.
CLARIFICATION: Vendor must give information to the department as to when they can expect the PCMS to arrived. A window of two to three days is acceptable.
THE BID OPENING REMAINS: 2:00PM, SEPTEMBER 9, 2025
THE BIDDER IS RESPONSIBLE FOR MAKING THE NECESSARY CHANGES AND
MUST ACKNOWLEDGE RECEIPT OF ADDENDUM.
